Summary

Engines can now be switched with GitHub Actions variables (org or repo level), with no code change and no release:

Variable Default Meaning
AI_ENGINES claude, gemini, copilot Ordered list of enabled engines. An engine not listed is never used; the order is the fallback order; the first entry is the primary.
AI_DUCK_ENGINE automatic Rubber-duck engine: claude, gemini, copilot, or none.
AI_DUCK_MODEL engine default Model for an explicit AI_DUCK_ENGINE.
GEMINI_FLASH_MODEL / GEMINI_PRO_MODEL gemini-3.8-flash / gemini-2.5-pro Gemini model ids, now settable as variables.
REVIEW_ENGINE / DEV_LEAD_ENGINE unset Legacy primary overrides. Ignored, with a warning, when AI_ENGINES disables the engine they name.

Examples: AI_ENGINES=claude,gemini turns Copilot off. AI_ENGINES=gemini,claude makes Gemini primary. AI_ENGINES=claude means Claude only.

  • scripts/lib/engine-chain.sh (new) parses the chain, shared by engine.sh, validate-engines.sh and review-batch.sh. An unknown name such as claude, cluade invalidates the whole value: the default chain is used and a warning is logged, so a typo can't silently drop fallbacks. This keeps the existing DEV_LEAD_ENGINES contract (engine fallback: Copilot license/policy denial misclassified as engine-error — chain aborts before gemini and hard-fails the job (org has no Copilot subscription) #1546), which is still read when AI_ENGINES is unset.
  • review-batch.sh walks AI_ENGINES instead of the hard-coded claude → gemini → copilot:
    • it starts on the first available engine when the primary is unusable;
    • if later engines exist but none is usable, it skips that PR and continues (previously the session could abort);
    • it aborts only when the chain has no later engine at all, which matches the old end-of-chain behaviour.
  • dev-lead's run_writer_with_fallback uses the same parser, and dev-lead-reusable.yml finally maps the variable. (DEV_LEAD_ENGINES existed in code but no workflow ever passed it.)
  • Rubber duck: chosen by AI_DUCK_ENGINE, otherwise the built-in cross-engine default, otherwise the next usable engine in AI_ENGINES. When no engine is usable, it's skipped with a notice instead of failing on every review.
  • Workflows can't split a string, so they derive the primary with startsWith(vars.AI_ENGINES, …). The scripts enforce the full list.

Problem

Part of #1960 (AC-1, AC-2, AC-4). For AC-3, the Gemini pro model is now a variable (GEMINI_PRO_MODEL), but I haven't changed the default, since I can't verify which model this key can use. Epic #1895.

Risk

Medium. This changes engine selection and fallback in pr-review and dev-lead.

  • With every variable unset, behaviour matches today's default chain.
  • There are two deliberate changes:
    • the pre-flight probe now marks Copilot unavailable on a ghp_ token and Gemini available when any key has credits;
    • a Gemini runtime failure followed by an unavailable Copilot skips the PR instead of aborting the session.
  • If REVIEW_ENGINE or DEV_LEAD_ENGINE is set as an org variable today, it keeps overriding the primary. Delete it to let AI_ENGINES order decide.

Test plan

  • New tests/dev-lead/unit/test_engine_chain_config.bats (29 cases, run by test-dev-lead.yml), covering:
    • parsing: order, case, duplicates, typo and glob fall back to the default, legacy DEV_LEAD_ENGINES;
    • primary and override rules, availability, and the forward-only fallback walk;
    • duck selection, including none, an explicit engine and model, and a model that must not follow the duck onto another engine;
    • validate: key 1 depleted but keys 2 and 3 fine means available; all depleted means unavailable; ghp_ rejected and github_pat_ accepted; disabled engines not probed;
    • review-batch.sh with the real library: claude, copilot skips Gemini; gemini, claude makes Gemini primary; a disabled REVIEW_ENGINE is ignored; skip-and-continue; a single-engine chain aborts.
  • tests/test_batch_fallback.bats, test_engine_unavailable_notice.bats and test_batch_skip_reporting.bats now copy the library, and all pass unchanged in their assertions. tests/test_validate_engines.bats and tests/test-validate-engines.sh (12/12) also pass.
  • I ran all 56 bats files touching the engine, pricing, batch, validate or review scripts. No new failures compared with the post-fix(engine): unblock Opus 5.5 deep tier — valid Sonnet 5 id, fresh CLI cache, honest chain errors (#1957) #1958 baseline; the remaining 49 are the same environmental failures seen on main.
  • shellcheck --severity=warning -x over all of scripts/: clean. actionlint on the two workflows: only the pre-existing SC2129 on main. check-duplicate-decls.sh, validate-caller-inputs.sh, caller_stub_freeze.sh, validate-ingress-if.sh and validate-workflow-schedules.sh pass. markdownlint is clean on the docs. A gitleaks scan of main..HEAD found no leaks.

Rollback

Revert this PR. There are no side effects: without the new variables, behaviour matches the pre-PR default chain.

Monitoring

  • Each pr-review and dev-lead run logs ::notice::Engine chain (AI_ENGINES): … plus a notice for any disabled engine.
  • A depleted Gemini key shows as ::warning::Gemini key(s) with depleted prepayment credits: GOOGLE_API_KEY…, and Gemini stays available while any key has credits.
  • The tier-2 log line now reads rubber duck (<model> via <engine>), or none with a skip notice.
  • This takes effect only after Release Manager autocut cuts it to next.

Interaction contract

  • N/A — this PR does not add or change an agentic role.

Checklist

  • shellcheck scripts/*.sh passes for any changed shell scripts.
  • Docs updated where behavior or standards changed (docs/engine-configuration.md, docs/pr-review-agent/setup.md).

    • Choose or disable the engine used for optional “rubber-duck” reviews.
    • Gemini availability checks now account for multiple configured API keys.
  • Bug Fixes
    • Copilot credentials using classic ghp_ tokens are no longer treated as valid.
  • Documentation
    • Added guidance on engine selection, configuration, fallback behavior, and availability checks.

…a AI_ENGINES; probe every Gemini key

Engines can now be switched with Actions variables, no code change:

- AI_ENGINES (default "claude, gemini, copilot") is the ordered list of
enabled engines: an engine not listed is never used, the order is the
fallback order, and the first entry is the primary. REVIEW_ENGINE and
DEV_LEAD_ENGINE remain legacy primary overrides (ignored, with a warning,
when AI_ENGINES disables them); DEV_LEAD_ENGINES (#1546) is read when
AI_ENGINES is unset. An unknown engine name invalidates the whole value
and the default chain is used, so a typo never silently drops fallbacks.
Parsing lives in scripts/lib/engine-chain.sh, shared by engine.sh,
  validate-engines.sh and review-batch.sh.
- review-batch.sh walks AI_ENGINES instead of the hard-coded
claude → gemini → copilot, starts on the first available engine when the
primary is unusable, and skips (rather than aborts on) a PR when later
engines exist but none is available.
- The rubber duck is chosen by AI_DUCK_ENGINE (claude|gemini|copilot|none)
or automatically from the enabled, available engines; with none left it
is skipped with a notice instead of failing on every review. AI_DUCK_MODEL
sets the model for an explicit duck engine.
- GEMINI_FLASH_MODEL / GEMINI_PRO_MODEL are wired to Actions variables.

Pre-flight probe fixes (#1960):
- The Gemini billing probe tested only the first key, so one empty key
disabled Gemini even though GOOGLE_API_KEY_2/_3 (#1777) had credits. It
now probes every configured key; Gemini is unavailable only when all are
depleted, and depleted keys are reported by name.
- Copilot is reported unavailable on a classic PAT (ghp_), which Copilot
rejects, in validate-engines.sh and the headroom probe — the rule dev-lead
  already applied (#1495).
- Engines disabled by AI_ENGINES are reported with a notice and not probed.

Docs: docs/engine-configuration.md; pr-review setup table updated.
Tests: tests/dev-lead/unit/test_engine_chain_config.bats (29 cases); the
batch test fixtures now copy scripts/lib/engine-chain.sh.

The Claude-token preflights ran before any engine selection, so a chain
without claude (AI_ENGINES=gemini,copilot) still failed: in pr-review.yml
when a legacy REVIEW_ENGINE=claude remained, and in dev-lead-reusable.yml
(both jobs) and dev-lead-preflight.sh unconditionally (CodeAnt review on
#1961). The workflow preflights mirror the engine-chain rule inline (they
run before the scripts are checked out): only a valid AI_ENGINES list that
omits claude skips the token; empty or invalid values keep the default
chain, which includes claude. dev-lead-preflight.sh uses
scripts/lib/engine-chain.sh directly. Three new bats cases cover it.

Code Review

This pull request introduces a configurable AI engine chain (AI_ENGINES) to manage LLM engine enablement, fallback ordering, and pre-flight availability checks across the review scripts, accompanied by comprehensive unit tests. The review feedback highlights a bug in ai_engine_next_available when the current engine is empty, and points out several shell scripting safety issues under set -e, such as executing command substitutions inside conditional lists and using standalone conditional expressions on their own line to propagate exit status.

…acy primary, runtime-unavailable fallback

- validate-engines.sh: Copilot is available only with COPILOT_GITHUB_TOKEN
itself; a generic GH_TOKEN made `gh copilot --version` pass and reported
Copilot available for runs that then failed (CodeAnt).
- engine-chain.sh: ai_engine_primary normalizes the override's case
  (REVIEW_ENGINE=GEMINI); ai_engine_chain_problem warns when AI_ENGINES
starts with a space or comma, which the workflows' startsWith() primary
  derivation cannot skip (CodeAnt, CodeRabbit).
- dev-lead-reusable.yml: DEV_LEAD_ENGINE derives the primary from
  AI_ENGINES || DEV_LEAD_ENGINES, matching the AI_ENGINES value, so a
legacy-only DEV_LEAD_ENGINES keeps its order (CodeRabbit).
- review-batch.sh: when the last fallback is unavailable at runtime
(exit 55/127) rather than rate-limited, skip the PR and continue instead
  of aborting the session (CodeRabbit).

Four new bats cases (36 total in test_engine_chain_config.bats).

Automated review — NEEDS HUMAN REVIEW

Risk: MEDIUM
Reviewed commit: cdf838b8fb4dde28d8613edef4560d14c4d86387
Review mode: triage-approved (single reviewer)

Summary

Adds AI_ENGINES-driven engine enablement/fallback ordering (new scripts/lib/engine-chain.sh, shared by engine.sh, validate-engines.sh, review-batch.sh), per-key Gemini billing probes, classic-PAT (ghp_) rejection for Copilot, configurable rubber-duck engine, and 29 new bats cases. The design is sound and the credential changes tighten (not loosen) validation, but the PR cannot auto-approve: required test suites are still running and 13 review threads are unresolved, at least two of which describe real edge-case inconsistencies.

Linked issue analysis

No closingIssuesReferences. The body deliberately scopes to 'Part of #1960 (AC-1, AC-2, AC-4)' under epic #1895, with AC-3 (Gemini pro model default) intentionally deferred and explained. The described problems (probe testing only the first Gemini key; Copilot reported available on a ghp_ PAT; no variable-driven provider switch) are all substantively addressed in the diff. Not the blocker.

Findings

Blocking (decision gates):

  1. CI not green (gate 2). bats and unit are still IN_PROGRESS at review time — these are exactly the suites that exercise the new engine-chain code and the 29 new test cases. Several dispatch/relay checks are also pending. Cannot verify green.
  2. 13 unresolved review threads (gate 4) from codeant-ai, CodeRabbit and gemini-code-assist. The substantive ones deserving an answer or fix:
    • CodeRabbit (Major, dev-lead-reusable.yml): AI_ENGINES env falls back to vars.DEV_LEAD_ENGINES, but the DEV_LEAD_ENGINE derivation checks only startsWith(vars.AI_ENGINES, …). With only the legacy DEV_LEAD_ENGINES=gemini,claude set, the workflow derives claude as primary; the scripts then honor claude as an enabled legacy override — contradicting the documented "first entry is primary" contract for legacy users.
    • codeant-ai (Major, pr-review.yml): the Claude-token preflight keys off the derived REVIEW_ENGINE; with legacy vars.REVIEW_ENGINE=claude but AI_ENGINES excluding claude, the workflow fails the preflight while the scripts would warn and run on the enabled engine.
    • codeant-ai (Major, engine-chain.sh): ai_engine_primary compares the override case-sensitively against the lowercased chain, so REVIEW_ENGINE=GEMINI silently falls back to the first engine despite the documented case-insensitive parsing.
    • gemini-code-assist (high, ai_engine_next_available): claims an empty current matches the chain membership test. On inspection this looks incorrect (empty current yields a two-space pattern that cannot match, so the whole chain is searched — the intended semantic), but the thread should be answered rather than left dangling.
    • The remaining gemini-code-assist set -e style suggestions are largely defensive/non-blocking, but the threads are unresolved.

Non-blocking observations:

  • Secret scan: the run_secret_scanning MCP tool is not available in this environment; gitleaks CI is green. Diff inspection found no secret material — depleted Gemini keys are reported by NAME only, and test fixtures split token prefixes ("ghp_""abc") to stay scanner-safe.
  • Credential-handling delta is risk-reducing: ghp_ removed from accepted Copilot token prefixes in both check_provider_headroom and the preflight probe, matching dev-lead's existing rule ([bug] Copilot engine fallback dead on classic PAT (ghp_) — Claude 429s misclassified as engine-error, escalating transient quota blips to needs-human #1495).
  • Modified workflows (pr-review.yml, dev-lead-reusable.yml) are org-logic files, not frozen thin caller stubs; caller-stub-freeze, validate-caller-inputs, actionlint, ShellCheck, CodeQL and SonarCloud are all green.
  • Triage note: triage cleared this as low-risk, but an 855-addition, 13-file cross-module change to engine selection (author self-rates Medium) is MEDIUM under the taxonomy. MEDIUM is still approvable — the failure is on gates 2 and 4, not risk class.

CI status

Not fully green: bats (IN_PROGRESS), unit (IN_PROGRESS), plus queued/pending pr-auto-review, dev-lead dispatch/relay/resume checks and CodeRabbit. All completed checks are green: shellcheck, actionlint, CodeQL, SonarCloud quality gate, gitleaks, caller-stub-freeze, validate-caller-inputs, unit-tests, holdout-guard, agent-shield, and the full workflow-guard suite.

…ne-chain suite in lint

- ai_engine_primary: when AI_ENGINES is set but invalid, the full default
  chain applies, primary included — the workflow-derived REVIEW_ENGINE /
DEV_LEAD_ENGINE (read from the raw first token) is no longer honoured.
- lint.yml: add tests/dev-lead/unit/test_engine_chain_config.bats to the
bats list (AGENTS.md rule for new test files).
- New test for the invalid-list primary case.

For reviewers: the three dev-lead replies posted at 05:09Z (on dev-lead-reusable.yml:142, pr-review.yml:195 and validate-engines.sh:192) were generated against the stale head cdf838b8, and dev-lead pushed nothing. This is the same stale-SHA pattern as #1959. Its claimed tests/test_validate_engines.bats additions are not on the branch.

The fixes those threads asked for are on the branch, in 8597fe1a and b020a08e, with coverage in tests/dev-lead/unit/test_engine_chain_config.bats. The current head is 8b814f39, and that suite is now wired into the lint.yml bats list.

… keys; tighter fallback/preflight

- run_duck (copilot): an explicit AI_DUCK_MODEL now overrides COPILOT_API_MODEL
for the call instead of only being logged.
- run_duck (gemini): goes through _gemini_chain_invoke with a single-model
chain, so the duck gets per-key rotation with probe-depleted keys last.
- review-batch.sh: _fallback_unavailable tracks the last engine tried, so a
rate-limited final engine after an unavailable middle one still aborts the
session instead of skipping the PR.
- pr-review.yml token preflight: an invalid AI_ENGINES means the default
primary (Claude), so the token is required even when the raw first token
  derived a non-Claude REVIEW_ENGINE.
- Three bats cases (each fails without its fix).

The invalid-list change in dc0a612 split the REVIEW_ENGINE check onto its
own line, which broke the #1587 contract test (pr-review-preflight): the
engine check, the 'claude' literal and CLAUDE_CODE_OAUTH_TOKEN must sit on
the single gating condition. Same behaviour, one condition.

… a bad AI_ENGINES; Gemini duck honours GEMINI_FLASH_MODEL

- pr-review.yml token preflight: resolve the effective primary inline with
the same rules as ai_engine_primary (REVIEW_ENGINE only when AI_ENGINES
enables it; invalid list → default primary), so AI_ENGINES=claude with a
stale REVIEW_ENGINE=gemini still requires the Claude token. Matches the
  library on a 105-case matrix.
- engine.sh: report ai_engine_chain_problem when sourced (dev-lead never runs
validate_engines); AI_ENGINES_PROBLEM_REPORTED keeps it to one warning.
- set_engine_config (copilot primary): the default Gemini duck model follows
  GEMINI_FLASH_MODEL instead of a hard-coded id.
- Two bats cases (both fail without the fix).

Acknowledged — this is a Qodo trial-ended billing notice, not a code finding. No action required in this PR; Qodo review resumption is a workspace-billing matter for the org admin, not something changeable in this branch.

Acknowledged — this CodeRabbit comment is an auto-generated walkthrough plus a "review limit reached" rate-limit notice, not an actionable finding. No code change is required for it; CodeRabbit's own inline findings arrive as review threads and none are currently open on this PR.

The dev-lead / dispatch failure at 05:41Z (run 36296702499) isn't from this PR's code. It is dev-lead's own fix-reviews run triggered by the Codex review of the stale head 8b814f39, which is INTENT_HEAD_SHA in the run. The branch had already moved to f2af3108, so its result could not land. That is the same stale-SHA pattern as the three no-push replies above, tracked in #1959. It is not a check on the current head, and re-running it against 8b814f39 would do nothing useful. No fix exists yet; the fix belongs in #1959, not in this PR. CI on the current head is what gates this PR.

…ed engines in the batch walk

- engine-chain.sh: newlines/CR/tabs separate engines like commas, so a
multi-line value is parsed (and validated) whole instead of as its first line.
- review-batch.sh:
  - a Copilot licensing/policy denial (#1546 phrases, kept in sync with
engine.sh by a bats case) counts as runtime-unavailable: the engine is
    marked unavailable and the chain continues instead of a hard failure;
  - engines that hit a genuine rate limit are remembered for the batch, so
    later PRs start on a still-usable engine and the forward walk skips them;
when nothing usable is left the session stops instead of re-invoking an
exhausted engine for every remaining candidate.
- Four bats cases (each fails without its fix).

Review — fix requested (cycle 2/3)

The automated review identified the following issues. Please address each one:

Findings to fix

Automated review — NEEDS HUMAN REVIEW

Risk: MEDIUM
Reviewed commit: f2af3108d7edb6607886e2633b91083cacf26c1b
Review mode: triage-approved (single reviewer)

Summary

Well-executed engine-configuration feature (AI_ENGINES enablement/ordering, per-key Gemini billing probe, classic-PAT Copilot rejection) with strong test coverage and green CI, but 3 review threads posted on the head commit are unresolved, and one of them (multiline AI_ENGINES bypasses whole-value invalidation) reproduces as a real contract violation.

Linked issue analysis

No closing issue reference (intentional: the PR is "Part of #1960", delivering AC-1, AC-2 and AC-4, under epic #1895 / #1899). The body maps each acceptance criterion to the implementation and explains why AC-3's default model is deliberately unchanged. The referenced issues are substantively addressed for the scoped ACs.

Findings

Blocking (gate 4 — unresolved review threads on head commit f2af310):

  1. CONFIRMED — scripts/lib/engine-chain.sh:42 — multiline AI_ENGINES bypasses whole-value invalidation. IFS=$' \t' read -r -a toks consumes only the first line of the value. I reproduced it: AI_ENGINES=$'claude\ncluade' parses to a claude-only chain with rc=0 and no ai_engine_chain_problem warning — exactly the silent-fallback-drop the documented contract ("a typo can never silently drop fallbacks") exists to prevent. Actions variables can hold multiline values, and notably the inline parsers mirrored into dev-lead-reusable.yml / pr-review.yml split on all whitespace (unquoted $spec expansion), so the workflow and the library disagree on the same input. Fix: split on all whitespace (e.g. readarray/loop over $'\n' too, or normalize newlines to spaces before read).

  2. PLAUSIBLE — scripts/review-batch.sh:265 — per-PR restart re-selects a rate-limited engine. The new per-PR block restarts on ai_engine_first_available, but a rate-limit (exit 2) never clears an engine's AVAILABLE flag — only exits 55/127 do. After Claude rate-limits and later engines are marked unavailable at runtime, every remaining PR retries Claude and pays its rate-limit round-trip before skipping. Efficiency, not correctness — worth a code comment or a rate-limited flag.

  3. PLAUSIBLE — scripts/review-batch.sh:304 — Copilot policy denial is not fallback-eligible. The probe is only gh copilot --version; an entitlement/org-policy denial at call time exits with a code other than 55/127, so the chain treats it as a review failure rather than engine-unavailable. Edge case; acceptable to waive with a comment.

Non-blocking notes:

  • Earlier bot findings (invalid-chain primary injection, case normalization, depleted-key ordering, duck model routing, lint suite registration) were addressed in commits 8b814f39..f2af310 and their threads resolved — the iteration quality here is good.
  • Secret handling is sound: GEMINI_DEPLETED_KEYS exports key NAMES only, never values; the probe reuses the pre-existing curl pattern; gitleaks is green. The relaxed CLAUDE_CODE_OAUTH_TOKEN preflight only skips when a VALID chain omits claude (invalid/empty values keep the requirement) — not a CI weakening.
  • run_secret_scanning MCP tool unavailable in this run; gitleaks CI check passed.

Requested action: resolve the three open threads — fix the multiline parse in _ai_engine_parse (finding 1), and either fix or explicitly waive findings 2 and 3 in-thread.

CI status

All checks green on the head commit: 0 failures across the rollup (shellcheck, actionlint, bats, unit-tests, CodeQL, SonarCloud quality gate, gitleaks, agent-shield, and the org guard suite all SUCCESS). CANCELLED entries are superseded concurrency-cancelled runs of comment-triggered dev-lead/review workflows, each with a later SUCCESS or SKIPPED run. The new bats suite is registered in lint.yml and ran in CI.

…ly AI_ENGINES in dev-lead preflight

- review-batch.sh exports the batch's rate-limited engines as
AI_ENGINES_RATE_LIMITED, and ai_engine_available honours it, so the
review-one-pr.sh child (rubber-duck selection) skips an engine that already
hit a limit. Replaces the batch-local helpers with the library functions.
- dev-lead-reusable.yml (both token preflights): a tab- or newline-only
AI_ENGINES is treated as empty (default chain, Claude token required)
instead of a valid list without Claude.
- Two bats cases (both fail without the fix).

Automated review — APPROVED ✓

Risk: MEDIUM
Reviewed commit: 7197d599455db7b07197243a7e9e6eef1c1c2155
Review mode: triage-approved (single reviewer)

Summary

Re-review at cycle 2/3: the two new commits since f2af310 resolve all three findings from the prior review (multiline AI_ENGINES parse bypass, rate-limited engine re-selection across the batch, Copilot policy denial not fallback-eligible), each with a regression bats case. All review threads are resolved, CI is fully green on the head commit (bats included), and no new issues were introduced. Approving.

Linked issue analysis

No closingIssuesReferences — intentional: the PR is scoped as 'Part of #1960' (AC-1, AC-2, AC-4) under epic #1895/#1899, with AC-3 deliberately deferred and explained. Prior cycles already verified the scoped acceptance criteria are substantively addressed (AI_ENGINES-driven enablement/order, per-key Gemini billing probe, ghp_ rejection for Copilot); the delta since then only hardens those same behaviors.

Findings

Prior-review findings — all resolved (verified in the compare diff f2af310...7197d59):

  1. RESOLVED — multiline AI_ENGINES bypassed whole-value invalidation (was CONFIRMED). _ai_engine_parse now normalizes ,, \n, \r, \t to spaces before tokenizing (scripts/lib/engine-chain.sh), so a multi-line variable is parsed and validated whole instead of as its first line. The inline preflight parsers in dev-lead-reusable.yml were also fixed to treat a whitespace-only value (${spec//[[:space:]]/}) as empty → default chain, keeping workflow and library in agreement. Regression bats cases added.
  2. RESOLVED — per-PR restart re-selected a rate-limited engine. New batch-scoped AI_ENGINES_RATE_LIMITED (exported; honoured by ai_engine_available) remembers engines that hit a genuine rate limit, so later PRs start on a still-usable engine, the forward walk skips exhausted ones, and the rubber-duck selection in the review-one-pr.sh child process skips them too. When nothing usable remains the session stops with a clear ::error instead of re-invoking an exhausted engine per PR.
  3. RESOLVED — Copilot licensing/policy denial was not fallback-eligible. _runtime_unavailable now recognizes the #1546 policy-denial phrases in the captured output (kept in sync with engine.sh's _license_denied_pattern by a dedicated bats case), marks the engine unavailable, and continues the chain instead of hard-failing.

No new issues. The delta is tight and targeted (+125/−18 across 4 files, ~half of it tests): the refactor extracts _mark_unavailable/_mark_rate_limited helpers without changing the exit-code contract (55 = runtime-unavailable, 2 = rate-limited, 127 only on fallback), and the pre-existing behavior for an all-unavailable-but-not-rate-limited chain is unchanged.

Secret scan: run_secret_scanning MCP tool unavailable in this run; gitleaks CI check is green, and the new diff exposes key NAMES and provider error phrases only — no secret material.

Thread status (gate 4): 0 unresolved review threads (verified via GraphQL). The 3 threads blocking cycle 2 were fixed and resolved; no unanswered human-reviewer questions remain.

CI status

All validation checks green on head 7197d59: bats (now COMPLETED SUCCESS, including the 6 new regression cases), unit, unit-tests, shellcheck/ShellCheck, actionlint, CodeQL (python + actions), SonarCloud quality gate, gitleaks, agent-shield, caller-stub-freeze and the full org guard suite. The three CANCELLED dev-lead jobs are concurrency-superseded runs of the dev-lead agent workflow (every run on this branch cancels as new events arrive — it is automation, not a validator); cubic NEUTRAL is an AI-reviewer usage notice. Nothing failing.

Dev-Lead — fix-reviews (no-changes)

Agent reasoning
**What I found:**
- My worktree (HEAD `f2af310`) was 2 commits behind the remote branch `origin/claude/issue-1899-epic-unblock-26fy14` (head `7197d59`).
- A prior run already landed commit **`e3fc0139`** — *"fix(engine): multi-line AI_ENGINES, Copilot policy denial and exhausted engines in the batch walk"* — which fixes exactly the three threads:
  1. **Multi-line `AI_ENGINES`** (`engine-chain.sh`): newlines/CR/tabs now separate engines like commas, so a multi-line value is parsed and validated whole instead of just its first line.
  2. **Copilot policy denial** (`review-batch.sh`): a `#1546` licensing/policy denial counts as runtime-unavailable — the engine is marked down and the chain continues instead of hard-failing.
  3. **Exhausted-engine walk** (`review-batch.sh`): rate-limited engines are remembered for the batch (via a dedicated `_batch_rate_limited` registry) so later PRs don't re-invoke them; the session stops when nothing usable remains.
- That commit also added four bats cases, and a follow-up commit `7197d59` added related fixes.
- Querying PR #1961's review threads via GraphQL confirms **zero unresolved threads** remain (the harness resolved them after the prior run's addressed-marker replies).
**What I did this session:** I independently re-implemented all three fixes plus tests (all green locally), then discovered the equivalent work was already merged — the landed version's `_batch_rate_limited` design is actually cleaner than mine (it doesn't conflate rate-limit with unavailability). I discarded my redundant uncommitted edits, leaving the worktree clean. No commit, push, or thread resolution was performed.
Nothing further is required for this PR.

Automated review — APPROVED ✓

Risk: MEDIUM
Reviewed commit: 7197d599455db7b07197243a7e9e6eef1c1c2155
Review mode: triage-approved (single reviewer)

Summary

Confirmation review at cycle 2/3 (triage-approved re-review after the advisory-bot rate-limit window): the head SHA is unchanged from the prior approved review, all 33 review threads are resolved, every code/test/security check on the head commit is green, and an independent re-read of the full diff surfaced no new issues. The AI_ENGINES engine-chain work is well-tested (~40 new bats cases) and tightens credential validation rather than loosening it. Approving.

Linked issue analysis

No closingIssuesReferences — deliberate: the PR is scoped as 'Part of #1960 (AC-1, AC-2, AC-4)' under epic #1895/#1899, with AC-3 explicitly deferred and explained. Verified against #1960's problem statement: (1) Copilot is no longer reported available on a classic ghp_ PAT or a generic GH_TOKEN (validate-engines.sh + engine.sh headroom probe now apply the same rule as dev-lead's #1495/#1546 fallback); (2) the Gemini billing probe now tests EVERY configured key, keeps Gemini available while any key has credits, and exports depleted key NAMES so rotation tries them last; (3) the rubber duck is selected from enabled+available engines (select_duck_engine) and is skipped with a notice instead of failing every deep review; (4) AI_ENGINES gives variable-driven enablement/ordering with typo-safe whole-value invalidation. Substantively addressed with regression tests for each.

Findings

Fresh single-pass verification of the full diff (15 files, +1253/−149) — no new issues:

  1. Engine-chain library (scripts/lib/engine-chain.sh) — parsing is glob-safe (read -a, never unquoted expansion), normalizes commas/newlines/case, collapses duplicates, and an unknown token invalidates the whole value (default chain + one warning), so a typo can never silently drop fallbacks. ai_engine_primary ignores the workflow-derived override when the list is invalid, closing the 'copilot, typo still makes Copilot primary' gap found in cycle 1.
  2. Credential handling tightens, not loosens — classic ghp_ PATs and generic GH_TOKEN no longer count as Copilot auth; GEMINI_DEPLETED_KEYS exports variable NAMES, never values; secrets are only presence-checked (-z) or forwarded via env: maps to first-party plumbing; the workflow run: steps use env indirection, not direct template interpolation (no injection surface). Inline pre-checkout parsers in pr-review.yml / dev-lead-reusable.yml mirror the library and fail safe (invalid → default chain → token still required).
  3. Batch fallback walk — forward-only chain walk cannot cycle; batch-scoped AI_ENGINES_RATE_LIMITED prevents re-invoking an exhausted engine and is exported to the duck-selection child process; the skip-vs-abort split (unavailable chain → skip PR and continue; genuinely rate-limited exhausted chain → session abort) matches the documented contract and is covered by dedicated bats cases, including the middle-fallback-masking case.
  4. Prior-cycle findings remain resolved — multiline AI_ENGINES parse bypass, rate-limited engine re-selection, and Copilot policy-denial fallback each carry a regression test at this SHA; nothing changed since the prior approval (PRIOR_REVIEW_SHA == head).

Secret scan: run_secret_scanning MCP tool not available in this session — noted, not blocking; the gitleaks CI check is SUCCESS and no secret-shaped literal appears in the diff (test keys are placeholders k1/k2/k3).

CI status

All code checks green on 7197d59: bats, unit, unit-tests, ShellCheck ×2, actionlint, Lint, CodeQL (actions+python), gitleaks, Agent Security Scan, agent-shield, SonarCloud (quality gate passed, 0 new issues), Graphite, CodeRabbit, and the full guard/validate suite — SUCCESS. The only non-green entries are three dev-lead dispatch/ci-relay/resume jobs: the CANCELLED ones are superseded automation runs on stale heads, and the PENDING ones (run 36299098110, started 06:05:55Z, seconds after the prior bot approval) are the org's dev-lead automation reacting to the PR — not code validators and not required checks. Review decision: APPROVED; 0 of 33 review threads unresolved; no unanswered human-reviewer questions (the author's comments are informational dispositions of bot notices).
