New UTs. ## Does this PR introduce _any_ user-facing changes? No.

Which Delta project/connector is this regarding?
Description
This PR adds two new internal LogSegment APIs that will help us create updated LogSegments after a transaction.
This is PR 1 as part of the post-commit-snapshot effort.
