Support AWS gateways with ALB without certificate - #4219

Previously, dstack allowed to create AWS gateways
with an Application Load Balancer (ALB) if the
gateway configuration specified
`certificate: { type: acm, ... }`.
Now, it is also possible to create gateways with
ALB but without a certificate, using the new
`load_balancer` configuration property.
```yaml
type: gateway
name: example-gateway
backend: aws
region: eu-west-1
domain: example.com
load_balancer:
type: alb
certificate: null
```
`certificate: { type: acm, ... }` still implies an
ALB for compatibility with existing
configurations, although the docs now suggest to
specify both `load_balancer` and `certificate` for
explicitness.
```yaml
type: gateway
name: example-gateway
backend: aws
region: eu-west-1
domain: example.com
load_balancer:
type: alb
certificate:
type: acm
arn: arn:aws:acm:eu-west-1:164099421079:certificate/3670388f-f43b-4872-aaf8-907b107a170d
```
