What Changed

Right-panel tabs (terminal, files, diff, browser, agents, etc.) can now be reordered by dragging them within the tab strip, using @dnd-kit. Added a moveSurface action to rightPanelStore to persist the new order, and wired it through ChatView into RightPanelTabs. Also reordered the "Browser" surface action to appear after "Diff" in the add-surface menu.

Why

Tab order in the right panel was previously fixed by open order, with no way to rearrange surfaces once opened. Drag-to-reorder lets users organize tabs to match their workflow, matching the affordance most tab strips provide.

UI Changes

Tabs in the right panel can be dragged horizontally to reorder them. A distance-based activation constraint keeps ordinary clicks working for activating/closing tabs.
