[Phase 2] Cache the LSP index and enforce the 30s cold-start SLA with auto-skip #846

Story

As a pr-review engine maintainer,
I want to cache the LSP index across ephemeral runs and bound cold-start with an auto-skip at the SLA,
so that cold-start stays off the deep-tier critical path and the 30s P95 SLA is measurable instead of silently eating the tier budget.

Acceptance Criteria

  1. The LSP index is restored/saved via actions/cache (action pinned by SHA per the org standard) keyed on runner OS + server version + relevant lockfile hash, so a warm run skips re-indexing.
  2. Cold-start time and cache hit/miss are recorded to the Token Cost Observatory JSONL (or step summary) so the SLA can be measured.
  3. Exceeding the 30s P95 cold-start SLA auto-skips LSP for that run (reusing the existing 'warn, don't fail' degradation contract); the review then proceeds without LSP, never failing the workflow.

Tasks / Subtasks

Dev Notes

  • Builds directly on story 3's wiring — this story only adds caching + the SLA gate, it does not re-do the MCP threading.
  • Action pinning: per AGENTS.md the org standard SHA-pins actions; look the actions/cache SHA up via the GitHub API (never guess). The Claude CLI binary cache in pr-review.yml is the keying precedent to mirror.
  • Reuse the existing degradation contract: _emit_mcp_failure_warning already emits a ::warning:: and continues on base capabilities; the SLA auto-skip should follow the same 'warn, don't fail' behavior so an over-budget cold-start never fails the workflow.
  • Metric channel is the Token Cost Observatory: emit cold-start + cache hit/miss through scripts/lib/token-metrics.sh JSONL so story 5's harness can report P50/P95 against the SLA.
  • Testing: shellcheck; bats the auto-skip path; no live model calls.

Project Structure Notes

Adds runner cache steps in the pr-review path + cold-start instrumentation in scripts/engine.sh; no change to the existing tier-gating.

    Dev-Lead Implementation Plan

    Issue: #846 — [Phase 2] Cache the LSP index and enforce the 30s cold-start SLA with auto-skip

    Scope

    Add an actions/cache step for the LSP toolchain/index in the pr-review path, instrument cold-start + cache hit/miss into the Token Cost Observatory JSONL, and auto-skip LSP when cold-start exceeds the 30s P95 SLA — reusing the existing "warn, don't fail" degradation contract so an over-budget cold-start never fails the workflow.

    Implementation Checklist

    • scripts/lib/token-metrics.sh — add emit_lsp_coldstart_record (cold_start_ms, cache hit/miss, skipped, sla_ms) emitting a discriminated metric:"lsp_cold_start" JSONL record so story feat: add Copilot engine support via REVIEW_ENGINE toggle #5's harness can compute P50/P95.
    • scripts/setup-lsp-pilot.sh — time the toolchain bring-up (install/restore), normalize the actions/cache outcome to hit/miss/unknown, emit the cold-start record, and auto-skip wiring the MCP knobs when cold-start > LSP_COLD_START_SLA_MS (default 30000) via warn + exit 0. Pure SLA-decision helper _lsp_sla_exceeded for unit coverage.
    • .github/workflows/pr-review.yml — add a SHA-pinned actions/cache step (reusing the repo's already-pinned actions/cache@27d5ce7… v5.0.5) for the LSP install + index dirs, keyed on runner.os + candidate + pinned server versions + a hash of the indexed shell sources; feed cache-hit into the setup step. Mirrors the Claude CLI binary cache pattern. Opt-in behind LSP_PILOT_ENABLED.

    Tests to Write

    Test Command

    bats tests/dev-lead/unit/ (+ shellcheck scripts/*.sh scripts/lib/*.sh and bash .dev-lead/scripts/dev-lead-lint.sh)

    Dev-Lead: Implementation Complete

    Builds on story #842's wiring — adds only the index cache + the cold-start SLA gate, no MCP re-threading.

    Plan Execution

    • AC test issue from agent #1 — actions/cache step (Cache LSP index) in pr-review.yml, SHA-pinned (actions/cache@27d5ce7… v5.0.5, the SHA already vetted in this repo for the Claude CLI cache), keyed on runner.os + candidate + pinned agent-lsp/bash-language-server versions + hashFiles(**/package-lock.json, scripts/**/*.sh) (the "relevant lockfile" for a Shell-only index), with a restore-keys fallback. Opt-in behind LSP_PILOT_ENABLED; mirrors the Claude CLI binary cache pattern.
    • AC Go-live improvements for PR review agent #2 — emit_lsp_coldstart_record added to scripts/lib/token-metrics.sh; emits a discriminated metric:"lsp_cold_start" JSONL record (cold_start_ms, cache hit/miss, skipped, sla_ms) to the Token Cost Observatory so story feat: add Copilot engine support via REVIEW_ENGINE toggle #5 can compute P50/P95. setup-lsp-pilot.sh times the toolchain bring-up and records the cache outcome threaded in from the cache step via LSP_INDEX_CACHE_HIT.
    • AC Add @claude delegation, auto-merge, and rebase handling #3 — 30s P95 auto-skip enforced in setup-lsp-pilot.sh reusing the existing "warn, don't fail" contract: an over-budget cold-start emits a ::warning::, skips wiring the MCP knobs, and returns 0 — the review proceeds without LSP and the workflow never fails. Decision isolated in the pure _lsp_sla_exceeded helper for unit coverage; the skip path is bats-covered.

    Test Results

    $ bats tests/dev-lead/unit/test_lsp_coldstart_sla.bats   # new (AC #1/#2/#3)
    17 ok, 0 not-ok
    $ bats tests/dev-lead/unit/test_token_metrics.bats        # 42 ok, 0 not-ok
    $ bats tests/dev-lead/unit/test_lsp_pilot.bats            # 14 ok, 0 not-ok (story #842 regression-clean)
    $ bash .dev-lead/scripts/dev-lead-lint.sh
      [lint] shellcheck on 71 file(s)...
      [lint] validating 4 agent profile(s)...
      [lint] all checks passed

    Files Changed

    • scripts/lib/token-metrics.sh: add emit_lsp_coldstart_record (cold-start/cache-hit metric channel).
    • scripts/setup-lsp-pilot.sh: time bring-up, normalize cache hit/miss, emit cold-start record, SLA auto-skip gate (_lsp_sla_exceeded, _lsp_now_ms, _lsp_cache_status); source-guard the dispatcher so helpers are unit-testable.
    • .github/workflows/pr-review.yml: SHA-pinned actions/cache LSP index step + thread LSP_INDEX_CACHE_HIT into the setup step.
    • tests/dev-lead/unit/test_lsp_coldstart_sla.bats: new unit suite (metric contract, SLA decision, cache-status, end-to-end warm/auto-skip/degraded paths, workflow wiring). Runs via test-dev-lead.yml's unit job.

    Notes

    • Cold-start measured = toolchain bring-up (install / actions/cache restore → ready). The LSP server's first-query indexing happens inside the claude subprocess and isn't observable from the shell without parsing live output; per the "no live model calls" testing constraint, the bring-up window — which is exactly what the index cache eliminates — is the honest, testable proxy. Documented inline.
    • Pins/SHAs were reused from values already vetted in this repo (no guessed SHAs, per AGENTS.md/CLAUDE.md).
    • Edge cases handled: non-numeric/clock-glitch cold-start → not-exceeded (safe default, won't spuriously auto-skip); date +%N-unsupported platforms → second-resolution fallback; TOKEN_LOG_FILE unset / unwritable → metric emission is a no-op; off-pilot runs do zero cache work and are byte-for-byte unchanged.

    The original implementation PR (#860) became a 377-commit runaway that deleted story #843's merged finding-verification step and an unrelated script. It has been closed and replaced by a clean reimplementation in #922 — additive only (+157/−5, 4 files), all ACs covered, tests green. Marked dev-lead:hands-off to avoid re-thrash while #922 is in review.
