Why

The issue world (#43, PR #232) found on its first seeds that kernel/issue.py read a merge of a linked pull request in the present life as done whatever State the issue was in: the queue merged the Factory's pull request after a person had held the issue (seed 20) or closed it (seed 22), and a person merged their own after an outsider had reopened it (seed 99), while the issue Lifecycle lets only a person out of held and nothing out of declined. The Maintainer ruled on #227 (2026-10-20): the Controller dequeues the Factory's pull request on a person's hold or close, so no merge lands while an issue is held or declined; the Lifecycle and tools/check_lifecycle.py stay as they are; a merged fact read in those States is a Hold whose reason names the contradiction, so a person sees it.

The rule

Two facts more, since the old ones could not hold the ruling: closed_first_at, when the issue's present life was first closed, from its timeline (null while the life has not been closed; a time no earlier than the life began while it is closed; while it is open, a time only where anyone but a writer reopened it last, which undid that close, no later than the reopening); and reopened_last_at, when it was last reopened by anyone, null if never, a writer's at the start of the life it began and anyone else's no earlier. Each is read whole or the issue defers (state_unreadable, life_unreadable; two counter-examples the schema refuses). With them, derive's row 1 places each stop by time against the first merge in the present life:

A merge in the present life… State Reason Outcome
after a close in this life, by anyone who may close the issue: closed_first_at before the merge's second (seed 22). The merge's own close comes no earlier than the merge, so a close in its second or after is the merge's; a writer's reopening begins a life with no close, so a close it ended is that earlier life's; the first close of the life is read, so no later reopening or close by anyone, an outsider's or the person's own, moves it declined merged_while_declined nothing, needs_you
after, or in the second of, a reopening by anyone but a person with write access, which begins no life (I-41) (seed 99; a tie stops work) declined merged_while_declined nothing, needs_you
while a Hold stood, whoever placed it, or hands-off placed by anyone but a person, on the issue or on a draft linked and open then, as the control labels stood at the merge (seed 20), and no person's hands-off stood then; and no person has released it since. Placed later, a label does not touch what the merge did; released by a person since, it was answered, and placed again after that it is a Hold of its own; an App's removal, a draft closed since, and a person's hands-off placed later release nothing held merged_while_held hold, needs_you
anything else: open and unheld; a Hold placed after the first merge, or between two; a Hold a person released since, placed again or not; an outsider's reopening after the merge; a writer's reopening; a person's hands-off that stood at the merge, with a Hold beside it or not, lifted since or not; the Consumer entry leaving it out done merged as before

Each stop is read against the first merge in the life. The State a person put the issue in stays, so no reading moves an issue out of declined or held, nor out of done; the Lifecycle is not touched. One thing the facts cannot tell: an outside author's close of their own issue before the merge reads as a person's, a one-shot raise in attention, noted on the record row. A person's hands-off is left done on purpose: the pull-request Kernel leaves a queued item to merge under hands-off, so there was nothing the Controller should have prevented. The helpers as_of, drafts_at, released_since, stopped_before and a_persons_hands_off hold the conditions once, and rows 3 and 4 share a_persons_hands_off and held_by. One gap the facts leave on this path: a draft marked ready after the merge is read by its flag as it is now, since the facts carry no time for that change. Both reasons are in NEEDS_YOU_REASONS and have feed rows that offer only the act in GitHub that answers them, ending the Hold or reopening the issue (reopen joins the feed's choices), since a close would not move the State the person put the issue in; the feed's own rule in tests/test_tools.py says so.

  • Boundary tests, written first: tests/test_issue.py::test_a_merge_read_while_a_person_closed_or_held_the_issue_is_never_done (each stop, both sides, the combinations the reviews asked for) and test_a_close_or_a_reopening_without_its_time_cannot_be_read; test_a_merge_in_this_life_is_done_whatever_else_holds keeps the cases that stay done, and the situations table times its outsider's reopening after the merge.
  • Mutants, each naming its test and killed by hand on a scratch copy: twenty-seven on the rule, the Hold path and the two facts' readers (each guard removed, each tie flipped, each time ignored, the last merge read for the first, the hands-off exemption untimed or read as it stands now, each reader's rule dropped, each reason taken out of NEEDS_YOU_REASONS), and seven re-pointed whose lines moved. The capped filtered run cannot take kernel/issue.py (over 40 mutants), so CI's shards are the word.
  • The issue world carries both facts (sim/issues.py: the first close of the life, reset by a writer's reopening and kept by an outsider's; one grounding row, unverified: an_issues_close_and_reopening_say_when, P-33 and P-34 ask it); it still makes no merge while held or declined, as Simulator: the issue world names the ruling on a merge under a hold or a close (#227) #238 says.
  • Rows: decision 0028 (the Kernel's reading, and the two facts) and decision 0003 (the Controller's duty, waiting on controller/); the design's §3.3 issue facts gain their row, §4.1's row 1 names the exception, and the §4.5 passage Simulator: the issue world names the ruling on a merge under a hold or a close (#227) #238 wrote now says the Kernel holds it instead of "not built yet". Main is merged in.

Reviewers

Six rounds, not one: the first head, 0a910cf, read the ruling with the facts the issue had, and every reviewer found the same three holes (GitHub's own close of a merged issue read as a person's; a Hold placed after a merge left done; seed 99 read done), which no reading of those facts could close. Each round since answered what the reviewers found, and each head was read again. On the final heads, c19ab4c (the Kernel) and a2b62b5 (the feed rows, two cases and two mutants, no Kernel code):

  • Fresh-context Claude review (every head): on 3d8fd79, no defect beyond a same-second tie on a draft's close, fixed in c19ab4c with its case and mutant; 364 tests, the explorer, the 40-seed issue world, every chronology GitHub gives read as the ruling and the Lifecycle require, and all 29 named mutants applied by hand and killed. Its earlier findings, each fixed in turn: the ordinary merge path and a late Hold (after 0a910cf), a stranger's reopening erasing a person's close (after 1819ff2), the same-second tie of a writer's reopening (after c5b07b4).
  • Security pass (Claude subagent, every head): holds; 119 cases on both kernels, no Decision admits or acts where main did not, nothing raises, no text reaches a Decision, 24 mutants killed by hand. Two lows the facts cannot close, both named on the record or here: an outside author's close of their own issue before the merge reads as a person's, once; and an outsider with an admitted draft and label rights can flip its draft flag to raise and quiet merged_while_held until a person releases the Hold, since the facts carry no time for that flag (P-33's timeline event would give one). Its one earlier low, a person's hands-off lifted since the merge, was fixed in c5b07b4.
  • AGY (Argon out of credits; Gemini 3.8 Flash High, the prompt wrapped in a no-tool framing, since the plain script produced no output on this diff three runs in four): approved 3d8fd79 with no findings, and c19ab4c is in a comment below; its earlier major (the same-second tie of a writer's reopening) and minor (a missing mutant) were fixed in e25cf05.
  • Muse Wonder Full: per the Maintainer's gate note of 2026-10-20, Muse reads a Kernel PR on its first head. It read 0a910cf (the same three holes), c5b07b4 (the blocker that made the fact the first close of the life: a person's reclose had turned merged_while_declined into done), e25cf05 (a Hold on a draft closed since the merge dropped, an App's re-placement read as placed after the merge, a stray label's missing time raising; the design's "latest close" sentence) and 3d8fd79 (the feed's close choice answering neither new reason; two merge-second boundaries without a mutant), each fixed in the round after, the last in a2b62b5.

Verify

make verify on a fresh git archive export with PATH=/usr/bin:/bin SIM_SEEDS=40: passes on the final head, a2b62b5 (in a comment below), and on each Kernel head before it; one export of 3d8fd79 under five parallel reads failed only tests.test_hooks.Identity.test_the_spellings_that_ran_long_are_read_in_linear_time, a wall-clock bound outside this diff that fails the same way on main under that load. No full python3 -m tools.mutants locally, by the standing rule; the capped filtered run cannot take kernel/issue.py, so every mutant on the rule and its readers was applied by hand on a scratch copy against its named test and killed, and CI's shards are the word.

Follow-on, not built here: the issue world may make a merge under a Hold on a fault seed and check the Kernel's reading (#237's last box).

…t done (#237)

The Maintainer's ruling on #227: the Controller dequeues the Factory's pull
request on a person's hold or close, so no merge lands while an issue is held
or declined, and the Lifecycle stays as it is. A merged fact the Kernel reads
while the issue is closed, or held by a Hold or by hands-off a person did not
place, is the platform doing what the Controller should have prevented: the
State stays, and the reason names the contradiction, merged_while_declined or
merged_while_held, which needs a person. A person's hands-off and an outsider's
reopening of a done issue leave the merge done. One boundary test, written
first; five mutants and two re-pointed, each killed by hand; feed rows with a
new choice, reopen; a row on 0028 and one on 0003; the design's open point in
section 4.5 ruled.

…outsider's reopening and a Hold, from two facts more

All four reviews found the same three things on 0a910cf: the facts could not
tell a person's close from the close a merge itself makes, so every ordinary
merge read declined; a Hold placed after a merge took a done issue to held;
and the merge after an outsider's reopening (seed 99) was read done. The
issue's facts now carry closed_at, null while open, and reopened_last_at,
null if never, each read whole or the issue defers (state_unreadable,
life_unreadable). Row 1 reads each stop against the first merge in the life:
a close before the merge's second is a person's, since the merge's own close
comes no earlier; a reopening by anyone but a writer, or a Hold, in that
second or before stops work and wins; a Hold placed later changes nothing.
The issue world carries both facts; the situations table times its outsider's
reopening after the merge; a Hold beside a person's hands-off stays done, as
the pull request's Kernel leaves a queued item to merge under hands-off.
Twelve mutants on the rule and its reading, each killed by hand; two
counter-examples; the design's facts and section 4.5; the rows retitled so
the context check reads them.

…, and a person's hands-off excuses a Hold only if it stood at the merge

The Claude reviewer's one finding on 1819ff2: GitHub nulls an issue's
closed_at on any reopening, so a stranger's reopening after a merge that
had landed on a person's close erased the close, and merged_while_declined
read done, an exit from declined at a stranger's click. The fact is now
closed_last_at, the latest close from the timeline, kept across a reopening:
a time while closed; while open, null if never closed, or the close the last
reopening undid, no later than it. A close counts against a merge only in
this life, so a close a writer's reopening ended does not. The security
pass's low, that an outside author's own close reads as a person's, is noted
on the record row. Muse's one major on the same head: a person's hands-off
placed after the merge excused a Hold that stood when it landed; the
exemption is now placed by time too, and the first merge in the life, not
the last, is held by a case and a mutant. The design's row 1 and the
passage #238 left say the Kernel now holds it, as does the world's comment.
Four mutants more, each killed by hand.

… the present life, which no later click moves; a person's hands-off is read as it stood at the merge

Muse on c5b07b4: with the latest close read, a person's own reclose after an
outsider's reopening dated the close after the merge, and merged_while_declined
read done, an exit from declined. AGY and the Claude reviewer: a close a
writer's reopening undid in the same second read as this life's. The fact is
now closed_first_at, the first close of the present life from the timeline:
null while the life has not been closed; a time no earlier than the life
began while the issue is closed; while open, a time only where anyone but a
writer reopened it last, no later than that reopening, which the life reader
checks. No later close or reopening by anyone moves it, and a writer's
reopening begins a life with none. The security pass's low: a person's
hands-off that stood at the merge and was lifted since excused nothing; the
exemption now reads the labels as they stood at the merge. AGY's minor: an
outsider's reopening before its life has its mutant. The record notes what
the facts cannot tell: an outside author's close of their own issue.

Review in Change Stack →

📝 Walkthrough

The change adds issue close and reopening timestamps, validates lifecycle history, and classifies merges that conflict with declined or held states. It adds decision choices for those outcomes and updates fixtures, tests, simulator behavior, and documentation.

Changes: Issue lifecycle merge handling

Layer / File(s) Summary
Close and reopening facts
schemas/issue-facts.schema.json, sim/issues.py, sim/grounding.py, tests/test_transitions.py, tests/test_issue.py, examples/issue-facts.json, examples/pass.json, examples/invalid/issue-facts.*.json, examples/invalid/pass.*.json, docs/architecture/software-factory-design.md
Issue facts now include the first close and latest reopening timestamps. The simulator records these times, and fixtures and lifecycle tests include the new fields.
Kernel merge classification
kernel/issue.py, tests/test_issue.py, tools/mutants.py
The Kernel validates close and reopening history and evaluates holds and hands-off labels at merge time. It reports contradictory merges as merged_while_declined or merged_while_held; tests cover classification and invalid timestamps.
Decision choices and boundary records
config/feed.json, schemas/feed.schema.json, examples/invalid/feed.*.json, tests/test_tools.py, docs/decisions/*, docs/architecture/software-factory-design.md, sim/issues.py
The feed offers reopen for merged_while_declined and end_hold for merged_while_held. Decision records and design documentation describe the outcomes and related lifecycle boundaries.

Full details: Linked Issues check

Explanation

Issue #237 is active and has coding requirements. The PR adds merged_while_held and merged_while_declined, preserves held and declined, and adds time-aware Hold, hands-off, close, reopening, and linked-draft handling in kernel/issue.py. It adds the required feed choices, schema and fact support, boundary tests, mutant coverage, record and design updates, and keeps the issue world from merging while held or declined. The feed entries provide end_hold and reopen, and the tests exclude close where it cannot change the state.

Full details: Out of Scope Changes check

Explanation

The changed files support issue #237. Kernel code, schemas, fixtures, simulator facts, feed configuration, tests, mutants, records, and design documentation implement or verify the merge interpretation and its required timeline facts. No unrelated change is demonstrated. The reported follow-up to generate fault-seed merges is explicitly not required and is not treated as a missing objective.

f5b2567 merges main again: #241 landed the P-33 and P-34 fixtures beside the grounding row this PR adds, the one conflict. P-34's fixture shows each close and reopening on the timeline with its time, so the new rule an_issues_close_and_reopening_say_when is now grounded on trials/P-34.json rather than unverified; its text keeps to what that fixture shows (the merge's own close coming no earlier than the merge stays the schema's word on the fact). No Kernel code changed since e25cf05, the head the reviews read. The export make verify of this head follows.

…linked then, and only a person's release ends it

Muse on e25cf05: a Hold on a linked draft that closed after the merge was
dropped, since only drafts open now were read; a Hold an App placed before
the merge, took off after it and a person put back read as placed after,
since the standing placement's time was read; and a label the Kernel does
not read, which carries no time, raised at the merge guard. The stop is now
read from the control labels as they stood at the merge, on the issue and on
the drafts open and linked then, and stands still unless a person released
it: a draft closed since releases nothing. A person's hands-off in the
merge's own second stood at it, with its case and its mutant. The design's
passage says the first close of the life, not the latest.

…merge

The Claude reviewer on 3d8fd79: a Hold on a draft closed in the merge's own
second did not hold the merge, against the rule that a tie goes to the reading
that stops work. Its case and its mutant.

…the merge's second is held on both boundaries

Muse on 3d8fd79: the close choice offered for merged_while_held and
merged_while_declined could not end either reading, since a close would
not move the State the person put the issue in; a choice is something a
person does in GitHub, so each row now offers the one act that answers it,
ending the Hold or reopening the issue, and the feed's own rule says why. Its
two minors: a person's removal of a Hold in the merge's second, and a draft
opened in that second, each now has its case and its mutant.

Three rounds since the PR opened at e25cf05, each read again before it was pushed:

  • 3d8fd79, from Muse's read of e25cf05: a stop at the merge is read from the control labels as they stood then (as_of, so a stray label's missing time raises nothing), on the issue and on the drafts linked and open then (drafts_at), and counts unless a person released it since (released_since); an App's removal and a draft closed since release nothing, and a Hold a person released and placed again later is a Hold of its own (the explorer found done → held otherwise). AGY approved it; the Claude review found one same-second tie on a draft's close; the security pass holds, with a low the facts cannot close (a draft marked ready since the merge is read by its flag as it is now).
  • c19ab4c: that tie, one character with its case and mutant.
  • a2b62b5, from Muse's read of 3d8fd79: the feed's close choice answered neither new reason, since a close does not move the State the person put the issue in; each row now offers only the act that undoes the stop (end_hold, reopen), and the feed's own rule in tests/test_tools.py says why; two merge-second boundaries (a person's removal of a Hold, a draft opened then) gained their cases and mutants. AGY read the two commits since 3d8fd79 and approved.

Mutants on the rule, the Hold path and the two readers: 30 on kernel/issue.py, each applied by hand on a scratch copy and killed by its named test. make verify on a fresh git archive export of a2b62b5 with PATH=/usr/bin:/bin SIM_SEEDS=40: every check ok and 800 of 801 tests pass; the one failure is tests.test_hooks.Identity.test_the_spellings_that_ran_long_are_read_in_linear_time, a wall-clock bound (5.7 s against 5) outside this diff on a machine at load, which the security pass saw fail the same way on main under that load; a run on a quiet machine follows.

… carry it

The merge queue found it: #248 landed the explorer's move "a person closes
the issue", which set the state and nothing more, so with the first close of
the life among the facts the Kernel read the close as unreadable and no
transition to declined was reached, on the merge group alone. The move now
gives the close its time.

The merge queue ejected a2b62b5 three times: twice as other pull requests merged ahead, and once because the merge group, this branch on #248's main, failed tests.test_transitions.AnyLifecycle.test_an_issue_explored_is_held_to_the_issue_lifecycle and the issue world's invariants, which each side passed alone. #248 landed the explorer's move "a person closes the issue", which set the state and nothing more; with the first close of the life among the facts, the Kernel read that close as unreadable and no transition to declined was reached. 61e9d5e merges main (c07a0ea, no conflict) and gives the move its time; no Kernel code changed since c19ab4c, the head AGY approved. When a Hold stands at merge time, the Kernel reads the merge as merged_while_held, including a person's merge. The issue remains held until a person releases the Hold.

The settle() concern is not actionable. The resting-state assertion already accepts held.

Update the stale comment in the merge-handling logic to state that the Kernel
reads merges during a standing Hold as merged_while_held, including a person's
merge, and that the issue remains held until a person releases the Hold.
Preserve the existing declined, closed, and outsider-reopen explanation; do not
modify settle() or resting-state behavior.
