Code Review
This pull request updates the workflow compliance audit and deployment sweep scripts to ensure that stubs pin the current channel major specifically for their repository's tier (addressing #1267). It introduces the ring_pin_current helper to unify the compliance verdict across both scripts, updates the dev-lead workflow template to pin the current v139-stable channel, and adds extensive integration tests. The code review feedback recommends refactoring BATS test assertions to avoid generic negation like ! grep -q, which can mask syntax errors, and instead explicitly assert an exit status of 1.

…eneric reusable check When no channel tags exist on a RING reusable's agent, ring_pin_current accepts bare tier pins (no v-form). The bare_ok flag is set to track this exception, but the error reporting at line 1862 was unconditionally rejecting bare pins as drift, creating disagreement with the deploy sweep's verdict. Added [[ "$bare_ok" = 0 ]] && guard to skip the drift error when bare pins are allowed, aligning the audit's verdict with ring_pin_current's acceptance.
|
Fixed in scripts/compliance-audit.sh: Added bare_ok check to line 1862 so the error reporting respects the bare_ok flag when ring_pin_current accepts bare tier pins due to no channel tags existing. |

When uses is a bare channel (e.g., dev-lead/stable), require agent_ref to match that exact pin, rather than accepting any dev-lead stable, next, or ring channel. This prevents split-brain configurations where the stub pins one channel but forwards a different one to the reusable. Co-Authored-By: Claude Haiku 4.5 <noreply@anthropic.com>

Problem
Standards sweep and compliance audit accept a stale channel major, so a stub on an orphaned /v- is never re-pinned (dev-lead: 5 repos stuck on v1-stable)
From the issue: Five consumer repos pin
dev-lead/v1-stable. Promotion only moves thedev-lead/v139-*tags, so those repos never receive a dev-lead release. Neither standard routine notices:Risk
