Port serialization discovery logic from illink

We should match what ILLink is doing - on top of keeping things, it should also mark them as reflectable: dotnet/linker#1932

Closing this since we turned off the serialization discovery logic by default in dotnet/linker#2929 and don't plan to port it to NativeAot.
