Replace wiki with docs.comma.ai

The community wiki has lots of great info, but it's sparse and filled with lots of low quality content.

• "how to make your first PR"
• "how to give feedback": driving feedback, bug reports, etc.
• "how to analyze openpilot logs": covers PlotJuggler, replay, LogReader, etc.
• car docs
• hardware docs, will be in a new repo

Anything else that should be ported over before disabling the wiki?
