[dev-lead timeout C/3] Fleet-monitor observability: surface timeout count/rate #1019

Closed

Description

@don-petry

Parent: #901. Story C of 3 — observability. Depends on Story B (reason=timeout classification).

Goal

Surface how often dev-lead (and the other engine callers) hit a stage timeout, broken out from generic engine-error, so a rising wall-rate is an actionable signal and we can confirm Story A/B eliminate walls.

Scope (scripts/fleet_monitor.sh + .github/workflows/actions-fleet-monitor.yml)

  • Count runs whose dev-lead status marker carries reason=timeout (from Story B) over the reporting window, per caller/repo.
  • Surface a timeout count/rate, distinct from engine-error, in the fleet-monitor summary ($GITHUB_STEP_SUMMARY) and the tracked failure issue it already opens.

Acceptance criteria

  1. The fleet monitor reports a reason=timeout count/rate for dev-lead, broken out from engine-error, over the window.
  2. It appears in the fleet-monitor summary/issue (reuse the existing aggregation + issue-tracking steps).
  3. No regression to the existing token-usage / high-failure-workflow tracking.
  4. shellcheck clean; any new test registered per repo convention.

Non-goals

The classification itself (Story B) — this consumes it.

Thanks for the detailed write-up and for connecting this cleanly to Stories A and B — the acceptance criteria make the scope very clear. One question before we dig in: for the timeout rate specifically, what denominator should we use — total runs in the window, total engine-error events, or something else — and is a simple percentage sufficient or do you need a windowed rate (e.g. per-hour) for the summary/issue output?

Good question — here's the spec:

Denominator: total dev-lead runs in the window. The metric we care about is prevalence — what fraction of dev-lead runs hit a stage timeout — because that's what tells us whether Stories A/B actually eliminated the walls. So:

    timeout_rate = timeout_count / total_dev-lead_runs_in_window

Report all three raw inputs so both framings are derivable and the percentage is never opaque:

    • timeout_count — runs whose dev-lead status marker carries reason=timeout (from Story B).
    • engine_error_count — runs with reason=engine-error (broken out separately, so timeouts are no longer hidden inside it).
    • total_runs — total dev-lead runs in the window.
    • timeout_rate = timeout_count / total_runs (a simple percentage).

Simple percentage over the existing reporting window is sufficient — no per-hour/windowed rate. Match the fleet monitor's current cadence/window and the way it already reports per-workflow failure counts; just add the timeout breakdown + the one percentage to that same summary/issue. (A rising timeout_rate is the actionable signal; engine_error_count beside it shows the split.)

    Proceed on that basis.

    Dev-Lead Implementation Plan

    Issue: #1019 — [dev-lead timeout C/3] Fleet-monitor observability: surface timeout count/rate

    Scope

Extend the Actions Fleet Monitor to count dev-lead reason=timeout status markers (from Story B, <!-- dev-lead-issue ... reason=timeout ... -->) over the reporting window, per repo, and surface a timeout count/rate distinct from generic engine-error in both $GITHUB_STEP_SUMMARY and the tracked failure issue.

    Approach

Dev-lead status markers are HTML comments that GitHub search cannot index (same constraint as auto_rebase_health.sh), so per repo we pull issues/comments?since=<cutoff> (server-side windowed) and tally markers by their reason= field. The report section is appended to the existing fleet_monitor_report.md (which already becomes both the Step Summary and the "Create issue with findings" body), so no new issue-tracking plumbing is required — AC#2 is satisfied by reusing the existing aggregation.

    Implementation Checklist

    • scripts/fleet_report.sh — add DEV_LEAD_ISSUE_MARKER constant + pure summarize_dev_lead_timeouts <comments_json> (emits timeout<TAB>engine_error<TAB>total TSV) + generate_dev_lead_timeout_report <tsv_file> (per-repo table, fleet totals, timeout rate; empty file → no output).
    • scripts/fleet_monitor.sh — new section 2c: loop discovered repos, fetch windowed issue comments, accumulate per-repo reason TSV; add dev_lead_timeout_section wrapper appended to both the Step Summary and report-file blocks; clean up temp file.
    • Confirm no regression to token-usage / high-failure-workflow tracking (no changes to those code paths).

Tests to Write (tests/fleet_report.bats — already registered in lint.yml bats job)

    • summarize_dev_lead_timeouts: counts timeout vs engine-error vs total correctly across mixed markers.
    • summarize_dev_lead_timeouts: excludes non-marker comments that merely mention reason=.
    • summarize_dev_lead_timeouts: empty/absent JSON → 0 0 0.
    • summarize_dev_lead_timeouts: reason=rate-limited counts toward total but not timeout/engine-error.
    • generate_dev_lead_timeout_report: renders per-repo rows, fleet totals, and a timeout rate.
    • generate_dev_lead_timeout_report: empty input file → no output.

    Test Command

scripts/run-bats.sh tests/fleet_report.bats (full suite via the bats job) and bash .dev-lead/scripts/dev-lead-lint.sh (shellcheck + profiles).

    Dev-Lead: Implementation Complete

    Plan Execution

    • scripts/fleet_report.sh — added DEV_LEAD_ISSUE_MARKER constant + pure summarize_dev_lead_timeouts (tallies markers by reason=, emits timeout<TAB>engine_error<TAB>total) + generate_dev_lead_timeout_report (per-repo table, fleet totals, timeout rate).
    • scripts/fleet_monitor.sh — new section 2c pulls each repo's windowed issue comments (issues/comments?since=) and accumulates a per-repo reason TSV; dev_lead_timeout_section appended to both the Step Summary and fleet_monitor_report.md (the body of the existing "Create issue with findings" step) — so AC#2 reuses the existing aggregation/issue path with no new plumbing.
    • No changes to the token-usage or high-failure-workflow code paths (AC#3).
    • 8 new tests added to the already-registered tests/fleet_report.bats (AC#4).

    Test Results

ok 43 filter_high_failure: non-gate workflow over 10% is still tracked
ok 44 filter_high_failure: ERROR row for a gate workflow is still surfaced
ok 45 filter_high_failure: CRITICAL with under 5 runs is dropped as LOW-CONF
ok 46 filter_high_failure: mixed rows keep only the tracked non-gate workflow
ok 47 dev-lead timeouts: counts timeout, engine-error, and total across mixed markers
ok 48 dev-lead timeouts: ignores comments that merely mention reason= but lack the marker
ok 49 dev-lead timeouts: empty array yields zero counts
ok 50 dev-lead timeouts: absent argument yields zero counts
ok 51 dev-lead timeouts: rate-limited counts toward total but not timeout/engine-error
ok 52 dev-lead timeout report: renders per-repo rows, fleet total, and timeout rate
ok 53 dev-lead timeout report: whole-number rate renders without a decimal
ok 54 dev-lead timeout report: empty file produces no output

    Lint (.dev-lead/scripts/dev-lead-lint.sh — shellcheck --severity=warning -x on scripts/**/*.sh + agent profiles)

    OK: agents/pr-reviewer.md
      [lint] validating .github/CODEOWNERS...
    OK: .github/CODEOWNERS
      [lint] all checks passed

    Files Changed

    • scripts/fleet_report.sh: added the dev-lead marker constant and two pure functions (summarize + render).
    • scripts/fleet_monitor.sh: added the per-repo comment scan (section 2c), the section wrapper, wired it into both report outputs, and extended temp-file cleanup.
    • tests/fleet_report.bats: 8 tests covering reason tallying (timeout/engine-error/total, non-marker exclusion, empty/absent input, rate-limited toward total only) and report rendering (per-repo rows, fleet totals, decimal vs. whole-number rate, empty-file omission).

    Notes

    • Design: dev-lead status markers are HTML comments GitHub search cannot index (same constraint documented for auto_rebase_health.sh), so counting is done by pulling each repo's server-side-windowed issue comments rather than a search query. The "timeout rate" is reason=timeout ÷ all dev-lead failure markers — the wall-rate Story A/B aim to drive down.
    • Rate is guarded against divide-by-zero (renders n/a); whole-number rates render without a decimal (e.g. 50%), fractional to one decimal (42.9%), matching the existing fleet failure-rate style.
    • The section is omitted entirely when no repo had dev-lead markers in the window, so a quiet fleet adds nothing to the report.
    • Only the tracked scripts/ and tests/ files were edited; the .dev-lead/ runtime mirror is git-ignored and untracked.
    • Story B (reason=timeout classification) is a dependency already present in scripts/dev-lead-fix-issue.sh ([dev-lead timeout B/3] Catch exit-124 as reason=timeout and escalate to human (no same-budget retry) #1018); this story only consumes it (non-goal respected).
