Backward-compatible first increment of dev-lead self-host (#535). Parameterises the reusable's 'Checkout dev-lead scripts' ref (hardcoded main) via a new workflow_call input agent_ref (default main → no behaviour change). Lets the forthcoming trigger stub pass agent_ref: dev-lead/stable so dev-lead scripts run pinned.

Next increments: cut dev-lead/v1.1.0 + move dev-lead/stable; then convert inline dev-lead.yml → stub calling dev-lead-reusable.yml@dev-lead/stable (pending an inline-vs-reusable equivalence check — they're maintained in parallel per AGENTS.md). Part of #535 · #497 · epic #495.

Notes:
- The bot comment is a rate-limit notification only — the review did not run,
so no code findings were produced.
- No open review threads from coderabbitai[bot] exist on PR #537 (GraphQL query
  returned []).
- No Tier 1 CI blockers: all completed checks passed; in-progress checks
(Analyze actions/python, SonarCloud, copilot-pull-request-reviewer, unit) have
  no failure conclusions.
- Manual scan of the changed file (.github/workflows/dev-lead-reusable.yml) found
  no script-injection, insecure-download, hardcoded-credential, or eval patterns.
The diff adds an agent_ref input with a safe default of "main" and wires it into
an actions/checkout ref — no actionable issues.

Pull request overview

This PR introduces a new workflow_call input (agent_ref) to dev-lead-reusable.yml so the workflow can check out dev-lead scripts from a caller-specified ref (e.g., dev-lead/stable) instead of always using main. This is the first backward-compatible step toward pinning dev-lead’s self-hosted execution to a stable channel and breaking the circular dependency described in #535 / #495.

Changes:

  • Added inputs.agent_ref (default: main) to the reusable workflow interface.
  • Parameterized the “Checkout dev-lead scripts” step to use ${{ inputs.agent_ref }}.

Backward-compatible foundation for dev-lead self-host pinning. Parameterises the
'Checkout dev-lead scripts' ref (was hardcoded 'main') via a new workflow_call
input agent_ref (default 'main' → unchanged behaviour). A forthcoming trigger
stub will pass agent_ref: dev-lead/stable so dev-lead's scripts run at the pinned
channel. Part of #535 (mirrors the pr-review #506 fix).
