New CSS component: Callout #19

There should be a possibility to provide embedded messages for users.
Describe the component you'd like for that problem
- Introducing a new class
.callout - Having a default callout in neutral colors
- Having additional callouts in possitive/negative colors
- Having an attribute to define a callout symbol (e.g.
!)
Additional context
A similar component could be a notification box (aka toast message). The difference to this proposal is, that a Callout would be static and always visible within its context.
