Description
CLI 19.03.1 does not support HTTP_PROXY/HTTPS_PROXY variables.
Steps to reproduce the issue:
- Set DOCKER_TLS_VERIFY=1, DOCKER_HOST, DOCKER_CERT_PATH, HTTP_PROXY, HTTPS_PROXY environment
- Run
docker version

Cannot connect to the Docker daemon at tcp://myswarm.com:2376. Is the docker daemon running?

Docker swarm commands to communicate over proxy.
Additional information you deem important (e.g. issue happens only occasionally):
Still works with 18.09.6.
