[wasm] Interpreter SIMD support

The interpreter doesn't have SIMD support on wasm yet. So System.Runtime.Intrinsics.Tests.Vectors.Vector128IsHardwareAcceleratedTest doesn't work as expected.

Looks like we will have it soon :-)
