Measure dotnet CLI time before the first MSBuild submission

Add a process-local metric for Pack and Publish from dotnet process start to the first MSBuild invocation.

Collect it in PerfStar alongside evaluation metrics to separate SDK pre-submission work from MSBuild execution.
