Problem

Markets collapse package §3/§4: re-render pr-auto-review and pr-review concurrency to ADR-0010 and mark the ruling ratified

From the issue: ADR-0010 is now accepted (#2010, #2036). It permits a bounded job-level concurrency: block on an agent-ingress.yml job, and the ADR's Consequences section records that the markets §3 rendering does not conform as written. docs/initiatives/agent-ingress-collapse-markets.md still shows the non-conforming blocks and still calls the §4 ruling "needs decision". The markets pilot (#1729, markets#506) cannot merge against it until the package matches the accepted schema.

Risk

Low — 6 file(s) changed; no CI- or runtime-critical paths touched.

Test plan

Tests added/updated: tests/agent_ingress_markets_package.bats,tests/fixtures/agent-ingress/markets-pinned-reusables/ci-failure-analyst-reusable.yml tests/fixtures/agent-ingress/markets-pinned-reusables/dev-lead-reusable.yml,tests/fixtures/agent-ingress/markets-pinned-reusables/pr-auto-review-reusable.yml tests/fixtures/agent-ingress/markets-pinned-reusables/pr-review.yml. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

Monitoring

This PR's CI checks (Lint + bats) are the success/regression signal.

Closes #2038

Refs #1729 and #2001.

Validator evidence: tests/agent_ingress_markets_package.bats extracts the §3 jobs from the doc and runs scripts/validate-ingress-if.sh and scripts/validate-caller-inputs.sh on them; it passes in CI (bats job green on this head).

Files beyond the doc and fixtures: .github/workflows/lint.yml adds the doc to the paths: filters and registers the new bats file (without it, doc-only edits skip the suite); AGENTS.md records that lint.yml entry as a repo-specific exception so a template sync does not revert it.

Code Review

This pull request updates the agent-ingress-collapse-markets.md documentation to reflect the ratification of ADR-0010, modifying the concurrency group expressions for pr-auto-review and pr-review to conform to the new schema bounds. It also adds a BATS regression test suite and snapshot fixtures to validate the ingress configuration. The review feedback highlights the need for defensive null guards in the GitHub Actions expressions to prevent runtime evaluation errors when accessing nested properties of potentially null objects (such as pull_request, check_suite, workflow_run, and inputs). Additionally, it recommends adding error handling to the mktemp command in the test setup to ensure safe execution.

Summary

Both reviewers rate the risk MEDIUM but differ on the decision. The deep reviewer escalates on review gates only (head moved to 4373a99, CI still queued, 3 unresolved bot threads), while the rubber duck approves because the PR touches only docs, tests and fixtures. They converge that the Gemini null-guard findings are false positives and that the same-SHA cancellation behavior change is documented and acceptable. The rubber duck's own unique observation is that the awk-based YAML extraction in the bats test is fragile but fails loudly. The deep reviewer's unique findings are the PINNED-USES check comparing only the literal ref string and the head-move gate; neither is a code defect.

Cross-engine agreement

partial

Findings

  • minor: The PR head moved after dispatch, from c645dc8 (reviewed) to 4373a99. The delta adds an AGENTS.md protected-exception entry and an exact job-set assertion, and looks benign. CI is still QUEUED at 4373a99, so the CI-green gate cannot be met for the current head.
  • info: The gemini-code-assist null-guard findings (doc lines 221 and 254) are false positives. Actions expression property dereference is null-safe, and the live pinned pr-review reusable already uses the same unguarded pattern. The threads are replied to but still unresolved.
  • minor: The PINNED-USES check only compares the literal uses: ref string. Mutable channel refs can be promoted without the fixtures changing, so a new reusable concurrency group or required input would go unnoticed by this offline suite. The author accepts this and suggests a follow-up.
  • info: check_suite / workflow_run readiness checks for the same head SHA now cancel each other, and the shared pr-review-enumerate slot lets a payload-less repository_dispatch cancel an in-flight sweep. Both follow from ADR-0010 and are documented in section 4b.
  • minor: The pr-auto-review non-PR events now share one slot per head SHA with cancel-in-progress: true. A cancelled required-check run may show as 'cancelled' on gating. This is documented in section 4b.
  • info: The Gemini null-guard comments are not real bugs. Property access on missing event payload keys evaluates to null in Actions expressions, and the '&&'/'||' chains handle that.
  • info: The bats test extracts YAML with awk from the first yaml fence after '## 3.'. It would break if the doc structure changes, but it fails loudly on the non-empty check, which is acceptable.

Summary

Both reviewers rate the risk MEDIUM and escalate, so agreement is full. Neither found a correctness defect: the concurrency re-rendering matches ADR-0010 and the §4b behavior changes are documented. Both block on merge gates: required CI (bats, Lint, ShellCheck and others) is still pending, and the deep reviewer also found the PR head moved to 4373a99 and three review threads are unresolved. The rubber duck alone flagged that a missing head_sha collapses every non-PR readiness event into one literal slot, and that the pr-review ordering assertion is only a loose regex. No findings matched on file, line and category, so none was deduplicated.

Cross-engine agreement

full

Findings

  • MAJOR: The PR head (4373a99, which edits AGENTS.md and the bats file) is newer than the $PR_HEAD_SHA under review (c645dc8). Required checks are still pending at the new head. Re-review at the current head once CI finishes.
  • MAJOR: Required checks (Lint/bats, ShellCheck, actionlint, check-model-pins, concurrency-config, etc.) are QUEUED or IN_PROGRESS, and reviewDecision is REVIEW_REQUIRED. The new bats suite has not been shown passing. Do not approve until the checks finish. (tests/agent_ingress_markets_package.bats:1)
  • MINOR: Three review threads are answered but not resolved. Two Gemini claims (doc lines 221 and 254) that null dereference errors in expressions are false, since Actions expressions are null-safe (verification: refuted). The third is Codex's request to resolve mutable channel refs (bats line 53), which is reasonable to decline. Resolve the threads or track them as a follow-up. (docs/initiatives/agent-ingress-collapse-markets.md:221)
  • MINOR: The PINNED-USES test only checks one direction: every snapshot's pin must appear in the ingress. Nothing checks that every ingress uses: target has a snapshot. pr-review-mention@pr-review-mention/v2-stable has none, so if it later gains with: inputs or a concurrency group it would go unvalidated. (tests/agent_ingress_markets_package.bats:49)
  • MINOR: The pr-auto-review non-PR slot is keyed on the head SHA with cancel-in-progress: true. Several check_suite completions for the same SHA cancel one another, and the last event to arrive wins. A payload with no head_sha collapses every such event into the single slot 'pr-auto-review-ready-check-sha-'. This is documented as acceptable. (docs/initiatives/agent-ingress-collapse-markets.md:215)
  • MINOR: The pr-review ordering assertion is a loose greedy regex over the flattened group string, and the inputs.* check is a substring grep. The PINNED-USES loop checks only that the uses string exists, not that the snapshot content matches the real pinned reusable, so snapshot drift would go undetected. (tests/agent_ingress_markets_package.bats:80)
  • INFO: The snapshots are tied to mutable channel refs (dev-lead/v139-stable, pr-auto-review/v1-stable, pr-review/stable). Promoting a channel changes the reusable without changing the literal uses: string, so the PINNED-USES tripwire won't catch a stale snapshot. This is a known, accepted limitation. (tests/agent_ingress_markets_package.bats:53)
  • INFO: check_suite and workflow_run readiness checks for the same head SHA now cancel each other, and whole-repo pr-review sweeps (including dry-run vs live) share the 'pr-review-enumerate' slot and cancel each other instead of queuing. This is intended and documented in §4b. (docs/initiatives/agent-ingress-collapse-markets.md:221)
  • INFO: The setup awk extracts the first yaml fence after a line starting '## 3.'. Reordering doc headings or fences would break the extraction. The first test guards against an empty extract. (tests/agent_ingress_markets_package.bats:21)

Risk: MEDIUM
Reviewed commit: 4373a99890610a50fb26eab5cf6e29cb72ee1723
Review mode: triage-approved (single reviewer)

Summary

The PR updates the markets collapse package to match ADR-0010. The pr-auto-review and pr-review job-level concurrency blocks in §3 are re-rendered to the bounds: a role-prefixed literal head, event-payload parts only, no run_id or inputs.*, and a literal cancel-in-progress: true. §4, §8a, the merge checklist and the §11 gap row now mark the ruling as ratified. §4b states the behavior change for non-PR events. A new bats suite extracts the §3 YAML from the doc and runs both ingress guards against trimmed reusable snapshots. lint.yml is wired to run the suite, and AGENTS.md records the new path-filter exception. The content looks correct, but the merge gates are not met yet: CI is still running at this head, including the bats job that runs the new suite. There are also unresolved threads and gaps against the issue's acceptance criteria.

Linked issue analysis

Closes #2038. What-must-change items 1–5 are met. pr-auto-review and pr-review are re-rendered, ci-failure-analyst is unchanged, §4 links ADR-0010, and §8a step 4, the merge bullet and the §11 row are updated. The required judgment is stated per role in §4b, including the cancellation changes: same-SHA check_suite/workflow_run runs now cancel each other, and sweeps share the pr-review-enumerate slot. The schema is not widened.

Acceptance-criteria gaps:

Findings

  • blocking (gate 2): CI is not complete at head 4373a99. bats (the job that runs the new agent_ingress_markets_package.bats), unit, stub-structure, agents-paused-preflight, spec-drift-workflow, pr-auto-review-stub and CodeRabbit are still in progress or pending. The guard-conformance claim is unproven until bats is green.
  • blocking (gate 4): 3 review threads are unresolved. Two are gemini null-guard suggestions at doc lines 221 and 254. They are false positives: Actions expressions return null for a missing property, and the &&/|| chains rely on that. The third is the codex P2 at tests/agent_ingress_markets_package.bats:53: PINNED-USES compares only the literal ref, so a promoted mutable channel tag (dev-lead/v139-stable, pr-auto-review/v1-stable, pr-review/stable) can leave the snapshots stale without failing. The author's offline/deterministic rationale is reasonable. These threads need to be resolved, or a follow-up issue filed for the channel-drift gap.
  • minor (gate 3): AC1 and AC5 are not met in the PR body (see Linked issue analysis). Both are metadata-only fixes: paste the validate-ingress-if.sh / validate-caller-inputs.sh command and output, and add Refs #1729 and Refs #2001.
  • minor: AC4 scope is exceeded by the lint.yml and AGENTS.md edits. They are justified, because without them the suite would never run in CI, but they need explicit human acceptance as a policy exception.
  • info: The behavior changes are intentional and documented in §4b. A later check_suite/workflow_run for the same head SHA now cancels an in-flight readiness check, and dry-run and live pr-review sweeps now cancel each other. The enumerate fallback correctly avoids colliding with the reusable's pr-review-batch group, and the test pins that literal.
  • info: Test mechanics look sound. The trailing ! … | grep in the run_id/inputs test is the last command, so its status is honored even under bats' set -e semantics. The awk extraction of the first ```yaml fence under ## 3. is brittle to doc restructuring, but it fails loudly through the `[ -s "$INGRESS" ]` and exact job-set assertions.
  • info: The run_secret_scanning MCP tool is not available in this session. gitleaks passed.

CI status

Not all green. Completed checks pass: Lint, shellcheck, actionlint, CodeQL, SonarCloud (quality gate passed), gitleaks, template-drift, validate-ingress-if, validate-caller-inputs, caller-stub-freeze and others. Still running or pending at 4373a99: bats, unit, stub-structure, agents-paused-preflight, spec-drift-workflow, pr-auto-review-stub, CodeRabbit. Some earlier dev-lead/review runs show CANCELLED; later re-runs of those same check names succeeded.

@donpetry-bot human re-review request at head b6b0bd4. Maintainer assessment: §3/§4 now match the accepted ADR-0010; §4b states the behavior change per role, including the pr-auto-review same-SHA cancellation (with its rationale) and the pr-review shared pr-review-enumerate slot where a later sweep cancels an in-flight one. I accept the sweep cancellation for the markets pilot as documented. A possible refinement, to track as a follow-up and not required here, is to include github.event.inputs.dry_run in the enumerate slot so a dry-run cannot cancel a live sweep. The bats test extracts the §3 YAML and runs both validators on it, which is the AC1 evidence. Please focus the re-review on §3 conformance with ADR-0010 and on the fixtures mirroring the pinned reusables.

Risk: MEDIUM
Reviewed commit: b6b0bd4258d0cd805956818a486693a2daa7ab7a
Review mode: triage-approved (single reviewer)

Summary

This PR brings the markets collapse package (docs/initiatives/agent-ingress-collapse-markets.md) in line with the accepted ADR-0010. In §3, the pr-auto-review and pr-review job-level concurrency blocks now use a role-prefixed literal head plus event-payload parts only. They no longer read github.run_id or the inputs.* context, and cancel-in-progress: true is a literal. ci-failure-analyst is unchanged. §4, §8a step 4, the merge checklist and the §11 gap row now mark the ruling as ratified. A new §4b states the behavior change for non-PR events, role by role. A new bats suite extracts the §3 YAML from the doc and runs validate-ingress-if.sh and validate-caller-inputs.sh against trimmed snapshots of the pinned reusables. lint.yml is changed so the suite runs, and AGENTS.md records that lint.yml change as a repo-specific exception. The CI checks are green and the maintainer's steer items are addressed. Risk is MEDIUM rather than LOW because the PR edits a CI workflow and AGENTS.md. Neither edit adds a security surface.

Linked issue analysis

Closes #2038, with Refs (not Closes) for #1729 and #2001, as AC5 requires.

  • What must change, items 1–5: done. The two §3 blocks are re-rendered, ci-failure-analyst is untouched, §4 links ADR-0010, and §8a step 4, the merge checklist and the §11 row say "ratified".
  • Required judgment: §4b states, per role, what non-PR events do now. For pr-auto-review, they share …-sha-<head_sha>, so a later suite for the same SHA cancels an earlier one. For pr-review, a no-PR sweep or mention shares pr-review-enumerate, so a later sweep cancels an earlier one. It also says why the fallback is enumerate and not batch. No strategy:, env: or continue-on-error: is added.
  • AC1: met through the CI-run bats suite. The maintainer explicitly accepted this as the AC1 evidence in the 2026-10-03 re-review request. The bats check is green at this head.
  • AC2 and AC3: verified independently (see Findings).
  • AC4 (scope): the PR also touches .github/workflows/lint.yml and AGENTS.md. Without the bats-list entry, the new suite would never run in CI. The maintainer's steer said "Do not touch lint.yml / AGENTS.md again", and the maintainer rewrote the PR body to name these files. That accepts them as they stand. They were not changed after the steer.
  • Human steer (2026-10-03T02:36Z): handled. §4b now spells out both cancellation changes, and the bats header and §9 note that the snapshots do not track channel refs. The maintainer's later comment explicitly accepts the pr-review-enumerate sweep cancellation for the pilot. It proposes a dry_run-aware slot as a follow-up, not as a requirement for this PR.

Findings

Checked: §3 conformance with ADR-0010

  • pr-auto-review: the group is pr-auto-review-ready-check-${{ (pull_request.number && 'pr-N') || 'sha-'+(check_suite.head_sha || workflow_run.head_sha) }}. Every possible result has the role prefix, and the expression reads payload only. pull_request and pull_request_review both carry pull_request.number, so PR events keep their old per-PR slot. cancel-in-progress is the literal true.
  • pr-review: the fallback order is pull_request number → check_suite PR → github.event.inputs.pr_url (the workflow_dispatch payload, not the inputs context) → client_payload.pr_url → the literal 'enumerate'. An empty pr_url is falsy, so a sweep correctly lands in enumerate. cancel-in-progress is the literal true.

Checked: fixtures against the real pinned reusables (fetched live)

  • pr-review.yml@pr-review/stable: the tag resolves to 776c958…, which matches the snapshot header. The workflow_call inputs (agent_ref, pr_url, dry_run, force_review) match. The workflow-level concurrency group is verbatim from source lines 111–130, ending in pr-review-batch with cancel false. So the collision test is not vacuous, and enumerate correctly avoids the reusable's pr-review-batch group.
  • pr-auto-review-reusable.yml@pr-auto-review/v1-stable and ci-failure-analyst-reusable.yml@7974717…: neither declares concurrency (workflow or job level) or workflow_call inputs. The snapshots match.
  • dev-lead-reusable.yml@dev-lead/v139-stable: the snapshot keeps only agent_ref, the one input the caller forwards. It omits the optional event_name input and the reusable's dev-lead-* workflow-level groups. This is harmless today, because the markets dev-lead job declares no caller group. Nit, non-blocking: if a dev-lead caller group is ever added, refresh this snapshot to include the reusable's concurrency first, or the collision check will pass without testing anything.

Unresolved threads (3), all answered by the author and none blocking

  • Gemini at doc lines 221 and 254 (null guards): false positives. In GitHub Actions expressions, a property read on a missing object evaluates to null and does not error. The existing &&/|| chains already rely on that.
  • Codex at bats:55 (channel refs not resolved): a known limitation, not fixed. The maintainer's steer asked for it to be documented rather than fixed, and it is now noted in the bats header and §9. Resolving channels in CI would make the suite need network access.
  • Branch protection may still require these three threads to be marked resolved before merge.

Behavior change accepted by the maintainer (recorded for traceability)

  • A dry-run sweep can now cancel an in-flight live sweep in the shared pr-review-enumerate slot. The maintainer accepted this for the pilot. The suggested follow-up is to add github.event.inputs.dry_run to the enumerate slot.

Secret scan: the run_secret_scanning MCP tool is not available in this run. The gitleaks CI check passed. No secrets, credentials or run: steps are added. The lint.yml edit only adds a path filter and a bats file to the list.

No new correctness, security or maintainability defects found.

CI status

All required checks pass at b6b0bd4: Lint, bats, ShellCheck/shellcheck, actionlint, CodeQL, SonarCloud (quality gate passed), Secret scan (gitleaks), validate-ingress-if, validate-caller-inputs, template-drift, concurrency-config, AgentShield and the rest. The only SKIPPED checks are dependency-audit language jobs and dev-lead resume/ci-relay, which do not apply to this PR. Nothing is failing or pending.

@donpetry-bot human re-review request at head b6b0bd4 (CI green; the prior mention at 19:58Z produced no decision). Maintainer assessment: §3/§4 conform to the accepted ADR-0010; §4b states each role's behavior change; the bats test runs both validators on the extracted §3 YAML. Please review §3 conformance and the fixtures-versus-pinned-reusables fidelity.

Risk: MEDIUM
Reviewed commit: b6b0bd4258d0cd805956818a486693a2daa7ab7a
Review mode: triage-approved (single reviewer)

Summary

This PR re-renders the markets collapse package (docs/initiatives/agent-ingress-collapse-markets.md) to the accepted ADR-0010. In §3, the pr-auto-review and pr-review job-level concurrency groups now start with a role-prefixed literal and read only event-payload fields. They no longer use github.run_id or the inputs.* context, and both cancel-in-progress values are the literal true. ci-failure-analyst is unchanged. §4, §8a, the merge checklist and the §11 row now say the ruling is ratified, and a new §4b states the behavior change for each role. A new bats suite pulls the §3 YAML out of the doc and runs validate-ingress-if.sh and validate-caller-inputs.sh on it, using trimmed snapshots of the pinned reusables. lint.yml is changed so this suite runs, and AGENTS.md records that change as a repo-specific exception. Risk is MEDIUM because the PR touches a CI workflow and AGENTS.md. Neither change adds a security surface. CI is green.

Linked issue analysis

Closes #2038. #1729 and #2001 are linked as Refs, not Closes.

  • Items 1–5 (what must change): done. Both §3 blocks are re-rendered, ci-failure-analyst is untouched, §4 links ADR-0010, and the ruling is marked ratified in §8a step 4, the merge checklist and the §11 row.
  • Required judgment: §4b covers the behavior change for each role.
    • pr-auto-review: check_suite and workflow_run events now share one slot per head SHA, so a later event for the same SHA cancels an earlier run.
    • pr-review: sweeps with no PR share one pr-review-enumerate slot, so a later sweep cancels an earlier one.
    • §4b also says why the fallback is enumerate and not batch.
    • No strategy:, env: or continue-on-error: is added.
  • AC1: met by the bats suite that CI runs. The suite is green at this head, and the maintainer accepted it as the AC1 evidence.
  • AC2 and AC3: I checked both myself (see Findings).
  • Human steer (2026-10-03): handled. §4b states both cancellation changes, with reasons. The bats header and §9 note that the snapshots do not follow channel refs. lint.yml and AGENTS.md were not changed after the steer, and the PR body names them. The maintainer accepted the sweep cancellation for the pilot. Making the enumerate slot aware of dry_run is a follow-up and is not required here.

Findings

§3 conformance with ADR-0010: verified

  • pr-auto-review: the group is pr-auto-review-ready-check-${{ (pull_request.number && 'pr-N') || 'sha-'+(check_suite.head_sha || workflow_run.head_sha) }}.
    • Every result keeps the role prefix, and the expression reads the event payload only.
    • pull_request and pull_request_review events both carry pull_request.number, so PR events keep their per-PR slot.
  • pr-review: the group falls back in this order: PR number, then check_suite PR, then github.event.inputs.pr_url (the dispatch payload, not the inputs context), then client_payload.pr_url, then the literal 'enumerate'.
    • An empty pr_url is falsy, so a sweep correctly falls through to enumerate.
    • enumerate does not resolve to the reusable's own pr-review-batch group.

Snapshot fidelity: checked against the live pinned reusables

  • pr-review.yml@pr-review/stable: the tag resolves to 776c9585…, which matches the snapshot header. The four workflow_call inputs match, and the workflow-level concurrency group matches the source exactly (pr-review-batch, cancel false). So the collision test really checks something.
  • pr-auto-review-reusable.yml@pr-auto-review/v1-stable and ci-failure-analyst-reusable.yml@7974717…: neither declares workflow_call inputs or concurrency at any level, which matches the snapshots.
  • dev-lead-reusable.yml@dev-lead/v139-stable (minor, not blocking): the snapshot leaves out the event_name input and the reusable's dev-lead-* workflow-level group. That is harmless today, because the markets dev-lead job declares no caller group and forwards only agent_ref. If a caller group is ever added, refresh this snapshot first.

Unresolved threads (3): all answered, none blocking

  • Gemini, doc lines 221 and 254 (null guards): false positives. In Actions expressions, reading a property of a missing object gives null rather than an error.
  • Codex, bats:55 (channel refs): a known limitation. Per the maintainer's steer it is documented in the bats header and §9 rather than fixed.

Secret scan: the run_secret_scanning MCP tool is not available in this run. The gitleaks check passed. The PR adds no secrets and no run: steps.

I found no new correctness, security or maintainability problems.

CI status

All checks pass at b6b0bd4, including Lint, bats, ShellCheck, actionlint, CodeQL, SonarCloud, gitleaks, validate-ingress-if, validate-caller-inputs, template-drift, concurrency-config and AgentShield. The only skipped checks are dependency-audit language jobs and dev-lead relay/resume jobs, which do not apply to this PR. Nothing failed or is pending.

Re-read the current CodeRabbit summary (edited after my earlier disposition). Its Security Architecture Review carries one Low reliability concern plus a hardening proposal: the adopted enumerate group lets a later no-PR sweep, including a dry run, cancel an active write-capable sweep.

  • This is the deliberate ADR-0010 behavior. §4b of the doc states it, and the maintainer accepted the sweep cancellation for the pilot (steer of 2026-10-03). Making the enumerate slot dry_run-aware is a recorded follow-up, not part of this PR.
  • Runtime proof of cancellation and recovery against the referenced reusable is a pre-deployment check outside this docs and fixtures change.
  • The snapshot-versus-channel drift point is already documented in the bats header and §9. No code change was made for this comment.

@donpetry-bot re-review request at head b6b0bd4. Your last two approvals on this SHA (20:02Z, 22:24Z) were withdrawn about a minute after posting. The only open items were three finding-bot threads (gemini x2, codex x1) with reasoned 'Skipped' dispositions. I reviewed each, agree with them, and have resolved the threads and minimized the root comments as RESOLVED, so 0 are unresolved now. Please re-run the review.

Reviewed commit: b6b0bd4258d0cd805956818a486693a2daa7ab7a
Review mode: triage-approved (single reviewer)

Summary

Re-renders the markets collapse package §3 pr-auto-review and pr-review job-level concurrency blocks to the bounds of the accepted ADR-0010 (role-prefixed literal head, event-payload parts only, literal cancel-in-progress, no run_id/inputs.*), marks the §4 ruling ratified across §4/§8a/§10/§11, documents the per-role behavior change in a new §4b, and adds a bats regression test that extracts the §3 YAML from the doc and runs both ingress validators against trimmed snapshots of the pinned reusables. lint.yml gains a path filter + bats registration and AGENTS.md records that as a repo-specific exception.

Linked issue analysis

Closes #2038; Refs #1729 and #2001 (AC5 met).

  • What must change 1–3: pr-auto-review now groups pr-auto-review-ready-check-{pr-<n> | sha-<head_sha>} with cancel-in-progress: true; pr-review drops inputs.pr_url (→ github.event.inputs.pr_url, the dispatch payload) and run_id (→ literal 'enumerate'); ci-failure-analyst is untouched (pinned by a dedicated test).
  • 4–5: §4 links ADR-0010 as accepted; §8a step 4, the 'Before you merge' bullet and the §11 gap row all read ratified.
  • Required judgment: §4b states, per role, the non-PR-event behavior and the cancellation change (same-SHA readiness-check cancellation; sweeps now share pr-review-enumerate and a later sweep — including a dry run — cancels an in-flight one). The maintainer explicitly accepted the sweep cancellation for the pilot and tracked the dry_run-aware slot as a follow-up. No strategy:/env:/continue-on-error: added.
  • AC1–AC3: tests/agent_ingress_markets_package.bats runs validate-ingress-if.sh and validate-caller-inputs.sh on the extracted §3 YAML and asserts role prefixes, literal booleans and no collision; the bats and validate-ingress-if / validate-caller-inputs CI jobs are green on this head. I independently verified fixture fidelity against the live pins: pr-review.yml@pr-review/stable (tag → 776c958) declares the same workflow-level group (pr-review-pr-… / pr-review-batch, cancel false) and the same four workflow_call inputs as the snapshot; pr-auto-review-reusable.yml@pr-auto-review/v1-stable and ci-failure-analyst-reusable.yml@7974717… declare no concurrency, matching their snapshots. The collision test is therefore not vacuous.
  • AC4 (scope): the PR also touches .github/workflows/lint.yml (doc path filter + bats registration, so doc-only edits re-run the suite) and AGENTS.md (repo-specific exception entry, following the existing pattern). Both are named and justified in the PR body, and the maintainer acknowledged them in the 2026-10-03 steer. Accepted as a necessary support change.

Findings

No blocking findings.

  • ✅ §3 conformance with ADR-0010: every possible leading result is role-prefixed, every cancel-in-progress is a literal, no run_id/bare inputs.* remains (also asserted by the bats test).
  • ✅ The enumerate fallback correctly avoids resolving to the reusable's pr-review-batch group (which the stem-based collision check would not catch); a dedicated test pins it.
  • ℹ️ (non-blocking, already tracked by the maintainer) A dry-run sweep can cancel an in-flight live sweep via the shared pr-review-enumerate slot; documented in §4b, follow-up to make the slot dry_run-aware.
  • ℹ️ (non-blocking, documented) Snapshot fixtures do not detect promotion of channel refs (pr-review/stable, pr-auto-review/v1-stable); noted in the bats header and §9.
  • Review threads: 0 unresolved. Prior bot findings (gemini ×2, codex ×1, CodeRabbit) carry reasoned dispositions and were resolved by the maintainer.
  • Secret scan: the run_secret_scanning MCP tool was not available in this run; gitleaks CI is green and the diff contains no credentials (docs, bats, YAML fixtures).

CI status

All checks green on b6b0bd4 — including Lint, bats, ShellCheck, actionlint, CodeQL, SonarCloud (quality gate passed), Secret scan (gitleaks), AgentShield, validate-ingress-if, validate-caller-inputs, template-drift, caller-stub-freeze. Skipped jobs are ecosystem-not-applicable (dependency-audit sub-jobs, dependabot) or event-gated (dev-lead ci-relay/resume).
