…et#133654) Adds a package README for `Microsoft.Extensions.FileProviders.Composite`. This also enables the default package README so `PACKAGE.md` is included in the package. Validation: - `ValidatePackageReadmeExists` passes - `git diff --check` passes Contributes to dotnet#99358.
