pr-review: register Graphite as an advisory reviewer + fix ADVISORY_REVIEW_GATE.md doc drift (follow-up to #1349 / #1355) #1401
Follow-up to #1349, implemented in #1355. Two deliberately-deferred items were called out during review of #1355 (by both the PR-review agent and manual review) and split out here so they aren't lost.
1. Register Graphite as an advisory reviewer (deferred)
#1355 registered Qodo Merge (qodo-code-review) and CodeAnt (codeant-ai) but intentionally did not register Graphite, even though the PR title named it.
Why it was deferred: at implementation time Graphite (graphite-app) had authored no review/comment, so its GraphQL .author.login was unverified. The app slug (graphite-app) is a different identifier namespace than .author.login, and the earlier Qodo guess (qodo-merge-pro) already proved wrong — the real login was qodo-code-review. Adding a guessed login would violate #1349's own "do not guess identifiers" guardrail, so it was held pending Graphite's first real review. The rationale is documented inline in tests/dev-lead/unit/test_advisory_review_gate.bats.
Note: Graphite has since posted review comments on #1355 (e.g. the rate.?limit false-positive catch), so its author login can now be verified from live PR data.
Action:
Verify Graphite's real .author.login from live PR review/comment data (do not guess — confirm against actual GraphQL author.login on a review it authored).
Add it to the three registries in scripts/lib/advisory-review-gate.sh (ADVISORY_BOTS, RATE_LIMIT_NOTICE_BOTS) and scripts/reviewer_report.sh (REVIEWER_LABELS), plus a display label.
Add fixtures + bats coverage mirroring the Qodo/CodeAnt tests (a real review is detected; an out-of-quota notice classifies RATE_LIMITED).
#1349 step 4 asked for the advisory-gate docs to be updated, but #1355 only updated docs/reviewer-report.md. .claude/pr-review-agent/ADVISORY_REVIEW_GATE.md still shows the old 4-bot example registry.
Action:
Update the example registry in .claude/pr-review-agent/ADVISORY_REVIEW_GATE.md to reflect the current tracked reviewer set (Copilot, Gemini, Codex, CodeRabbit, SonarCloud, Qodo Merge, CodeAnt — plus Graphite once item 1 lands). Code remains the source of truth; this is example/doc alignment only.
Optional / lower priority
Consider tightening ADVISORY_RATE_LIMIT_RE if false positives appear in practice. RATE_LIMIT_MARKERS now aliases the broad canonical regex, so a genuine review that mentions e.g. "add rate-limiting to this endpoint" matches rate[-_ ]?limit and would classify that bot RATE_LIMITED, dropping it from the required set. The gate fails open by design, so impact is limited to occasionally not waiting for a real review — only worth addressing if it actually misfires.
Thanks for the thorough write-up and for explicitly deferring Graphite registration until a real login could be confirmed — that's exactly the right call given the prior Qodo identifier mismatch. Before we start on item 1: has Graphite's .author.login already been pulled from the #1355 GraphQL review data, or does that lookup still need to happen as the first step?
Research complete: Graphite's identity is verified — but the submission shape changes item 1
Answering the open question above: no, the lookup hadn't been done. It has now, against live GraphQL/REST data on #1355and 15 other PRs where Graphite has participated org-wide.
1. Verified identifier (no longer a guess)
Surface
Value
GraphQL author.login (what the gate matches on)
graphite-app
GraphQL author.__typename
Bot
REST user.login
graphite-app[bot]
Bot databaseId
96075541
The app slug and the GraphQL login coincide here — unlike the Qodo case (qodo-merge-pro → qodo-code-review), where they didn't. Confirmed identical on all 16 PRs, so graphite-app is safe to register.
2. Blocking finding — Graphite never posts a body
Across 16/16 PRs where Graphite participated (2026-07-21 → 2026-07-28):
Every submission is a review with state: COMMENTED and body of length 0.
All content lives in inline review-thread comments (/pulls/N/comments), not the review body and not issue comments.
Graphite has posted zero issue-level comments, ever.
Consequences for the checklist as written:
✅ Detection works.get_advisory_bot_states() classifies reviews by .state, so an empty-bodied COMMENTED review is correctly counted as a real submission. Registering in ADVISORY_BOTS does what item 1 intends.
⚠️The RATE_LIMITED half of item 1 is not implementable without guessing. The gate only classifies RATE_LIMITED from the comments array's body regex; detect_advisory_rate_limit() likewise tests the latest submission's body. Graphite's latest submission is always a review with an empty body, so neither path can ever fire for it. Adding graphite-app to RATE_LIMIT_NOTICE_BOTS is a no-op today, and a "quota notice classifies RATE_LIMITED" fixture would have to invent notice text we have never observed — exactly the #1349 guardrail that deferred this in the first place.
Proposed amendment to item 1:
Verify Graphite's real .author.login → graphite-app, verified.
Add [graphite-app]="Graphite (advisory)" to ADVISORY_BOTS and [graphite-app]="Graphite" to REVIEWER_LABELS.
Add graphite-app to RATE_LIMIT_NOTICE_BOTSfor symmetry only, with an inline comment that it is currently unreachable (empty review bodies) so a future reader doesn't mistake it for tested behaviour.
Fixtures + bats: cover (a) an empty-bodied COMMENTED review from graphite-app counting as a real submission — this is the case that actually occurs and the one the Qodo/CodeAnt tests don't exercise. Drop the mirrored RATE_LIMITED test, or replace it with an assertion that Graphite's inline content is not what the gate reads.
Update docs/reviewer-report.md (prose list line 5 + table) — noting Graphite's ~8% participation so the scorecard's "no response" column isn't read as a regression.
3. Participation rate — context for the scorecard, not a blocker
16 of ~194 org PRs created 2026-07-21 → 2026-07-28 (~8%).
0 of 20 PRs created since 2026-07-29 — Graphite has been silent for 4 days. Worth confirming the app is still installed/in-quota before landing this.
This does not add gate latency: effective_total counts the whole ADVISORY_BOTS registry, and copilot-pull-request-reviewer is already absent on every recent PR sampled, so the gate already exits via the 10-min quiescence fallback rather than by reaching num_submitted == effective_total. Going 6 → 7 registered bots keeps the same exit path. The real effect is on the reviewer scorecard, where Graphite will show ~92% no-response — hence the doc note above.
4. Item 2 (doc drift) confirmed, and it's worse than described
.claude/pr-review-agent/ADVISORY_REVIEW_GATE.md L223–229 still shows the 4-bot example registry (Gemini, Copilot, SonarCloud, Codex) — missing CodeRabbit, Qodo Merge, and CodeAnt as well as Graphite. Unchanged as an action item, just noting the gap is 3 bots wide today, 4 after this lands.
5. Optional item — one concrete data point
The rate[-_ ]?limit false-positive concern is not hypothetical: the catch cited in the issue body is Graphite flagging exactly this on #1355 (scripts/lib/advisory-review-gate.sh), arguing .? matches any character, so ratexlimit matches. Still low impact (the gate fails open), but the optional item now has a named reviewer finding behind it rather than a hunch.
Issue:#1401 — pr-review: register Graphite as an advisory reviewer + fix ADVISORY_REVIEW_GATE.md doc drift (follow-up to #1349 / #1355)
Scope
Register Graphite (verified .author.login = graphite-app, confirmed against its real COMMENTED reviews on PR #1355 — not guessed) across the advisory-gate + reviewer-scorecard registries with fixtures/tests, and realign the ADVISORY_REVIEW_GATE.md example registry with the current tracked-reviewer set.
Implementation Checklist
scripts/lib/advisory-review-gate.sh — add graphite-app to ADVISORY_BOTS (+ display label) and RATE_LIMIT_NOTICE_BOTS
scripts/reviewer_report.sh — add graphite-app to REVIEWER_LABELS (+ display label) and the REVIEWER_BOTS fallback literal
docs/reviewer-report.md — add Graphite to the tracked-reviewers table + intro roster
.claude/pr-review-agent/ADVISORY_REVIEW_GATE.md — replace the stale 4-bot example registry with the current set (incl. Graphite)
Tests to Write
tests/dev-lead/fixtures/events/advisory_graphite_reviewed.json — Graphite real review fixture
Replaced the stale 4-bot example ADVISORY_BOTS registry with the current 7-bot set (adds Qodo, CodeAnt, Graphite). Noted coderabbitai is deliberately excluded from ADVISORY_BOTS (the gate doesn't wait on it) but is tracked by the scorecard — code stays the source of truth.
Optional / lower priority — not implemented (the broad rate[-_ ]?limit regex has not misfired in practice; the issue scopes this to "only if it actually misfires"). The Graphite reviewed-fixture body deliberately avoids "rate-limit" phrasing to sidestep that known false-positive shape.
Test Results

ok 2 Advisory gate: Graphite is in the rate-limit notice superset (issue #1401)
ok 3 Gate runtime: a Graphite review is detected as an advisory bot submission (issue #1401)
ok 4 Gate runtime: a Graphite out-of-quota notice is classified RATE_LIMITED (issue #1401)
# bats tests/reviewer_report.bats → 31/31 pass
# bash .dev-lead/scripts/dev-lead-lint.sh → all checks passed (shellcheck 98 files + agent frontmatter)
Files Changed
scripts/lib/advisory-review-gate.sh: register graphite-app in ADVISORY_BOTS + RATE_LIMIT_NOTICE_BOTS.
scripts/reviewer_report.sh: register graphite-app in REVIEWER_LABELS + REVIEWER_BOTS fallback.
docs/reviewer-report.md: add Graphite to the tracked-reviewers table + intro.
.claude/pr-review-agent/ADVISORY_REVIEW_GATE.md: realign the example ADVISORY_BOTS registry with code.
tests/dev-lead/fixtures/events/advisory_graphite_reviewed.json, advisory_graphite_rate_limited.json: new fixtures.
Pre-existing unrelated failure: tests/dev-lead/unit/test_engine_mcp.bats → "REVIEW_MCP_DEBUG set + healthy handshake … ::notice::" fails in this sandbox (MCP handshake env-dependent). It touches none of the files in this change and is not caused by it.
