P1 Badge Pin reusable workflow to immutable commit SHA

Switching the reusable workflow reference from a full commit SHA to @v1 makes CI execution non-deterministic and weakens supply-chain integrity: any future retag (or compromise) of v1 will run different code on all push/pull_request events without a repo change. The previous SHA pin guaranteed that workflow behavior only changed via an explicit PR in this repository.
