Adds local reminder lifecycle diagnostics and a deterministic reminder test harness. LocalReminderService now updates local reminders in place and emits start, stop, and tick diagnostics, while the new Orleans.Testing.Reminders and Orleans.Reminders.Tests projects provide shared observer/clock-based coverage for reminder behavior across the in-memory, Azure, Cosmos, and AdoNet providers
