Ensure an initial PR review without a qualifying check suite #1331

Summary

Ensure that newly opened non-draft pull requests receive an initial PR review even when no qualifying check_suite completes.

Affected area

Source-of-truth caller template: standards/workflows/pr-review.yml.

The synced caller currently enables pull_request events for ready_for_review, reopened, and synchronize, but not opened. A newly opened non-draft PR can therefore lack an initial review if no other enabled event triggers the review engine.

Required changes

Evaluate initial-review coverage in the template and central review engine. If no guaranteed first-review path exists, restore opened in the template or provide an equivalent first-review path. Keep consumer caller stubs unchanged locally; distribute the correction through the standards sync.

Acceptance criteria

• A newly opened non-draft PR receives an initial review without requiring a qualifying check_suite, a new commit, reopening, or manual dispatch.
• Existing draft handling and review idempotency remain intact.
• Any caller change is made in the source-of-truth template and distributed through the standards sync.

Requested by @don-petry after declining a local change because the caller is synced verbatim and the next sync would overwrite it.
