Description
StartupTaskTests.StartupTaskCanCallGrains intermittently fails during silo startup because its grain call cannot register an activation in the grain directory.
Failure
The test failed immediately during lifecycle startup while other OS/framework BVT jobs on the same head passed. The PR removes duplicate placement caching but does not alter startup-task or grain-directory registration logic.
Expected behavior
A startup task should be able to call a grain once its lifecycle stage runs, or should wait on an explicit readiness barrier which guarantees grain-directory registration is available.
