# Rate-limit gate (#640): before dispatching, this stub asks the source-side
# agent-rate-limit gate (petry-projects/.github/scripts/agent-rate-limit-gate.sh)
# whether `initiative-driver` may dispatch right now. initiative-driver is the
# canary that ENFORCES: the gate derives concurrency / cooldown / daily-budget /
# consecutive-failure counters from this stub's own run history (no state
# backend) and reads every threshold from standards/agent-rate-limits.json.
# It throttles dispatches that DO start (cooldown / daily budget / breaker); it
# does NOT pre-empt the cancel-in-progress concurrency group below — that group
# cancels a superseded run before any step (gate included) executes (#443/#402).
# A `defer` simply skips the dispatch step — never a cancel, never a job failure.
#
# Gate tooling is fetched at a pinned commit SHA of petry-projects/.github (not
# a moving tag — the PAT is handed to that code). If the tooling is unavailable
# or the gate errors, the gate step FAILS LOUDLY (::error:: annotation + step
# summary, step marked failed) but the dispatch still runs (fail-open — an
# outage of the gate must never stop the fleet; standards/agent-rate-limits.md).
#
# To adopt:
# 1. Copy this file verbatim to .github/workflows/initiative-driver.yml in your repo.
# 2. Ensure the `initiative:auto` label exists on the repo.
# 3. Confirm the org-level secret GH_PAT_WORKFLOWS is accessible **and its
# owner has write access to petry-projects/.github-private** (to dispatch
# the central workflow) **and to this repo** (the central driver applies the
# `dev-lead` label cross-repo with that PAT; a label applied with
# GITHUB_TOKEN would not trigger dev-lead).
# 3. Confirm the org-level secret GH_PAT_DON_PETRY (or the legacy fallback
# GH_PAT_WORKFLOWS) is accessible **and its owner has write access to
# petry-projects/.github-private** (to dispatch the central workflow) **and

🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift

Count successful dispatches, not gate attempts.

When this workflow runs, --workflow initiative-driver.yml makes the gate count prior runs of this caller. The gate counts those runs even when they ended in defer and never dispatched the central driver. Its 10-minute cooldown can therefore restart after each deferred run. Its 20-dispatch daily budget can also fill with attempts rather than dispatches. Under sustained issue activity, the gate can keep deferring work that remains below the intended dispatch limit. Record or query accepted dispatches separately from gate attempts; coordinate that contract with the pinned gate before deploying this caller. (raw.githubusercontent.com)

Update the rate-limit gate invocation using --workflow initiative-driver.yml so
cooldown and daily-budget accounting uses accepted central-driver dispatches,
not runs of this caller; coordinate the dispatch-recording or query contract
with the pinned gate before deploying.

Valid, but deferring — out of scope for this PR: fixing it requires changing the gate's accounting contract in petry-projects/.github (agent-rate-limit-gate.sh) and coordinating a new pinned SHA; the caller stub cannot change it alone. Tracked in #519.

@don-petry Understood. The upstream accounting change and coordinated SHA update are deferred to #519. No caller-only change is needed in this PR. The finding remains open because the fix is deferred.

This is a valid concern about the gate's accounting model. The current design intentionally counts runs of this caller (per the code comment: "derives... counters from this stub'''s own run history"), but this causes the daily budget to fill with deferred attempts rather than successful dispatches.

Fixing this requires updating the gate script to track dispatches separately from attempts, which is outside this PR'''s scope — the gate is pinned and maintained in petry-projects/.github.

Deferred to #519 for escalation to the upstream gate maintainers.

@don-petry Thanks for clarifying. The fix is deferred to #519 for the upstream gate maintainers. It requires a gate accounting change and a coordinated pinned SHA update, not a caller-only change in this PR. The finding remains open.

Learning: In petry-projects/markets, .github/workflows/initiative-driver.yml invokes a pinned version of scripts/agent-rate-limit-gate.sh maintained in petry-projects/.github. Changes to the gate's accounting contract require an upstream gate change and a coordinated pinned SHA update in the caller; the caller stub cannot implement that contract change alone.
