Change build pipeline to use Azure Linux VM

We just merged: #112024. This is the start of the switch for testing. We'll complete that over this month. We should start the same process for the build.

This file only contains the container images: https://github.com/dotnet/runtime/blob/main/eng/pipelines/common/templates/pipeline-with-resources.yml. The relevant VM image is defined elsewhere.

work on dotnet/dnceng#4929 is now 💯% doable. it's primarily a prioritization question for @markwilkie and @ilyas1974 though we're definitely aware of the end-of-month request @lbussell made
