Tracking: third-party PR review tools paused (billing/usage limits) #1219

Tracking issue for notices posted by third-party PR review integrations that have paused due to trial/billing/usage limits. These are informational — they do not block correctness, but a workspace admin may want to re-enable or remove the integrations.

Observed on PR #1218:

• Codex (chatgpt-codex-connector): "reached your Codex usage limits for code reviews" — needs credits/upgrade or disable.
• Qodo (qodo-code-review): "reviews are paused because your trial has ended" — needs admin to add credits or disable.

Action (admin): decide per-tool whether to add billing or remove the integration so stale "paused" comments stop appearing on PRs. One tracking issue per repo per AGENTS.md / #1813 AC6.
