breaking-change-doc workflow does not work well

I have just merged a breaking change PR, which activated the breaking-change-doc workflow, resulting in this comment: #129624 (comment). There is one major and two minor problems with this.

The major problem is that I can't create the issue by clicking the link. When I do that, I get a GitHub error 414 Your request URL is too long.

The minor problems are:

• Some issue with security scanning, as can be seen at the top of the issue. In the log of the detection job in the Execute GitHub Copilot CLI step, I can see 400 bad request: Authorization header is badly formatted.
• The email address for .NET Breaking Change Notifications was redacted, seemingly resulting in bad formatting.

Also, when I run the skill locally:

• It misjudged which Preview is applicable (main currently corresponds to Preview 7, copilot thought it's Preview 6; the non-working link even says it's Preview 5).
• It tried to apply labels Pri1 and doc-idea, which don't seem to exist. This seems to be an issue with the breaking change template on docs, so I have opened Remove outdated labels from breaking change issue template docs#54637.
