Adds pr_url/dry_run/force_review as workflow_call inputs (alongside agent_ref) so the trigger stub can forward them to pr-review.yml@pr-review/stable without an input-mismatch. Triggers + behaviour unchanged (job env already reads inputs.*). Zero-gap step before the reusable-only flip. Part of #497 · epic #495.

Pull request overview

This PR updates the pr-review.yml reusable workflow interface so “trigger stub” workflows can forward workflow_dispatch-style parameters (pr_url, dry_run, force_review) via workflow_call without GitHub Actions rejecting unknown inputs. This supports the repo’s move to stable-channel pinning (e.g., pr-review/stable) while keeping runtime behavior unchanged (the job already consumes inputs.*).

Changes:

  • Add pr_url as a workflow_call input to support single-PR review forwarding.
  • Add dry_run and force_review as workflow_call inputs to align with existing dispatch/call-time configuration.
  • Keep triggers and env-resolution logic unchanged; this is an interface compatibility step.

**Assessment:** The bot comment is a rate-limit notification, not a code review. CodeRabbit hit its hourly review limit before it could analyze the PR — no findings were produced, no inline threads were opened, and no code issues were identified. There is nothing actionable to fix.
**PR state is clean:**
- All CI checks passed (or were intentionally skipped)
- No `CHANGES_REQUESTED` reviews — only a `COMMENTED` overview from `copilot-pull-request-reviewer[bot]`
- Zero open threads from `coderabbitai[bot]`
- No Tier 1 blockers
No changes required.
