The primary purpose of the official build (\dotnet-sdk-official-ci) is to run the publish stage, which triggers the code flow to the VMR. Running build legs in the official build is not required for this purpose.
Other assetless repositories have already stopped running build legs in their official builds, and we should consider doing the same in the SDK to conserve compute. Currently the SDK official build runs approximately 360 minutes of build-leg compute per run that is not necessary for publishing.
