Workspace list shows only one entry at a time despite available sidebar space #3267

What happened

In Ovis 0.5.0, the workspace list in the sidebar appears to be restricted to the height of a single entry, even though there is a large empty area below it.

I have 9 workspaces, confirmed by herdr workspace list. All of them are still present and accessible by scrolling within the small workspace list area, but only one workspace is visible at a time.

Steps to reproduce:

1. Open Ovis with multiple existing workspaces.
2. Look at the workspace list at the top of the sidebar.
3. Observe that only one workspace is visible, with a scrollbar beside it.
4. Scroll within that area to reveal the other workspaces.

Expected behavior:
The workspace list should use the available vertical space in the sidebar, displaying multiple workspaces before scrolling becomes necessary.

Actual behavior:
The workspace list shows only one entry at a time and requires scrolling to access the others, while a large area between the workspace list and the Agents section remains empty.

• Server and client OS: macOS 27.3 (build 26C5035r)
• Hardware: Apple M4 Pro, arm64
• Browser: Safari 27.3 (22626.1.12.11.4)
• Installation: herdr plugin
• Connection: same Mac, localhost port 7317
• Authentication: local access, no sign-in required
• Bun: 1.4.3
