fix(release): let native handoff install capacity recovery

Native server handoff rejects 0.0.45-preview because it sorts below installed stable 0.0.45. Use 0.0.46-preview.20261008.1 for the server executable so the supported updater accepts the preserved-thread handoff. Only the required server package version changes.

Validation: runtime code is unchanged from PR6, whose full CI passed. A native version smoke and archive checksum will validate the rebuilt release; this PR runs full CI.
