User description

Closes #1106

Implemented by dev-lead agent. Please review.

CodeAnt-AI Description

Register PR Review for staged canary releases and detect unmanaged agents

What Changed

  • PR Review can now be manually promoted through next, ring 0, ring 1, and stable using its existing cross-repository workflow.
  • Drift checks recognize the legacy pr-review.yml workflow, preventing false missing-file warnings.
  • Drift checks identify deployed agents with channel tags that are absent from the canary registry, while ignoring reserved namespaces and unavailable repositories.
  • Added coverage for PR Review registration, manual dispatch, legacy workflow detection, and registry completeness checks.

Impact

✅ PR Review releases can progress through staged canary rings
✅ Unmanaged deployed agents are surfaced before releases go unnoticed
✅ Fewer false missing-file drift warnings

Walkthrough

The canary registry now includes the pr-review agent and a reserved tag namespace. Drift checks recognize registered legacy-named YAML reusables and audit infrastructure repositories for channel-tagged agents missing from the registry.

Changes

pr-review canary registration

Layer / File(s) Summary
Register pr-review across rollout controls
standards/canary-rings.json, tests/canary_rollout.bats
The registry adds pr-review with its host, reusable, ring topology, and release channels. Tests check the entry and hand-dispatch option.
Recognize registered legacy YAML reusables
scripts/canary-rollout.sh, tests/canary_rollout.bats
The workflow listing includes present registered .yml and .yaml reusables even when their names lack the -reusable.yml suffix. Tests check that registered non-YAML paths remain flagged as missing.
Audit channel-tagged agent completeness
standards/canary-rings.json, scripts/canary-rollout.sh, tests/canary_rollout.bats
The registry reserves the standards namespace. The drift audit enumerates channel tags in infrastructure repositories, excludes registered agents and reserved namespaces, and reports missing entries or incomplete checks. Tests cover findings, exclusions, and enumeration failures.

Merge Risk: 🟡 Moderate · up to 79052

The pr-review rollout topology does not match the approved two-tier plan, which requires confirmation before promotion to the fleet. The new registry audit can also miss agents whose release channels use bare next or stable tags. Resolve the topology decision and widen the tag match before merging.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 79052

The release controls retain staged gates and bounded tag-write scope. No introduced vulnerability was established, but deployed caller compatibility, effective permissions, and rollback coordination remain unverified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • observed — The declared write token covers the two infrastructure host repositories with contents and workflows write permissions. Moving a host channel changes the version executed by consumers pinned to that channel, potentially including the stable wildcard population; actual consumer privileges and count are unknown.

Trust Boundaries and Controls

  • observed — Manual dispatch inputs are passed through environment variables and a quoted argument array. Tag destinations derive from the registry host, while the workflow requires App-token minting and disables persisted checkout credentials. Effective dispatch authorization and installation grants were not evidenced.
  • observed — The routed public-entrypoint ranges are Bats tests and command stubs using temporary registries. Their supplied source does not establish a new production ingress or an attacker-controlled privileged caller.

Resilience and Maintainability Implications

  • observed — Successful tag mutation precedes promotion-log and deployment recording, so interruption can leave release state changed without complete traceability. Fleet promotion isolates failures and returns success; durable failure reconciliation is scheduled-run-only. These are existing control limitations, not established PR-introduced findings.

Hardening Proposals

  • proposed — Serialize all writers to each host channel across fleet and manual execution, and ensure rollback targets the same major-scoped ref consumed by callers. Validate interruption recovery against authoritative tag state rather than relying solely on runner-local logs.

Full details: Linked Issues check

Explanation

Issue #1106 requires a two-tier topology: next for .github-private, stable for the fleet, and a confirmed next->stable transition. The change summary says the pr-review registry entry and its test use the standard four-ring topology (next/ring0/ring1/stable) and do not require confirmation on ring1->stable. This does not meet the issue’s explicit September 13 decision. The reported completeness scan, cross-repository registration, legacy workflow handling, and related tests address the other coding requirements.

Resolution

Change the pr-review registry entry and its tests to use only next and stable, with .github-private on next and a next->stable transition that requires confirmation. Remove the ring0 and ring1 topology and the four-ring test expectations.

Code Review

This pull request onboards the pr-review agent and introduces a registry completeness check to identify deployed but unmanaged channel-tagged agents. It also updates the drift check to prevent false-flagging grandfathered workflow files and adds corresponding unit tests. The review feedback suggests optimizing the completeness check loop in scripts/canary-rollout.sh by using associative arrays and native Bash parsing instead of invoking grep and here-strings inside nested loops, which reduces subprocess overhead.

Maintainer review at head 8097db56. Completeness check (AC5) is good. The ring topology must change before merge.

What's right: the reserved_tag_namespaces completeness check, the RING_REUSABLES and canary-rollout.yml enum additions, and host: .github-private with run_workflow: "PR Review Agent — Trigger".

1. Every tier after next is empty in practice (#1086 class)

Verified against live stubs:

  • ring0 = $org_infra (petry-projects/.github) has no pr-review caller at all. It uses pr-auto-review. It can never run a pr-review candidate.
  • ring1 members TalkTerm and bmad-bgreat-suite pin pr-review.yml@pr-review/stable, the legacy bare tag. They do not pin pr-review/v1-ring1, so they will not run a ring1 candidate either.

With waive_sample: true on ring0->ring1 and no confirmation on ring1->stable, a candidate would advance to the fleet channel on dwell timers alone, with zero runs of the candidate as evidence. pr-review is the agent that approves and auto-merges every PR in the org.

2. Use the topology #1106 AC1 specified: two tiers

  • next → members ["$host"] (.github-private, the only repo on a v-scoped pr-review channel, via pr-review-trigger.yml → v1-next)
  • stable → members ["*"]
  • one transition, next->stable, with dwell_hours ≥ 24, sample_min ≥ 5 (.github-private reviews many PRs a day, so this is satisfiable), and require_confirmation: true. dev-lead's stable boundary already requires the human go/no-go (Enhancement: canary gate should assess correctness, not just run-reliability #668 Layer 3); the review/merge agent must not have a weaker gate.

Add a test that a two-ring registry resolves transition_key to next->stable, reads those knobs, and yields AWAITING_CONFIRMATION on a clean candidate.

3. Record the fleet-reach gap in the _note; don't fix it here

cmd_promote moves the v-scoped tag (_resolved_channel_tag; test :3862 "never moves the bare"). The whole fleet pins the bare pr-review/stable, so promoting pr-review/v1-stable reaches no repo until the callers are migrated. That migration is #1125. Say so in the pr-review _note so nobody reads a promoted v1-stable as a fleet rollout.

Automated review paused — review engines are unavailable.

Every configured review engine (Claude → Copilot → Gemini) reported a usage/rate limit or was otherwise unavailable, so no review could be generated for this run. This is a single, deduplicated notice: the agent will re-review automatically on its next scheduled run once capacity recovers, and will not post repeat notices in the meantime.

Dev-Lead — fix-bot-comment (no-changes)

Agent reasoning
- coderabbitai[bot]: APPROVED ✓
- gemini-code-assist[bot]: COMMENTED with optimization feedback (not a blocker)
**Tier 1 blockers:** Zero. No failed checks, no `CHANGES_REQUESTED` reviews.
## Result
Per the explicit guardrail in the instructions: *"A neutral overview is not an actionable finding. If the bot comment merely describes or summarizes the diff without reporting a specific, actionable defect tied to a file/line, there is nothing to fix."*
The SonarCloud message is informational (Quality Gate Passed) rather than reporting specific bugs or security issues. Since there are:
- No Tier 1 blockers
- No concrete, file-line-specific defects to address
- All quality checks passing
**No changes are needed.** The PR is in good shape and has already satisfied all automated quality gates.

Risk: MEDIUM
Reviewed commit: 9847a70b8ad70fa1ac3881d74eac2272c4d86403
Cascade: triage → deep (triage: haiku 4.5 [sonnet 5] → deep: opus 4.8 [sonnet 5] + duck: o4-mini → audit: fable 5)

Summary

Registers the grandfathered pr-review agent into canary-rings.json and adds two drift signals (registry-completeness sweep over channel tags + a missing-file check widened to all workflow files) so a deployed-but-unmanaged agent like pr-review can no longer run stale unnoticed (#1106). Traced every new/changed branch: enumerate-or-fail contracts, reserved-namespace filtering, cross-repo dedup, and the present_all fallback are all correct and match the added bats coverage; shellcheck is clean (0 errors) and CI is fully green. No auth/secret/migration surface, so no security escalation; approving at MEDIUM with minor follow-ups noted. DOWNSTREAM_IMPACT: none.

Findings

  • minor: Adding pr-review to RING_REUSABLES makes pinned-version-report.sh iterate it, but the report's uses-line grep hardcodes the '${agent}-reusable.yml' suffix (line 84), while pr-review's reusable is the grandfathered 'pr-review.yml'. The match fails, uses_line is empty, and the loop 'continue's, so pr-review is silently omitted from the pinned-version report (confirmed by CodeAnt). Not a crash or wrong value in this PR's changed logic, and the registry _note tracks the filename rename in combsmith/.github-private#1127 which would resolve it — but it perpetuates the exact 'agent invisible to a scan' failure mode #1106 targets, so worth fixing or explicitly tracking.
  • minor: Triage escalation reason: 3 of 5 required description sections missing (risk, test-plan, rollback). The body is otherwise substantive (CodeAnt + CodeRabbit summaries) and STANDARDS_SYNC_PR is true, so this is a minor gate note rather than a blocker on a CI-green, well-tested MEDIUM change.
  • info: Completeness sweep uses grep -qxF against here-strings inside nested loops over agents x repos (Gemini advisory). Correct but spawns a subprocess per check; pre-parsing registered/reserved into associative arrays would avoid the per-iteration fork. Optional micro-optimization for infra-repo-scale inputs; no correctness impact.

Reviewed by the PR-review cascade (triage: haiku 4.5 [sonnet 5] → deep: opus 4.8 [sonnet 5] + duck: o4-mini → audit: fable 5). Reply if you need a human review.

Resolved — the `needs-human-review` hold was lifted; dev-lead has picked this item up. Click to expand the prior hold notice.

dev-lead is withholding action on this item.

It is labeled needs-human-review (flagged for human review — this label is applied by automation as well as by people, so an item can become held without anyone noticing), so dev-lead will not pick it up while that label is present. This notice is posted once so the withhold is visible rather than looking like a stalled run.
