ci(macos): run macOS jobs on a self-hosted Mac runner while it is free (needs owner OK) - #2835
GitHub-hosted macOS runners have been starved (macOS jobs queued or cancelled for hours). This adds the maintainer's test MacBook Air as one self-hosted macOS runner and routes the macOS jobs to it while it is online and free, with macos-15 as the fallback, following the hybrid route of #2723.
Runner (already set up, outside this diff):eamac-ovis-mac, labels self-hosted, macOS, ARM64, self-hosted-ovis-mac, a plain GitHub Actions runner in ~/actions-runner-ovis running as a launchd LaunchAgent of the Mac's existing user. One runner = one job at a time. A minimal rustup lives in the runner's own tools/ for the PTY host build. No job signs anything and no keychain is touched.
scripts/ci-mac-runner-route.sh prints macos=<json>. Only a same-repository pull request or a push to main may go to the Mac; forks, tags, dispatches and release runs stay on macos-15 without querying the API. The workflow token cannot list runners, so "online" comes from a heartbeat: scripts/self-hosted-runner/mac-heartbeat.sh, run every minute by a systemd user timer on the maintainer PC with its admin gh, writes the repository variable CI_MAC_RUNNER_SEEN (epoch seconds) while GitHub lists the runner online. The route sends a job to the Mac only while that value is under five minutes old, so a job is not sent to a Mac that is already offline. Then, from the Actions API, a job that has waited over 10 minutes for self-hosted-ovis-mac (stuck) or two unfinished jobs there (busy) keep it hosted, as does an API failure. CI_MAC_SELF_HOSTED_LABELS='"macos-15"' keeps every macOS job hosted.
remote-bundles.yml: a small route job (with actions: read) feeds the macos-15 matrix entry; the Linux and Intel entries are unchanged.
setup-ci: the prepared-image steps (tool verification, host Bun cache seed) are Linux-only; the Mac runner gets Bun/Node from setup-bun/setup-node like a hosted runner.
job-started.sh: the fork guard now finds Runner.Worker with ps when there is no /proc, so the Mac runner refuses fork code the same way.
scripts/self-hosted-runner/mac-setup.sh sets the Mac runner up (checksum-verified runner, private rustup) and installs the hook and its .env before it registers or starts the runner, so it never takes a job without the guard. On macOS a refusal goes to the system log (logger), since there is no /proc/1/fd/2.
Docs: docs/development.md and scripts/self-hosted-runner/README.md ("Mac runner": setup, stop, removal).
Validation
bun test scripts/ci-mac-runner-route.test.ts scripts/ci-setup.test.ts: 28 pass; scripts/self-hosted-runner.test.ts: pass. The route test covers idle, busy and stuck runners, a missing, stale or future heartbeat, finished and other-label jobs, case-insensitive labels, API failure, forks/tags/dispatch never calling the API, the rollback variable and bad limits.
Fork guard on macOS (eamac, bash 3.2, a compiled Runner.Worker parent): same-repo job allowed and the next step ran; fork event and broken JSON killed the worker (exit 137) with the ::error:: refusal.
Runner online in gh api repos/devswha/ovis/actions/runners; heartbeat timer wrote CI_MAC_RUNNER_SEEN within a second of date +%s.
mac-setup.sh rerun on eamac from a fresh /tmp copy: hook updated, .env in place, runner back online.
First head of this PR (b05eb1b): Native macOS session identity passed on eamac-ovis-mac, and bundle (macos-15, darwin-universal) passed on eamac-ovis-mac in 1m48s (run 41947555114).
bun run check fast: pass (workflow syntax, generated types/themes, typecheck, build, unit tests 11304 pass / 0 fail, actionlint). full not run.
This PR's own CI run: see the comment below for where the macOS jobs ran.
Known limit
If the Mac drops off within the five minutes after its last heartbeat, a job sent there in that window waits until it is cancelled or the Mac returns; later runs go hosted. Set CI_MAC_SELF_HOSTED_LABELS='"macos-15"' before taking the Mac offline on purpose. Native macOS session identity is not a required check, so such a job does not block a merge. If the maintainer PC's heartbeat stops, every macOS job goes hosted, which is the old behaviour.
Codex (gpt-6.1-terra, xhigh) on b05eb1b: HIGH documented setup started an unguarded runner -> fixed with mac-setup.sh; HIGH an offline Mac strands the first job -> fixed with the heartbeat (the window above remains); LOW no /proc refusal log on macOS -> fixed with logger.
owner-approved (delegated): the workflow change routes macOS jobs to the maintainer's self-hosted Mac runner, with macos-15 as fallback. The lead confirms with the owner before merge.
Eligible macOS CI runs can use the maintainer’s runner when it is available; other runs use GitHub-hosted macOS runners.
CI setup now uses prepared tools and Bun cache seeding only on self-hosted Linux runners. Bun and optional Node setup run on hosted and self-hosted non-Linux runners.
Documentation
Updated runner guidance with macOS routing rules, fallback conditions, and setup details.
The CI workflows now route eligible macOS jobs to a self-hosted runner when available and use macos-15 otherwise. Runner setup and process handling also support macOS.

Summary
Runner selection and validation scripts/ci-mac-runner-route.sh, scripts/ci-mac-runner-route.test.ts
The script selects a runner based on event, configuration, and queued or in-progress Mac jobs. Tests cover eligibility, job limits, stale jobs, API failures, and invalid inputs.
Workflow integration and setup conditions .github/workflows/ci.yml, .github/workflows/remote-bundles.yml, .github/actions/setup-ci/action.yml, scripts/ci-setup.test.ts
The workflows use the routed runner for macOS jobs. Prepared-tool verification and Bun cache seeding now apply only to self-hosted Linux; Bun and optional Node setup also run on non-Linux self-hosted runners.
devswha/ovis#1743: Adds the runner trust boundary and Runner.Worker fork guard that this change extends to macOS.
devswha/ovis#1859: Adds the macOS bundle matrix entry that this change routes to a hosted or self-hosted runner.
devswha/ovis#2723: Routes Linux jobs based on self-hosted runner availability; this change adds separate macOS routing.

Merge Risk: Moderate · up to b05eb
Restore the security hook in the Mac setup instructions before merging. Routing also needs an explicit decision on the accepted offline-runner limitation: a selected job can remain queued until the Mac returns or someone cancels it.

Explanation
The description follows the template's two sections, Change and Validation. The Change section explains the problem (GitHub-hosted macOS runners starved), the new routing to a self-hosted Mac with macos-15 fallback, the fork and tag exclusions, the heartbeat design, and the known limit. The Validation section lists the Bun tests, the fork-guard check on macOS, the runner status check, the setup rerun, and bun run check fast with its results, and notes that full was not run. The template asks for a link to the issue where a maintainer agreed to the feature. The description cites #2723 and the PR objectives mention owner approval, but it does not link a maintainer-agreed issue. The template's HTML comment about changelog.d/ is not addressed, and the description does not say whether a changelog entry was added.

Explanation
The title names the main change: macOS CI jobs run on a self-hosted Mac runner while it is free, with the hosted macOS runner as fallback. The raw summary and PR objectives both describe routing macOS jobs to the maintainer's Mac with macos-15 fallback, so the title matches the changeset. The '(needs owner OK)' suffix signals an approval dependency rather than a code change, which is acceptable but adds noise.

The fake gh returns one file per request, and every fixture holds one JSON document. mac_jobs parses paginated output with jq -s, which accepts several concatenated documents, so the suite never exercises a later page. A change that reads only the first document still passes every test.
Append a second JSON document to a jobs-<id>.json fixture. Put a busy or stale Mac job on that page. For example, pair an in-progress Mac job on page one with a queued Mac job on page two. The expected result is macos-15. Without the second page, the count stays below the limit, so the test fails if later pages are dropped. Apply the same pattern to the in_progress or queued run lists if run pagination should also be covered.

The Mac route tests do not verify that later paginated job documents are
included. Update the relevant `jobs-<id>.json` fixture used with `mac_jobs` to
contain a second concatenated JSON document with a busy or stale Mac job, and
assert the route selects `macos-15` when that second page is needed to reach the
limit. Keep the fixture consistent with the fake `gh` output format.
The loop at scripts/ci-setup.test.ts:214-216 checks only that each if contains runner.environment != 'self-hosted'. The current conditions also contain that text, and so does the earlier form without || runner.os != 'Linux'. A change to that earlier form passes this check. On a self-hosted macOS runner, it skips setup-bun, and it skips setup-node when Node is requested. Exact assertions reject that change.

We couldn't verify this from the code. It is shown for review, not as a verified issue.
Staleness is measured from job created_at, which may include time waiting for dependencies rather than time waiting for the Mac. This can classify an online runner as offline immediately after a dependent job becomes runnable.
Other eligible jobs unnecessarily route to hosted macOS and the offline diagnostic misidentifies the cause.
This can occur when: A workflow spends more than ten minutes waiting for its routing or prerequisite job, then exposes a newly runnable Mac job whose created_at predates that wait.

Reserve Mac capacity atomically, or document the limit as best-effort.
The capacity check reads a snapshot at scripts/ci-mac-runner-route.sh:76-80 and emits the label without reserving it. Two routing decisions that overlap can both see one unfinished Mac job and both select self-hosted-ovis-mac. The third job then queues behind the single-job runner, which exceeds the MAC_MAX_JOBS limit described in the script header.
Why a route-only concurrency group is not enough
Serializing the changes job does not cover the gap. macos-session runs only after changes completes, so the selected job may not appear in the Actions API when the next decision reads.

Kill Runner.Worker on the macOS refusal path even when the ps lookup fails.
On macOS, a failed ps -o ppid= lookup breaks the ancestor loop before the Runner.Worker check. A failed ps -o comm= lookup leaves name empty, so the kill does not run. The handler then exits 1 with the worker still running. The README security model says the refusal kills Runner.Worker. On runner versions where a failing hook does not stop if: always() and if: failure() steps, as the README describes for v2.338, those steps can run for a refused fork job on the persistent Mac runner. The Linux /proc branch has the same break-without-kill structure. No test covers the macOS lookup-failure path.
A failed lookup needs the correction to end the worker without relying only on the name match, and without signaling an unrelated ancestor such as the runner listener. Add a macOS test for the lookup-failure path.

Codex (gpt-6.1-terra, xhigh) re-review: both earlier HIGHs addressed (guarded mac-setup.sh; heartbeat-gated route). Left open, no further fix round:
HIGH (residual, already the PR's Known limit): a job routed within five minutes of the Mac's last heartbeat can still wait if the Mac drops off in that window. Closing it fully needs a watchdog that cancels and reruns the job on macos-15. Bounded: the macOS jobs are not required checks, and CI_MAC_SELF_HOSTED_LABELS='"macos-15"' turns the Mac off for every job. Possible follow-up: lower MAC_SEEN_SECONDS to about 150 (heartbeat is every minute) or add the watchdog.
MEDIUM: mac-setup.sh does not check that jq is on the hook's PATH. Fails closed (the guard refuses every job), not open. /usr/bin/jq ships with current macOS and is on eamac.
