Merge Risk: 🔵 Low · up to The change dequeues PRs that lose their last approval. In the rare case where the live state cannot be read, only a run-log warning is produced and the PR may stay queued. Consider posting a notice or a step summary for that path, but it does not need to block the merge. Pre-merge checks |

Code Review
This pull request introduces a mechanism to automatically dequeue a pull request from the GitHub merge queue when its last approval is withdrawn, implemented via a new helper script scripts/lib/merge-queue-dequeue.sh and integrated into the review post-processing and invalidation workflows. Comprehensive tests have also been added. The review feedback focuses on improving shell script robustness under set -e environments, specifically recommending that command substitutions be assigned to variables before conditional checks to avoid swallowing exit statuses, adding error handling and portable templates for mktemp, and providing fallback defaults in jq queries to prevent potential parsing crashes.

Maintainer review against "Remove a PR from the merge queue when the fleet withdraws its last approval (reviews are only checked when a PR joins the queue)" (#2174). The helper reads live state, handles the already-merged and failed-call cases, and posts one marker per head, all as specified. One required change, inline: two dismissal sites are missing, including the one that produced both observed bypasses.

…ailure marker Test-Change-Justification: marker_count now matches both dequeued and dequeue-failed notices, because the failure notice got its own marker per the Graphite review on #2183 (thread PRRT_kwDOR9SdIs6rDVko); the failure-notice assertion now looks for the dequeue-failed marker. Problem
Remove a PR from the merge queue when the fleet withdraws its last approval (reviews are only checked when a PR joins the queue)
From the issue: Maintainer decision (2026-10-10): when the fleet withdraws an approval from a PR that is in the merge queue, the PR must be removed from the queue. Without this, withdrawing an approval no longer stops a merge.
Risk
Medium — changes GitHub Actions workflow behavior, which is exercised only post-merge; verify via the affected workflow runs.
Test plan
Tests added/updated:
tests/test_merge_queue_dequeue.bats. Verification:bash scripts/dev-lead-lint.sh(shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.Rollback
Revert this PR. No non-revertible side effects (no tags, migrations, or external state).
Monitoring
Watch the affected workflow run(s) in the Actions tab and this PR's Lint check for regressions.
