Part of the epic "Epic: slice 0, foundations. The repo holds the line, its context is tested, and the platform facts are recorded". Part of #97: its third item, the main ruleset pinning each required check's App, is the Maintainer's in GitHub and stays with "The Factory repo's rulesets hold the Release tags and each required check's App" (#62).

"Kernel: a Lens is read only from the App that reports it" (#98) pinned each required Lens to its App. GitHub Actions is one App (15368) for every job in the repo, including one a pull request adds on its own branch with the same name.

The rule

  • facts.checks[].workflow is the workflow file of the run that made the check (the port reads it from the check suite's workflow run, verbatim, or null). Each entry of required_lenses.deterministic names its workflow: .github/workflows/verify.yml for verify, .github/workflows/ci.yml for Secret scan (gitleaks), null for CodeQL (App 57789, run by no workflow).
  • A check matches a Lens only by its name, App and workflow. One under a Lens's name from another workflow file, or with no workflow where the Lens names one, is check_unreadable, read before any Lens's failure; a queued item leaves the queue; it moves nothing (Kernel: when waiting becomes the Maintainer's to see #94).
  • The evidence is <lens>:from_workflow:<path> only when the path has the configuration's form (.github/workflows/<name>.yml|yaml, ASCII, at most limits.max_path_length), and …:from_workflow:unreadable otherwise, so no outside text reaches a Decision.
  • tools/check_workflows.py holds the configuration to the files: a Lens run by Actions names a workflow and no other does; the file exists and runs a job under the Lens's check name (its jobs.<id>.name, or its id), on pull_request and merge_group, with no matrix, job-level if: or uses:.

What the pin does not hold

The pin holds the workflow file's path, not its content or what it runs. A pull request from a branch of this repo, or a Dependabot security update (class dependency, no model review), can edit .github/workflows/verify.yml in place and still report from that path; verify runs the pull request's own Makefile, tools/ and tests/, and the secret scan reads its .gitleaks.toml. What holds .github/ today: no Factory App holds workflows (now checked by tools/check_apps.py), so GitHub refuses an App's push there; fork admission (I-36); apply for Roles, waiting on harness/; and the session hooks, locally. The main ruleset requires no review and pins only verify. The gap is "Kernel: a change to the Factory's own rules or a Lens's inputs needs a person" (#113).

Recorded, unverified

Trial P-35 asks whether a check run names the workflow that ran it, in what form, whether CodeQL's has none, and where a check run created through the API with checks: write lands. Trial P-36 asks whether an upload to code scanning under CodeQL's tool and category can replace its verdict; no Factory App holds security_events (checked), and the workflow lint now refuses a job-level security-events: write.

Decision

docs/decisions/0018-a-lens-is-read-from-its-own-app-and-workflow-and-only-what-gates-holds-a-merge.md replaces 0015, whose Status says so; decision 0005 changes a Check cell only.

Tests

test_a_check_from_another_workflow_is_unreadable_for_its_lens, test_a_check_from_another_workflow_takes_it_out_of_the_queue, test_only_a_check_from_its_lens_workflow_moves_an_item, test_a_workflow_path_is_shown_only_in_its_form; in tests/test_tools.py the Lens-to-workflow rules and test_no_app_may_change_a_workflow_or_upload_to_code_scanning. The simulator posts a passing check from .github/workflows/impostor.yml under a Lens's own App, and the seeds reach both from_app and from_workflow evidence. A corpus of 27,277 decisions recorded on main replays identically with the fields filled; 303 of 303 mutants killed.

Read by

A fresh-context review, a separate security pass (Claude) and AGY (Gemini 4 Argon), on the first commits; the last commit answers them. About 190 probes found no check from another App or workflow that lets an item converge, be approved or stay queued. make verify passes in a worktree and on a git archive export (477 tests). AGY (Gemini 4 Argon) read the final head, 6e94d04, and found no defects.

Summary by CodeRabbit

  • New Features
    • Required checks can now be tied to a specific workflow file. Checks from a different workflow, or without usable workflow information, are treated as unreadable and cannot satisfy the requirement.
    • Workflow validation now checks that configured workflows exist, run for pull requests and merge groups, and contain the expected check.
  • Bug Fixes
    • Workflows with permissions that could undermine check verification are rejected.

…ow file

GitHub Actions is one App, 15368, for every job in the repo, one a pull
request adds on its own branch among them. A Lens Actions runs is now pinned
to its workflow file as well as its App.

- The facts carry, for each check, `workflow`: the path of its check suite's
workflow run, or null for a check no workflow ran. The configuration names
each deterministic Lens's file: verify is .github/workflows/verify.yml, the
  secret scan .github/workflows/ci.yml, code-scanning null.
- A check under a Lens's check name from its own App and another file, or with
no file read, leaves the Lens unreadable as another App's check does
  (check_unreadable, evidence `<lens>:from_workflow:<path>`, the path
`unreadable` when none was read), on a queued item too, and moves nothing.
A Lens that names no file is read only from a check that names none.
- tools/check_workflows.py holds the configuration to the real files: each
file a Lens names exists and runs a job under its check name.
- The simulator's impostor fault posts a passing check from another workflow
file of the Lens's own App, beside the one from another App.
- Platform facts, unverified: the workflow file is readable (P-35), and an
upload to code scanning under CodeQL's tool and category cannot replace the
CodeQL verdict (P-36), in sim/grounding.py and design section 6.
- Decision 0017 replaces 0015 and adds the ruling. Pinning each required
check's App in the main ruleset stays the Maintainer's, with "The Factory
repo's rulesets hold the Release tags and each required check's App"
  (issue 62).

…workflow file

"Session hooks" (pull request 109) adds its own record 0017, so this one is
numbered 0018: its file name and title, and 0015's "replaced by" Status.

…reads

The review and security passes on the pin to a Lens's workflow file.

- Decision 0018 and the design say the pin holds the workflow file's path,
not its content or what it runs, and name what does hold .github/ today,
and the gap: "Kernel: a change to the Factory's own rules or a Lens's
inputs needs a person" (issue 113).
- A Decision shows a workflow path only in the configuration's form
(.github/workflows/, ASCII letters, digits, . _ -, .yml or .yaml) and no
longer than the new limit max_path_length; any other, dynamic/ paths
  among them, is shown unreadable.
- tools/check_workflows.py: a Lens of GitHub Actions names a workflow file
and no other Lens names one; only jobs.<id>.name, or the id, names the
check; a Lens job with a matrix, a job-level if: or uses:, or a workflow
not on both pull_request and merge_group, is refused. No job is granted
  security-events: write.
- tools/check_apps.py: no Factory App holds workflows or security_events.
- The simulator asserts the Kernel showed from_workflow evidence.
- Trial P-35 asks where a check's workflow path comes from and in what form;
P-36 says how its fallback is held.

📝 Walkthrough

Required GitHub Actions checks now include workflow-file paths in configuration and check evidence. The Kernel uses workflow paths alongside check names and App identity when reading checks and deriving item state. Workflow and App validators enforce related configuration and permission rules.

Changes: Workflow-pinned required Lenses

Layer / File(s) Summary
Workflow identity contracts and fixtures
config/defaults.json, schemas/*.json, kernel/terms.py, examples/facts.json, examples/invalid/config.*.json, examples/invalid/facts.*.json
Schemas require workflow data for check records and deterministic Lenses, and add max_path_length. Defaults and example fixtures record the configured workflow paths or null.
Check matching and item state
kernel/derive.py, sim/world.py, sim/grounding.py, tests/support.py, tests/test_decide.py, tests/test_simulator.py, tools/mutants.py
The Kernel matches checks by name, App, and workflow path, and sanitizes workflow evidence. Tests and simulation cover workflow mismatches, queue behavior, movement timestamps, and passing impostor checks from another workflow.
Workflow and permission validation
tools/check_workflows.py, tools/check_apps.py, tests/test_tools.py, examples/workflows/invalid/*, docs/standards/workflows.md, tools/mutants.py
Workflow validation checks configured files, required triggers, matching job names, and job restrictions. App and workflow checks reject prohibited permissions, including security-events: write.
Decision and design records
docs/architecture/software-factory-design.md, docs/decisions/0005-*.md, docs/decisions/0015-*.md, docs/decisions/0018-*.md
The design and decisions describe workflow-path matching, its boundaries, and related trials. Decision 0015 is marked replaced by decision 0018.

…heck goes on

CodeRabbit on #114: a malformed config/defaults.json raised out of the
workflow check. It now reports the field, as check_apps.py does, and the
workflows are still read.
