feat(devices): put the Ovis account above Add a connection's tabs - #3283
Settings → Devices and PCs → Add a connection now leads with the Ovis account, above the three tabs from #3258:
Signed out (where the page has the account and its service answers): the account's own sign-in sits above the tabs, with one line on why ("Sign in to connect a new device here with one approval."). It is the first-run welcome's box from feat(setup-guide): offer the account sign-in on the first-run welcome #3247 (AccountSection with welcome), so it signs in exactly as Settings does: the desktop app's GitHub / Google buttons, a PC's browser page the account.ovis.sh/link code (feat(account): sign in a PC with one Ovis link page code #3197), only the providers /v1/providers lists. No new sign-in path. The Ovis relay tab no longer carries its own "Sign in to Ovis" button; it says "Sign in above to use the relay."
Signed in: one row above the tabs names the sign-in ("Signed in with GitHub"; the account service keeps no name for an account) with Open the account, and the Ovis relay tab comes first and the sheet opens on it.
A sign-in finished in the sheet makes Settings' own Account group read the session again (AccountState gains provider; Settings remounts its AccountSection).
Design: a phone's Link a device flow (WhatsApp, Telegram) leads with the account way and keeps the code/QR ways under it; the box itself is the one the first-run welcome already uses.
Validation
Failing first: the new ConnectPhoneDialog.test.tsx tests failed before the change (ConnectAccount / defaultConnectTab missing; a signed-in relay tab on a serve-only PC rendered empty), pass now.
bun test src/components/ConnectAccount.test.tsx src/components/ConnectPhoneDialog.test.tsx src/components/SetupGuide.test.tsx src/lib/i18n.test.ts src/conventions.test.ts src/components/RelayShell.test.tsx: 65 pass. bun run typecheck: clean. ConnectAccount.test.tsx fails before the review fix (Settings told 4 times over 3 re-renders) and passes after.
In herdr-ci-runner:local (standalone clone, isolated herdr test session, telemetry off): bun run check fast green at 453a837 (and at 34f49ec) (workflow syntax, generated types/themes, typecheck, build, unit tests); bun run build; browser regressions pass: relay-panel at 453a837 (through a one-off driver calling checkRelayPanel, updated here for the box above the tabs, the signed-in tab order and the blocked relay tab), settings-pages-demo (the welcome's sign-in box), device-security-demo, portal, file-viewer (the last four at 85c9c0f, before a RelayTab-only fix).
Manual QA on an isolated preview (own HOME, own herdr session, telemetry off, Vite hot reload behind tailscale serve): desktop 1280 and phone 390, light, Korean: signed out the box is above the tabs and the relay tab shows the one line.
Signed out, the account's own sign-in (the first-run welcome's AccountSection box) sits above the tabs with one line on why, and the relay tab only points up to it. Signed in, a row above the tabs names the sign-in, and the relay tab comes first and opens first.

Summary
Account provider state and dialog wiring src/components/AccountSection.tsx, src/components/SettingsDialog.tsx
Account state now includes the sign-in provider. The settings dialog passes it to the connection dialog and can request an account-state read after sign-in.
The dialog shows account access above the tabs and adjusts tab order and initial selection by sign-in state and device type. The relay tab shows sign-in guidance when signed out and relay status when signed in. Tests, regression checks, documentation, styles, and translations reflect the updated layout.
devswha/ovis#3273 — The change moves account sign-in and retains relay fallback behavior, but the issue’s reported 503 case remains relevant.

Resolve the repeated account-refresh loop before merging: inline sign-in can fail to settle and make Settings unresponsive. Other bounded issues can cancel sign-in, leave account PCs hidden until refresh, or retain the wrong default tab.

… and reload instead of remounting
The sheet's AccountSection reported again on every render (a new callback each time), and each report remounted Settings' AccountSection, which reported loading and rendered the sheet again: a remount loop that also aborted a sign-in under way in Settings. The sheet now tells Settings once through a stable callback, Settings reads the session again without remounting, and the sheet's default tab follows what loads until a tab is picked.

Test sign-in from the connection sheet.
Complete inline sign-in with both account sections mounted. Assert that both show the same account and that refreshes stop. The current checks would not catch a removed refresh callback.

describe the relay’s switch or blocked status instead, keeping the account

Review comments at @docs/guide.md:
- Line 640: Update the “Settings → Devices and PCs → Add a connection”
description in the guide to say the sheet has an SSH tab, rather than saying it
opens on that tab. Preserve the later instruction that signed-in users see the

Review comments at @src/components/ConnectPhoneDialog.tsx:
- Line 185: Update the conditional rendering around ConnectAccount so a provider
reachability change does not unmount AccountSection or cancel an active
device-code sign-in. Preserve the in-progress sign-in flow and its retry
controls when the provider probe fails.
- Around line 166-168: Update the chosen-tab state initialized by
defaultConnectTab(tabs, phone) so it recomputes the default when account or
sign-in state changes while the dialog is open; track whether the user
explicitly selected a tab and preserve that choice instead of overwriting it.
- Around line 91-94: Keep the account report callback stable in the
ConnectPhoneDialog component by memoizing reported with useCallback and
including onSignedIn as its dependency. Define it before the signedIn
conditional return, and remove the later inline callback so AccountSection
continues to receive the memoized callback.
- Around line 91-94: Update the sign-in completion flow around
ConnectPhoneDialog’s reported callback and AccountSection so the mounted
Settings account section is notified when sign-in finishes, even if the
connection sheet has already closed. Use the existing shared notification
mechanism if available, and preserve the current onSignedIn behavior when the
sheet remains open.

HIGH (Codex) / MEDIUM (omo): remount loop after a sign-in in the sheet. Reproduced with a failing-first test (src/components/ConnectAccount.test.tsx: Settings was told 4 times over 3 re-renders before the fix, once after). The sheet's AccountSection now reports through one stable callback that tells Settings once, and Settings reads the session again (AccountSection reloads) instead of remounting, so nothing loops and no request storm to /v1/providers.
MEDIUM (Codex): two sign-ins cancel each other. Settings no longer remounts, so a sign-in under way in More settings is not aborted by one finished in the sheet. The other direction (Settings finishing first replaces the sheet's box with the signed-in row and ends the sheet's now redundant sign-in) is kept: the browser is signed in either way.
MEDIUM (Codex): the signed-in default tab depended on load timing. Until a tab is picked, the sheet's tab now follows the default as the account and relay load (defaultConnectTab), so a sheet opened before they load still lands on the relay's tab once signed in.
(found in our own runner-image run) a signed-in relay tab on a PC whose relay cannot be turned on (serve-only) rendered empty after its duplicate Open the account went to the row above the tabs; it now shows the relay's state line (failing-first unit test).
Not changed (LOW / not reproduced, no follow-up issue):
MEDIUM (Codex, desktop app only, not reproduced): closing the sheet before finishing a desktop sign-in in the system browser leaves Settings showing signed out until it is reopened. The same holds today when Settings itself is closed mid-sign-in; the session is stored and the next open reads it.
LOW (Codex): the sheet's own provider probe failing after Settings' succeeded still shows the fallback button (GitHub), which is what Settings shows in that case too.
LOW (omo): the sheet and More settings can both start a device sign-in while signed out; covered by the fix above (Settings no longer remounts), and the sheet's closes with it.
LOW (omo): no unit test mounts the whole dialog for the read-only / no-account / relay-shell cases; relay-panel covers a Portal visitor (no box, no sign-in) and a serve-only install in the browser.
Codex (gpt-6.1-terra, adversarial) confirmed the round-1 fixes and raised four new P2 edge cases. None was reproduced, and this lane had its one extra fix round, so they are recorded here rather than fixed (no follow-up issue: not reproduced):
Two sign-ins at once (one in More settings, one in the sheet): when the sheet's finishes, Settings' reload swaps its device-code view for the signed-in state while its poll keeps running; approving that first code later would store that session instead. Needs a person to start two sign-ins and approve both.
The same pair in the other order: Settings' sign-in finishing first replaces the sheet's box with the signed-in row and ends the sheet's pending sign-in. The browser is signed in either way.
The sheet tells Settings once per open: if the session is revoked while Settings reloads and the person signs in again in the same still-open sheet, Settings learns of it on the next open.
Until a tab is picked the default follows what loads: if the account's state arrives after the sheet opened (Settings normally has it before Add a connection is clicked), an untouched sheet moves to the relay's tab.
