[Windows] TimePicker CharacterSpacing Property Not Working on Windows

Description

When setting the CharacterSpacing property on a TimePicker control, the expected spacing is not applied on the Windows platform. Although the property functions correctly on other supported platforms (such as Android and iOS), it has no visible effect on Windows.

1. Run the attached sample. TestingSample.zip
2. Observe the TimePicker's CharacterSpacing behavior on both Windows and Android devices.

This issue has been verified in Visual Studio 17.14.7 Preview 1.0 with .NET MAUI versions 9.0.80 & 9.0.0. It can be reproduced Windows platform.
