Adds windows_arm64 to the default SOS platform list in runtime-diagnostics.yml, enabling both the Release runtime build and SOS Helix tests on Windows ARM64.

The existing platform matrix and SOS template already support Windows ARM64 and select the Windows ARM64 Helix queue. No template changes are needed.

Validation: checked the diff and confirmed both SOS build and test matrices consume the platform list. The pipeline has not been run locally.
