Code Review

This pull request implements branch ruleset-derived required-status-check gating to prevent non-required failing checks (such as template-drift) from deadlocking PR reviews. It fetches authoritative required checks from the GitHub ruleset API (with a classic protection fallback) and evaluates them alongside .isRequired flags, while logging any non-required failures. The review feedback suggests several performance optimizations to avoid spawning unnecessary subprocesses (like jq, printf, and sed) by using pure Bash features and conditional checks.

CodeAnt Nitpicks

1 code suggestion

1. The stub returns an already-filtered array and ignores --jq, so these tests cannot detect an incorrect parser for the real ruleset response.

Summary

Logic change (#1795) that derives the merge-readiness required-check set from the branch ruleset API so a red NON-required check (template-drift) no longer deadlocks review; it fails closed on an unreadable ruleset and is well tested. It touches a shared surface (pr-review.yml) with 5 downstream consumers, changes are backwards-compatible. Escalating because the PR omits all 5 required description sections (a forced-escalation gate here) and because a confirmed gate-weakening edge exists when ruleset context strings only partially match rollup names while .isRequired is absent.

This change is consumed by 5 downstream repo(s) that pin the affected reusable workflow / lib / prompt. Impacted consumers:

Findings

  • major: PR body is 'Closes Non-required failing check silently deadlocks every merge: template-drift fails on all PRs, review agent skips as ci-failing, no approval can land #1795 / Implemented by dev-lead agent. Please review.' — all 5 required sections (problem, risk, test-plan, rollback, monitoring) are absent (DESCRIPTION_MISSING: 5). This is a non-trivial logic change to a shared CI-gating surface with 5 downstream consumers; the terse body gives a reviewer no rollback or monitoring plan. The trusted-stub/standards-sync carve-out does NOT apply (WORKFLOW_ONLY_CHANGE=false, TRUSTED_STUB_SYNC=false — this edits real script logic), so the missing description remains a failing gate.
  • major: Gate-weakening edge in the union is_required. compute_ci_status gates on $req (checks matching the ruleset name set OR .isRequired==true) and only falls back to all-external when $req is EMPTY. If the ruleset returns several contexts and SOME match rollup names but a genuinely-required check's context string does NOT match its rollup .name (e.g. ruleset context vs 'group / job' display name divergence) AND .isRequired is absent, that red required check is classified non-required and classify($req) returns 'passing' — a red required check slips the gate. Reproduced with jq: required=["A","B","C"], rollup A(green),B(green),C-different(FAILURE, no isRequired) -> 'passing'. The same input with .isRequired:true on the red entry correctly -> 'failing', and a TOTAL name mismatch correctly fails closed to all-external. On THIS repo .isRequired is documented as frequently ABSENT (the whole premise of Non-required failing check silently deadlocks every merge: template-drift fails on all PRs, review agent skips as ci-failing, no approval can land #1795), so the code comment's claim that a required check 'can never slip the gate even if ... a context string does not match' is overstated — the isRequired safety net is exactly the signal that is missing here. Only latent today because the current ruleset context strings happen to equal the rollup names; adding a future required context whose reported name differs would silently weaken the merge gate.
  • minor: The ruleset API is stubbed to return an ALREADY-FILTERED context array (ruleset.json) and the stub ignores --jq, so the production extraction expression '[.[] | select(.type=="required_status_checks") | .parameters.required_status_checks[]?.context]' in ruleset_required_checks is never exercised against a realistic raw ruleset payload. A regression in that parser (wrong path, missing []?, shape change) would pass all tests. Consider a unit test feeding a raw rules/branches response through the real jq. (Matches the codeant-ai nitpick.)
  • info: REQUIRED_CHECKS_JSON is read once before the force-review polling loop. If a PR is retargeted to a different base during polling, subsequent compute_ci_status calls evaluate CI against the old base branch's ruleset (stale required set). Rare and low-impact (base branch is normally stable for a PR's life) but worth a note; matches codeant-ai's 'Stale reference' observation.
  • info: Other callers of compute_ci_status (e.g. the stuck-review sweep) still pass only the rollup and therefore inherit the fail-closed all-external gate, so the Non-required failing check silently deadlocks every merge: template-drift fails on all PRs, review agent skips as ci-failing, no approval can land #1795 deadlock persists on those paths. Not a regression (the 2nd arg defaults to []), and out of scope for this PR, but the fix is only partial across the codebase. Matches codeant-ai's 'other callers' note.

Failing check template-drift — root cause, and why this diff does not (and must not) flip it green (#1468).

template-drift verifies that this repo's shipped repo-template stubs still match the standards-derived baseline in petry-projects/repo-template — i.e. the distributed workflow/config artifacts have not drifted from standards/. Its current failure is a real drift in that external repo, not in this PR's diff: the run reports .github/workflows/sonarcloud.yml and .github/dependabot.yml DRIFTED and .github/workflows/agent-ingress.yml MISSING from petry-projects/repo-template.

This is exactly the ambient, non-required failure this PR (#1795) is designed to stop deadlocking reviews on — not a regression introduced here. The correct root-cause fix is to re-seed the external template (scripts/seed-repo-template.sh in petry-projects/repo-template), which is out of scope for this PR and cannot be done from this branch; the check itself explicitly says "do not hand-edit the template; edit standards/ instead," so silencing it here would be the "optimize the check, not the intent" anti-pattern. Leaving it red and explaining why, rather than weakening the assertion.

Verified template-drift is not in main's ruleset required-check set (the five required contexts are SonarCloud, CodeQL, agent-shield / AgentShield, dependency-audit / Detect ecosystems, duplicate-decl-gate), so it does not block the merge gate — and after this PR it no longer blocks the review gate on any caller path either.

Summary

Logic change adds branch-ruleset-derived required-check gating so a red NON-required check (template-drift) no longer deadlocks the review path (#1795). The union gate (ruleset-name OR .isRequired) and fail-closed fallback are sound and preserve required-check gating — not a security/CI-weakening concern. Escalating (not to security) because gates fail: the fix is scoped to review-one-pr.sh only while three sibling callers still deadlock, plus an unaddressed stale-reference edge and a description with 0/5 required sections.

Downstream impact

This change is consumed by 5 downstream repo(s) that pin the affected reusable workflow / lib / prompt. Impacted consumers:

Impacted shared surfaces:

Findings

  • major: Only review-one-pr.sh passes the ruleset required-set to compute_ci_status. Three other callers still invoke it single-arg and thus fall back to the fail-closed all-external gate, so a red non-required check (template-drift) keeps blocking them and the Non-required failing check silently deadlocks every merge: template-drift fails on all PRs, review agent skips as ci-failing, no approval can land #1795 deadlock persists off the review path: scripts/sweep-stuck-reviews.sh:337 (the stuck-review recovery net — the very mechanism meant to rescue deadlocked PRs), scripts/pr_mergeready_scan.sh:174, scripts/pr_stall_scan.sh:116. Confirmed by grep of compute_ci_status call sites. Not a regression (behavior unchanged for those paths) but the issue is only partially resolved.
  • minor: REQUIRED_CHECKS_JSON is computed once from the initial base ref (review-one-pr.sh ~line 217) and reused across the force-review poll loop, which re-fetches PR_SNAPSHOT including baseRefName but does not recompute the ruleset set. If the PR is retargeted mid-poll, CI is evaluated against the old base branch's ruleset. Rare, and the comment asserts the base is stable for the PR lifetime, but the poll loop now fetches baseRefName without acting on a change.
  • minor: The gh stub in tests/test_review_one_pr_nonrequired_gate.bats (and the ruleset.json fixture) returns an already-filtered context array and ignores --jq, whereas real gh applies ruleset_required_checks's jq ('[.[] | select(.type=="required_status_checks") | .parameters.required_status_checks[]?.context]') to the raw API response. So the extraction/parser jq is never exercised; a wrong path in it would pass tests silently. On inspection the jq matches the documented GET /repos/{o}/{r}/rules/branches/{branch} schema, so this is a test-quality gap rather than a live defect.
  • minor: PR body is 'Closes Non-required failing check silently deadlocks every merge: template-drift fails on all PRs, review agent skips as ci-failing, no approval can land #1795 / Implemented by dev-lead agent. Please review.' — SAFETY_CHECKS flags DESCRIPTION_MISSING 5/5 (problem, risk, test-plan, rollback, monitoring) as an [escalate] finding. This change is a logic change to a CI gate pinned by 5 downstream consumers (pr-review.yml), so a real rollback/monitoring/risk note matters; the trusted-stub/standards-sync carve-out does not apply (real script logic, TRUSTED_STUB_SYNC:false).

Dev-Lead — fix-bot-comment (no-changes)

Agent reasoning
- Passes them to `compute_ci_status`
- Allows reviews to proceed when only non-required checks are red
Template-drift is not in the required-check set for `main`, so once this PR is live, the review system will correctly bypass the template-drift failure and allow approval.
## Next Steps
The `template-drift` failure would need to be fixed by re-seeding the repo-template:
```bash
bash scripts/seed-repo-template.sh
```
However, this is outside the scope of this PR's code changes and would require separate action to push to `repo-template`. This PR's changes are complete and correct as-is — the implementation properly gates on required checks, allowing the deadlock (#1795) to be resolved.
**Summary:** No code changes needed to this PR. The SonarQube comment is informational only. The template-drift failure is pre-existing drift in another repo, not caused by these changes.

Summary

Correct, well-tested fix for the #1795 merge deadlock: compute_ci_status now gates on the UNION of .isRequired and the branch-ruleset required-name set (never narrower than either, and fails closed to all-external when the ruleset API is unreadable), and the helper was hoisted into lib/ci-status.sh so all five call sites (review-one-pr.sh x2, sweep-stuck-reviews.sh, pr_stall_scan.sh, pr_mergeready_scan.sh) pass it. The CodeAnt 'Major' advisory (callers still pass only the rollup) is refuted at head — it predates the 956d806 commit that updated every caller. Impacts scripts pinned transitively via .github/workflows/pr-review.yml, consumed by 5 repos (.github-private, ContentTwin, bmad-bgreat-suite, google-app-scripts, markets); the fail-closed posture keeps that blast radius safe.

Findings

  • minor: The gh stubs in both new/updated test files return an already-filtered required-name array and ignore --jq, so the jq parser inside ruleset_required_checks ('.parameters.required_status_checks[]?.context' for the ruleset endpoint and '.checks[]?.context' for the classic fallback) is never exercised against a realistic raw GitHub API response. A mis-parse of the ruleset payload would pass the suite. Coverage gap, not a defect — the parser matches the documented API shapes. Consider feeding the stub a raw rules-endpoint payload so the parser is validated end-to-end.
  • info: PR body is terse (SAFETY_CHECKS: 5/5 required sections missing — problem/risk/test-plan/rollback/monitoring). Not covered by the trusted-stub carve-out (this is a real script change, not a stub sync). Treated as non-blocking here because the linked issue #1795 is present and the diff genuinely addresses it, and the change is heavily self-documented in-code and in-test; description-quality is a mechanical signal, not one of the two blocking hard-stops.
