ci: keep one running and one waiting main run, as oh-my-openagent does - #1667
Conversation
#1589 gave every push to main a concurrency group of its own commit, so each merge's main run finished and a red main named its merge. It counted the cost as none because Linux jobs ran on GitHub-hosted runners then. The self-hosted runners are back (CI_SELF_HOSTED_LABELS), and nine merges in one afternoon queued nine full main runs that took the PC's runners and its three check slots from open pull requests; Pages also refused each run main had already moved past. main's runs now share one group, as in oh-my-openagent's ci.yml: the running one finishes, GitHub keeps only the newest waiting one, and that run covers the merges in between. A run of main that fails still names the merges since the last green one. Pull requests still cancel superseded runs; Release and Pages call ci.yml through workflow_dispatch, whose ref group is unchanged. scripts/ci-concurrency.test.ts pins the new values.

A manual CI run on main shared the push group and could replace a waiting push run; Pages deploys only a successful push run, so that commit would not deploy. workflow_dispatch runs, including Release's and Pages' calls, now append -manual to the group.
…nning one Review of this PR: the comment and test name said a push run of main is never cancelled, but a newer push cancels the waiting one, and Pages relies on that cancelled result to skip building. docs/development.md still said main's CI validates each push; it now describes the shared group and that re-running an older main run cancels the newer waiting one.

.github/workflows/ci.ymlnow groups pushes to main the way oh-my-openagent'sci.ymldoes:validation-${{ github.workflow }}-${{ github.ref }});cancel-in-progressis stillgithub.event_name == 'pull_request'.So a push run of main is never cancelled. The running one finishes, and GitHub keeps only the newest waiting one, which covers the merges in between.
scripts/ci-concurrency.test.tspins the new values.Why
#1589 grouped each push to main by its own commit, so every merge's main run finished and a red main named its merge. It counted the cost as none because Linux jobs ran on GitHub-hosted runners then.
Since 2026-10-22 the self-hosted runners are back on (
CI_SELF_HOSTED_LABELS), and that cost now lands on the PC:Trade-off
In a burst of merges, a merge whose run was still waiting gets no run of its own. The newest run covers it, so a red main names the merges since the last green run rather than one merge. Merges spaced further apart than one CI run each still get their own run.

bun run check fastpasses (actionlint, andscripts/ci-concurrency.test.tswith the new values).pages.ymlandrelease.yml.pages.ymlis the only workflow that waits on CI, and it deploys only a successful run of main.CI only; no changelog fragment.
