Closes #41.

The first story in the issue-side lane of the Kernel. An issue's State is now derived from its facts, in a module of its own, kernel/issue.py. It doesn't edit decide.py, derive.py, terms.py or gate.py, and imports only five helpers from them. The rulings are on #41.

What changes

  • kernel/issue.py: derive(facts, runs, config) gives an issue's State, reason and evidence. Labels are read as events, as on a pull request: only a person's label counts, or the declared App's, and factory:admit never counts for an App. A person's Hold and hands-off are reused.
  • Its own schema: schemas/issue-facts.schema.json, with an example and six counter-examples.
  • Configuration: config/defaults.json gains an issues block, required by the config schema. Its defaults are null, so no issue is served until the Maintainer turns issues on.
  • Unreadable or short facts defer: state_unreadable, label_unreadable, type_unreadable, issues_unreadable and linked_unreadable.
  • Readiness: a factory:ready counts only if the latest completed judge-readiness Run that started no later than the label judged the current content.
    • A Run still running doesn't count, and neither does a Run of another Intent.
    • Working ruling: an expired Run record doesn't count either, so the issue stays in triage (fail closed).
  • "Work began" needs a person's admission at some point, plus a linked pull request or a triage or ready label added in this life by a person or the declared App. Otherwise an outsider's issue is not_accepted, not acceptance_lapsed.
  • Same-second label adds each count, whatever their order.
  • Intent codes: JUDGE_READINESS and OPENING (open-pull-request). Kernel: what is admitted on an issue, and when apply refuses #42 adopts them.
  • linked trusts a linked pull request's class and doesn't check it against the opener. The port must get class right, as for pull requests; decision 0028 says so.
  • Mutants: in their own list, ISSUE, before MUTANTS, so the two Kernel lanes never edit the same lines.
  • Decision 0028. Design §3.3 and the AGENTS pages in kernel/, lifecycle/ and tests/ are updated.

Test cases: the issue says 35; the seed script has 33. The two added are "a Factory ready whose Run record expired" and "a ready a person removed". "A Run that judged other content" is a boundary test of its own.

Verified:

  • tests/test_issue.py has 47+ tests.
  • make verify passes (581 tests) on a plain git archive export with PATH=/usr/bin:/bin. The record was renumbered there only, to close the gap until 0027 merges.
  • Each of the 84 mutants was killed by its own test, checked one at a time by hand. No local mutation run: CI's shards run the set.
  • check_decisions is clean.

Reviewed by: a fresh-context Claude review, a security pass, and AGY (Gemini 4 Argon) on 31c64cb. All their findings are fixed in 9533349:

  • readiness read from any Run, or from one still running;
  • an expired record counting on time alone;
  • began counting an App's or an earlier life's labels;
  • unreadable state, label_names or issues deriving a State;
  • missing boundary tests;
  • a same-second tie read by list order.

Order: merges after #153 (decision 0027).

📝 Walkthrough

The pull request adds issue-facts and configuration schemas, an issue State derivation module, and tests for its lifecycle rules and input boundaries. It also adds issue fixtures, mutation cases, and documentation for the facts, configuration, and derivation rules.

Changes: Issue State Derivation

Layer / File(s) Summary
Issue facts and configuration contract
schemas/issue-facts.schema.json, schemas/config.schema.json, config/defaults.json, examples/issue-facts.json, examples/invalid/config.*, examples/invalid/issue-facts.*, docs/decisions/0028-an-issues-state-is-derived-in-a-module-of-its-own.md, docs/architecture/software-factory-design.md
The schemas and defaults define the issue-facts shape and issue configuration. Examples provide one issue-facts record and invalid records. The decision document describes the derivation inputs and rules.
Issue State derivation
kernel/issue.py, kernel/AGENTS.md, lifecycle/AGENTS.md, docs/architecture/software-factory-design.md
kernel/issue.py validates facts and configuration, then derives an issue State using ordered lifecycle rules. The documentation identifies the module as the source of issue State codes and describes readiness-label handling.
Derivation boundary tests and mutations
tests/test_issue.py, tests/AGENTS.md, tools/mutants.py, docs/decisions/0028-an-issues-state-is-derived-in-a-module-of-its-own.md
The tests cover derivation outcomes, input validation, and boundary conditions. The mutation catalog adds issue-specific cases. The decision document maps derivation requirements to tests.

Merge Risk: ⚪ Minimal · up to 1c06c

This change adds a self-contained module that derives an issue's State, plus its schema, configuration, and tests. Issue serving is off by default. The only open note is a small suggestion to derive one label list from the shared list so the two cannot drift apart later; it causes no current failure. The change is ready to merge.

Explanation

The changes stay within issue #41. The implementation, issue-facts schema and fixtures, configuration schema and defaults, boundary tests, mutant catalog, decision record, design updates, and agent documentation all support the issue derivation story or its required verification. No unrelated change is shown in the reviewed scope.

Explanation

Docstring coverage is 33.70% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 92 functions across 3 files. (24 skipped: 24 unsupported.)

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.

Full details: Linked Issues check

Explanation

Issue #41 requires four coding outcomes. The PR adds the issue-facts schema, example, and invalid fixtures. kernel/issue.py provides derive(facts, runs, config). The function uses no clock or I/O, and tests/test_issue.py checks purity, immutability, determinism, and 35 boundary cases. The PR also adds an issue mutant catalog. The reviewed evidence does not independently establish that every mutant was killed. The PR description reports this result, but that report is not verification evidence.

Resolution

Provide reviewable mutation-test evidence that covers every issue mutant and shows that each mutant is killed.

Adversarial Code Review against config/rubric-pr-review.json

P1 Badge Major / High finding (PR-5): Renumber decision record to avoid numbering gap

  • Location: docs/decisions/0028-an-issues-state-is-derived-in-a-module-of-its-own.md
  • Rubric Criterion: PR-5 (Requirements, Major: "A rule that is new, or that has stopped waiting, names a test that would fail if the rule were broken").
  • Finding: The parent branch (origin/main) contains decisions only through 0026. Introducing 0028 leaves a numbering gap at 0027.
  • Impact: python3 -m tools.check_context fails with:
    • docs/decisions/0028-an-issues-state-is-derived-in-a-module-of-its-own.md: records are numbered from 0001 with no gap
    • docs/decisions/0028-an-issues-state-is-derived-in-a-module-of-its-own.md: the title must open with its number
This failure cascades into tests/test_tools.py::Verify.test_every_check_has_a_test_in_which_it_fails, causing make verify and all CI mutation shards to fail before breaking any mutant (the tests fail before anything is broken; a mutant cannot be told from that).
  • Remedy: Renumber this record to 0027 if landing ahead of PR #153, or rebase on origin/main once PR #153 merges to provide the contiguous 0027 record.

An issue's State is one pure function, derive(facts, runs, config) in
kernel/issue.py: the ten rows of design §4.1, with "accepted", "linked"
and "a label counts". It imports is_time, runs_on, in_progress and
standing_labels from kernel/derive.py and is_person from kernel/gate.py,
and edits neither, nor decide.py or terms.py (decision 0028).

- schemas/issue-facts.schema.json, an example and six counter-examples.
Control labels are label_events, as on a pull request; each linked pull
request carries its class and its own label events. §3.3 is corrected.
- config/defaults.json gains `issues`, every value null or empty: no issue
is served and only a person's label counts until the Maintainer turns
  issues on.
- A list read short, or a label event, linked pull request, life or
content that cannot be read, defers before row 1, a closed issue's too.
- tests/test_issue.py: the 35 situations, and each rule from both sides.
- 62 mutants in their own list, ISSUE, above MUTANTS.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…annot be read defers

The fix round from the review, the security pass and a second model's read.

- A factory:ready the Factory added counts only if the latest Run of the
readiness Intent, judge-readiness, that started no later than the label
completed for this content. Another Intent's Run, one still running, or
none, as once its record has expired, leaves the issue in triage.
- Acceptance lapses only on an issue a person once admitted, and work
began only with a linked pull request or a triage or ready label added
in this life by a person or the declared App.
- An issue's state, label names or type, and the configuration's issues
block, that cannot be read defer with a code of their own.
- Adds in one second are read the way that stops work, whatever their
  order.
- Boundary tests for a linked pull request numbered 1, a closing time that
is not a time, and a removal of hands-off at another second or of
  another label.
- The Intents the State reads are codes in kernel/issue.py, which the
issue's decision adopts. Decision 0028 says the port must get a pull
request's class right; the Kernel does not check it against the opener.

Each rule has its boundary test and its mutant: 84 in ISSUE, all killed.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…nk counts in its own life

From Codex's review of the issue's State.

- An issue's author is an actor, with its kind, as any actor in the facts.
Only a person who opened the issue accepts it by authorship: an App or
the machine user with write access does not. An author that cannot be
read defers, author_unreadable. Schema, example, a counter-example and
  design §3.3 follow.
- A content id has 4 to 64 digits, as the schema says, or it cannot be
  read: content_unreadable.
- A linked pull request that closed before the issue's present life is no
sign that work began in it.
- Design §4.1 now says what decision 0028 and the code do: once a readiness
Run's record has expired, a Factory ready no longer counts.

The decision record keeps its number, 0028: 0027 belongs to the record
that merges first.

Each rule has its boundary test and its mutant: 89 in ISSUE, all killed.

Adversarial Code Review against config/rubric-pr-review.json

  • PR-1 (Requirements, Major): PASS. Implements issue #41 ("Kernel: derive an issue's State from its facts") via pure derive(facts, runs, config) in kernel/issue.py strictly adhering to Design §4.1. Integrates Codex feedback ensuring only a human author accepts by authorship, content IDs adhere to schema length requirements, and linked pull requests are tracked per life cycle.
  • PR-2 (Security, Blocking): PASS. No side effects or file operations outside permitted bounds.
  • PR-3 (Functional, Major): PASS. Comprehensive test coverage across all 35 lifecycle situations in tests/test_issue.py, backed by 89 mutants in tools/mutants.py (ISSUE section).
  • PR-4 (Architecture, Blocking): PASS. Verified pure via tools.check_purity: zero I/O and zero clock reads under kernel/.
  • PR-5 (Requirements, Major): PASS. Decision 0028 is strictly contiguous following Decision 0027 (merged in #153). All boundary requirements link directly to explicit unit tests in tests/test_issue.py.

Verdict: PASS (Zero Critical, High, or Medium findings).
