Re-quarantine: Tests Failing Again After Unquarantine

The WebWorkerTemplateE2ETest tests were unquarantined in #66303 (2026-04-14) as part of a DevServer version pin fix. However, all 4 test methods are failing again in build 1388488 (2026-04-21).

Analysis

The failure pattern is identical to the previous failure: all 4 tests fail together in the same build, strongly suggesting a shared infrastructure issue. The same build also shows BlazorWasmTemplateTest and BlazorWebTemplateTest.BlazorWebTemplate_Works failures, which further supports a common template test infrastructure root cause.

The DevServer version pin fix in #66303 may not have fully addressed the underlying problem, or a new NuGet feed configuration has introduced the same NU1603 conditions again. The tests are being re-quarantined at the class level to prevent CI breakage while the root cause is investigated.
