Problem

Reviewer scorecard misses Graphite's check-run reviews (clean passes read as 'No response') and undercounts its PR reviews ~8×

From the issue: The weekly reviewer scorecard (#1220, scripts/reviewer_report.sh) misreports Graphite in two ways:

Risk

Low — changes automation shell logic under scripts/, covered by shellcheck (--severity=warning) and the bats suite.

Test plan

Tests added/updated: tests/reviewer_report.bats,tests/test_reviewer_sources.bats. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

Monitoring

This PR's Lint (shellcheck) and bats checks show pass/fail; watch subsequent dev-lead / pr-review runs for behavioral regressions.

Closes #1908

Review in cubic

Summary by CodeRabbit

  • New Features
    • Reviewer reports now count completed clean-pass check runs as reviews and classify skipped check runs as refusals.
    • The scorecard now uses Refused instead of Rate-limited; No response excludes clean-pass check runs, and trend reporting tracks refusals.
    • A new Collection health section highlights collection errors and incomplete results.
    • Collection retries resource-limited requests with smaller page sizes and supports more pages.
  • Documentation
    • Updated the reviewer report documentation with check-run tracking, collection health, and pagination details.

Code Review

This pull request implements support for check-run reviews (such as Graphite's clean passes) to prevent them from being miscounted as 'No response', resolving issue #1908. It updates the reviewer-source registry schema to version 2, fetches check runs via lightweight REST calls, retries failed GraphQL pages with halved page sizes, and surfaces collection errors and truncations in a new 'Collection health' section. The feedback focuses on shell scripting robustness and efficiency: optimizing loops by avoiding repeated jq subprocess spawning, preventing swallowed errors under 'set -e' by assigning command substitutions to variables before conditional checks, ensuring line-by-line reads handle missing trailing newlines, and asserting specific exit codes in BATS tests.

Review mode: triage-approved (single reviewer)

Summary

Implements #1908: the reviewer scorecard now counts Graphite's check-run reviews (clean passes no longer read as 'No response') and fixes the ~8x undercount caused by silently dropping repos whose page-1 GraphQL query hit the resource limit. The change is data-driven (new check_run_name column in reviewer-sources.tsv, schema v2), adds page-size halving with retry/backoff, and surfaces collect_error/truncation records in a new Collection health report section. Code quality is good with thorough bats coverage (10 new tests), but the PR is not mergeable yet: CI is not green and 8 bot review threads are unresolved.

Linked issue analysis

Linked issue #1908 is substantively addressed. Both reported failure modes are fixed: (1) Graphite clean passes reported only via the 'Graphite / AI Reviews' check run now count as real responses via a separate lightweight per-PR REST fetch, with 'too large' skips counted as refusals and unrelated skips/queued runs correctly contributing nothing; (2) the ~8x undercount root cause (HTTP-200 GraphQL responses carrying an errors array being read as 'no PRs') is fixed with error detection, halved-page-size retries, and prominent collect_error surfacing so drops are never silent. Tests cover the acceptance criteria including the 51st-review normalization case.

Findings

Blocking:

  1. CI not green — the template-drift check FAILED on this head commit (step: 'Check repo-template stubs have not drifted from standards/'), and the bats check was still IN_PROGRESS at review time. The PR touches no workflow stubs, so the drift failure may be environmental/baseline-related, but it must be investigated and green before merge — especially since this PR's own test suite runs under bats.
  2. 8 unresolved review threads from cubic-dev-ai (1×P1, 3×P2, 4×P3), none replied to. The P1 concerns the 'never silent' collection-health guarantee; a prior dev-lead fix pass (at e68c479) was explicitly marked status=partial with items at scripts/reviewer_report.sh:634 and :233 'not applied'. These threads are not outdated, so they apply to the current head.

Non-blocking observations:

  • The check-run classifier treats a completed run with conclusion success OR a summary matching 'review ran' as a real response; a failed-conclusion run whose summary happens to contain 'review ran' would count as a real response (flagged by cubic P2) — worth a tightening pass.
  • Secret scan: the run_secret_scanning MCP tool was not available in this environment; gitleaks CI check passed (SUCCESS), and the diff adds no credentials (shell/jq/docs/TSV only).

CI status

Not fully green at review time: template-drift = FAILURE, bats = IN_PROGRESS. All other checks green: shellcheck, unit-tests, Lint, CodeQL (actions+python), SonarCloud quality gate, gitleaks secret scan, agent-shield, actionlint, and the full validate-* suite all SUCCESS. Cancelled dev-lead/dispatch entries are superseded runs, not failures.

Dev-Lead — fix-bot-comment (no-changes)

Agent reasoning
**Template-drift Failure:** The PR has a failing CI check: `template-drift`. This check verifies files in `petry-projects/repo-template` haven't drifted from their standards-derived baselines. The failure identifies:
- 3 drifted workflow stubs (agent-shield.yml, copilot-setup-steps.yml, dependency-audit.yml)
- 1 missing file (agent-ingress.yml)
However, this is **known-red under issue #1448** — the lint.yml workflow explicitly documents this:
```yaml
# Excluded from the main-push trigger (#1486, AC4): this job is known-red under
# #1448, so it must not fail every merge until that is resolved.
```
This PR's changes (reviewer sources and scorecard reporting) are unrelated to template drift in `repo-template`. The drift reflects a pre-existing, known issue being tracked separately. **This is not actionable within the scope of this PR.**
**Conclusion:** No changes needed. The SonarCloud check passed (neutral summary), and the template-drift failure is a pre-existing known issue unrelated to this PR's scope.

Reviewed commit: 1ed8d7e917cff1a0884874d7bcfe163e38251029
Review mode: triage-approved (single reviewer)

Summary

Implements #1908: the reviewer scorecard now counts Graphite's check-run reviews (clean passes no longer read as 'No response') and fixes the ~8x undercount from silently-dropped repos whose GraphQL page hit the resource limit. All findings from the prior review cycle (sha 0e67d03) are resolved: the 8 cubic-dev-ai threads are resolved, and the 'failed run whose summary says review ran' classifier gap was tightened with a regression test. The sole remaining blocker is the template-drift CI check, which is red for reasons external to this PR: it compares petry-projects/repo-template against the standards channel, this PR touches no template stubs, and the same check passed on main one hour earlier — repo-template needs a re-seed (scripts/seed-repo-template.sh), which is outside this PR.

Linked issue analysis

Linked issue #1908 is substantively addressed. (1) Check-run reviews: data-driven check_run_name column in reviewer-sources.tsv (schema v2), separate lightweight per-PR REST fetch with --paginate, clean pass = real response (latency to completed_at), 'too large' skip = refusal, unrelated/empty-summary skip and queued suite = nothing (no-response). (2) Undercount: HTTP-200 GraphQL bodies carrying an errors array with null data are now detected and retried with halved page size + backoff (PR_PAGE_SIZE=10, PR_FETCH_MAX_ATTEMPTS=4); repos that still fail are recorded as collect_error and rendered in the new Collection health section, never silent. Truncation of nested connections and MAX_PR_PAGES caps are surfaced explicitly. 13 new bats tests cover the acceptance criteria including the 51st-review case and the failure-summary regression.

Findings

Blocking:

  1. CI not green: template-drift = FAILURE on this head commit. The failure is environmental, not caused by this PR: the check validates the external petry-projects/repo-template repo against the standards-derived baseline (standards/v1-stable @ 782e005f8359); three template stubs (agent-shield.yml, copilot-setup-steps.yml, dependency-audit.yml) DRIFTED and one (agent-ingress.yml) is MISSING there, while this PR changes only docs/scripts/tests and the same check passed on main at 03:55Z. Remedy: re-seed repo-template via scripts/seed-repo-template.sh (or fix the standards baseline), then re-run this PR's Lint workflow. This cannot be auto-approved past — the gate requires all checks green.

Resolved from prior cycle (sha 0e67d03):

  • All 8 cubic-dev-ai review threads are now resolved (0 unresolved threads on head).
  • The check-run classifier now gates the 'review ran' summary match on a non-failure conclusion (commit 1ed8d7e), with a dedicated regression test.
  • bats and unit completed SUCCESS on this head SHA.

Non-blocking notes:

  • Advisory bots (Codex, Qodo, CodeRabbit) posted rate-limit/billing notices; a pr-review rate-limited marker exists for this SHA (reset 05:58:41Z). Dev-lead dispositioned each as no-action; they carry no code findings.
  • Secret scan: the run_secret_scanning MCP tool was not available in this environment; the gitleaks CI check passed and the diff adds no credentials (shell/jq/docs/TSV only).

CI status

Red: template-drift = FAILURE (environmental, see Findings). Green on this head SHA: bats, unit, unit-tests, shellcheck (x2), Lint, actionlint, CodeQL (actions+python), SonarCloud quality gate, gitleaks secret scan, agent-shield, holdout-guard, duplicate-decl-gate, prompt-coverage, gh-aw-compile, and the full validate-/caller-/persona-* suite. In progress (advisory, non-blocking): cubic AI reviewer; pr-auto-review/check-and-dispatch is this review's own workflow.

Summary

Well-designed, data-driven fix for the Graphite check-run/undercount problem (#1908) with strong test coverage — but a bash parameter-expansion bug makes the headline check-run feature silently no-op at runtime, and an (unrelated, org-wide) template-drift CI check is red.

Linked issue analysis

Linked issue #1908 (Closes) is substantively addressed in design: check-run reporters are registry-driven (reviewer-sources.tsv schema v2, check_run_name column), clean passes / "too large" refusals / queued suites are classified per the issue's three states, the GraphQL resource-limit silent-drop root cause is fixed with halved-page retries + collect_error records, and truncation is surfaced in a Collection health section. However, the runtime wiring of the check-run fetch is broken (Finding 1), so the shipped code would NOT actually fix the "clean pass reads as No response" half of the issue in production.

Findings

1. BLOCKING (correctness, must fix): ${REVIEWER_CHECK_RUN_JSON:-{}} corrupts the reporters JSON — the check-run feature silently no-ops in production.

Bash terminates a ${var:-word} expansion at the FIRST unquoted }, so when the variable is SET the expansion yields the value plus a stray trailing }. Verified locally:

  • REVIEWER_CHECK_RUN_JSON='{"graphite-app":"Graphite / AI Reviews"}' → reporters_json becomes {"graphite-app":"Graphite / AI Reviews"}} (invalid JSON) → jq --argjson names fails: invalid JSON text passed to --argjson.

Two affected sites in scripts/reviewer_report.sh:

  • _collect_check_runs_for_page: local reporters_json="${REVIEWER_CHECK_RUN_JSON:-{}}" — since collect_org_reviews always sets+exports the var, the byname jq fails on every PR; the failure is swallowed by 2>/dev/null || printf '[]', so matched is always [], crmap is always {}, _checkRuns is always empty, and every Graphite clean pass STILL counts as "No response" — the exact silent-failure class this PR exists to eliminate. No check_run_error diagnostic fires either (the REST fetch itself succeeds), so Collection health shows nothing.
  • _collect_one_repo: [ "${REVIEWER_CHECK_RUN_JSON:-{}}" != "{}" ] — with an empty map {} the expansion yields {}}, the guard wrongly passes, and the collector performs a needless per-PR REST check-run fetch for every in-window PR even when no reporter is registered (cost/rate-limit waste, no correctness impact).

Fix: never use a brace-literal as an expansion default. E.g. local reporters_json="${REVIEWER_CHECK_RUN_JSON:-}"; [ -n "$reporters_json" ] || reporters_json='{}' (same for the guard), and add a bats test that exercises _collect_check_runs_for_page with the env var actually set (the current tests inject _checkRuns directly and bypass this path, which is why the suite is green with the feature broken).

2. CI not green: template-drift FAILURE — pre-existing and unrelated to this PR. The check validates petry-projects/repo-template stubs against the standards baseline (agent-shield.yml / copilot-setup-steps.yml / dependency-audit.yml drifted; agent-ingress.yml missing) and is failing identically on other concurrent PR branches (e.g. dev-lead/issue-1897). This PR touches none of those files. It still blocks the all-checks-green gate; repo-template needs re-seeding via scripts/seed-repo-template.sh independently of this PR.

3. Notes (non-blocking): prior-review finding (failed run whose summary says "review ran") was properly fixed with a regression test; registry projection tests are thorough; the 51-review normalization test covers the AC5 undercount case; secret-scanning MCP tool unavailable in this environment (gitleaks CI check is green) — noted, not fabricated.

CI status

All checks green EXCEPT template-drift (FAILURE — pre-existing org-wide repo-template drift, also failing on unrelated PR branches; not caused by this PR). unit-tests, bats, shellcheck, SonarCloud, CodeQL, gitleaks, agent-shield all SUCCESS. Note: the green bats suite does not cover the broken runtime path in Finding 1.

Ran this branch live against the org (AC7): ORG=petry-projects LOOKBACK_DAYS=7 bash scripts/reviewer_report.sh, bash 5.3 + GNU coreutils, 2026-09-23.

Undercount fix: verified working. Same 7-day window, same token:

PRs active page-1 repo failures
main 47 3 (.github, .github-private, google-app-scripts)
this PR 122 0

Check-run path: broken live. Every Graphite clean pass is still No response (115 / 120). The unit tests pass because they inject _checkRuns straight into _NORMALIZE_JQ and never run the collector with REVIEWER_CHECK_RUN_JSON set. Root cause and fix are inline (2 lines). With the fix applied locally, Graphite goes to No response 83 / 120 (≈37 clean passes now counted, which matches the ~39 completed Graphite / AI Reviews check runs on open PRs), and the 2 "too large" skips show as refusals.

Please also:

  1. Add a collector-level bats test: set REVIEWER_CHECK_RUN_JSON='{"graphite-app":"Graphite / AI Reviews"}', stub _gh_timeout to return a check-runs payload, and assert _collect_check_runs_for_page returns a non-empty map. That test would have caught this.
  2. Minor: Graphite's "too large" refusals land in the column headed Rate-limited. Either rename the header/definition to "Refused (rate-limit / declined)" or note in the metric text that check-run skips count there.

Automated review — APPROVED ✓

Risk: MEDIUM
Reviewed commit: 103d05139c8d93778e37066aec04179f8beadbd5
Review mode: triage-approved (single reviewer)

Summary

Confirmation review of the triage-approved verdict. PR #1913 fixes the reviewer scorecard's Graphite misreporting (#1908) via light GraphQL pages with halved-page-size retry/backoff, a check-run review source (reviewer-sources.tsv registry), refusal classification, and a Collection health section — never silently dropping a repo. All prior bot and human findings are verified fixed at head 103d051: the bash brace-expansion bug (${VAR:-"{}"} now correctly quoted at lines 591/706), the gh api exit-status handling with --paginate (lines 613-614), the collector-level regression tests requested by the human reviewer (tests/reviewer_report.bats:261,278,293), and the Rate-limited→Refused column relabel. Triage's low-risk call is sound; under the cascade taxonomy this is MEDIUM (non-trivial shell logic), which permits auto-approval.

Linked issue analysis

Closes #1908 (open). Both reported defects are substantively addressed: (1) clean-pass Graphite check runs are now counted as reviews via the check-run collector keyed off reviewer-sources.tsv, with skip-with-decline-summary classified as a refusal and failure conclusions excluded; (2) the ~8× undercount from GraphQL resource-limit pages (HTTP-200 with errors + null data, previously read as 'no PRs') is fixed with page-size-halving retries and a surfaced collect_error record instead of a silent drop. A human reviewer (rachel-petry) ran the branch live against the org and confirmed the undercount fix (47→122 active PRs, 0 page-1 repo failures); her root-cause for the then-broken check-run path (brace parsing) and her two follow-up requests (collector-level bats test; Refused relabel) are all implemented at head.

Findings

No blocking findings.

  • All 24 review threads are resolved; CodeRabbit explicitly confirmed the final fix (check_run_error on non-zero gh api exit) on the head commit.
  • Note: the dev-lead 'fix-reviews (partial)' comment claiming scripts/reviewer_report.sh:621 was 'not applied' is stale — it references pre-push SHA e42886f; the fix is verifiably present at head (if ! cr_resp="$(...)" || [ -z "$cr_resp" ], now also --paginate).
  • The needs-human-review label stems from rate-limit-only advisory-bot holds (donpetry-bot rate-limited markers); per AGENTS.md/#1550 the pr-review sweep treats that hold as exempt and keeps retrying.
  • run_secret_scanning MCP tool unavailable in this run — noted per protocol; the gitleaks CI check passed, and the diff introduces no credentials, auth, or workflow changes.

CI status

All five required contexts green: SonarCloud, CodeQL, agent-shield / AgentShield, dependency-audit / Detect ecosystems, duplicate-decl-gate. Also green: Lint, shellcheck, bats, unit-tests, gitleaks secret scan, actionlint, SonarCloud Quality Gate (0 new issues). The single red check, template-drift, is a documented non-required check (AGENTS.md: 'fails routinely and does not block merge'; known-red under #1448) unrelated to this PR's files; the two CANCELLED review/review runs are superseded review-workflow runs, and the latest succeeded.

definition in the docs to match _NORMALIZE_JQ: any successful run counts as a
real response regardless of summary, while a non-failed run whose summary
indicates the review ran also counts. Treat a skipped run as a refusal only when
its summary indicates a decline; failed runs and unexplained skips remain “No

Comment thread docs/reviewer-report.md Outdated
…e code implements them

The data-source section said any check run whose summary mentions the review
counts as a real response. The No-response definition said any completed check
run takes a PR out of No response. Neither matched _NORMALIZE_JQ:
- a run with a failure conclusion never counts, even if its summary mentions the review;
- any non-failed `success` run counts, whatever its summary says;
- a `skipped` run is a refusal only when its summary gives a decline reason;
- queued, failed and unexplained-skip runs contribute nothing.

Spell out those three outcomes and align the No-response row and the known
limitation with them. Addresses the CodeRabbit docs thread on PR #1913.

Automated review — APPROVED ✓

Risk: MEDIUM
Reviewed commit: 59e8785464203c34eb110fb5ba05c915b62fdce9
Review mode: triage-approved (single reviewer)

Summary

Confirmation review (triage-approved, cycle 3/3). PR #1913 fixes the two #1908 scorecard defects: (1) Graphite clean-pass check runs are now counted as real responses via a data-driven check_run_name column in the reviewer-source registry (schema v2), and (2) the ~8× undercount from silently dropped GraphQL pages is fixed with a smaller page size (25→10), retry-with-halved-page-size + backoff, and prominent in-report Collection health surfacing (collect_error / truncation / check_run_error records — never silent). The human reviewer's live-run findings (broken ${REVIEWER_CHECK_RUN_JSON:-{}} brace expansion) are fixed at head with the properly nested quoting, and both of her follow-up requests (collector-level bats regression tests; Rate-limited→Refused rename) are implemented. All 24 review threads resolved; all required CI checks green.

Linked issue analysis

Closes #1908 — substantively addressed. Issue's AC trail: clean passes counted (check-run classification: real response / refusal / contributes-nothing, each unit-tested including the failed-run 'review ran' false-positive regression), refusals split out ('too large' skip → Refused), silent page drops eliminated (verified live by rachel-petry: 47→122 PRs active, 3→0 page-1 repo failures), >50-reviews normalization counts the 51st review (AC5 test), and collection gaps surfaced in-report. Registry-driven (reviewer-sources.tsv), nothing hard-coded to graphite-app.

Findings

No blocking findings.

  • Secret scan: run_secret_scanning MCP tool unavailable in this environment; gitleaks CI check passed (SUCCESS). No credentials or secret handling in the diff.
  • rachel-petry (human) live-run review: check-run path was broken at review time via the ${VAR:-{}} default-expansion bug — fixed at head (nested-quoted "{}"), plus 3 new collector-level bats regression tests she requested (matched-runs, unset short-circuit, non-zero-exit check_run_error). Her minor ask (rename Rate-limited → Refused with definition covering check-run declines) is applied across docs, table header, and legend.
  • Shell/jq hygiene is sound: @TSV streaming hardens against crafted PR URLs, assign-then-test preserves set -e semantics, --paginate covers >100 check runs, per-PR REST fetch failures are surfaced as check_run_error records rather than swallowed.
  • Minor (non-blocking): the refusal summary regex includes the broad substring 'skip', but it is gated on conclusion==skipped, so false-positive surface is negligible.

CI status

All required checks green: SonarCloud ✓, CodeQL ✓, agent-shield/AgentShield ✓, dependency-audit/Detect ecosystems ✓, duplicate-decl-gate ✓. Also green: bats ✓ (completed during this review), shellcheck ✓, Lint ✓, unit-tests ✓, Secret scan (gitleaks) ✓, actionlint ✓, holdout-guard ✓. template-drift is FAILURE but is the documented known-red #1448 check (repo-template stubs vs standards/ — files untouched by this PR); it also failed on the previously reviewed SHA and is explicitly outside the required set per the repo's automation notes, so it does not block. CANCELLED entries are superseded dev-lead/review dispatch runs, not merge checks.
