PR 13 of 14 for clerk migrate (plan: slice-prs.md on #479). Stacked on #530: review that first, then this one, which shows only its own diff. migrate stays behind CLERK_EXPERIMENTAL=migrate; the next PR removes the gate.

This PR used to remove the gate too. It's now split, so this work can merge and reach @canary while migrate is still gated. The gate removal, root README entry and release changeset moved to the final slice, unchanged.

Try it

CLERK_EXPERIMENTAL=migrate clerk migrate import users.json --source supabase --reserve-unverified --dry-run

--reserve-unverified

It changes who can sign in with an address nobody proved they own, so it's named here:

  • The flag. Emails and phones the source never verified go on POST /v1/users as reserved (through email_address_identification_status / phone_number_identification_status), instead of being attached unverified after the user exists. A reserved address works for sign-in, is locked to the user, and becomes verified the first time the user signs in with a code or link sent to it. Unverified stays the default.
  • The prompt. At a terminal, when the file has any unverified identifiers, the import asks. -y, --json and agent mode never ask, and keep them unverified without the flag. A user rejected for having only an unverified email or phone is told the flag would import them.
  • The run. run.json records reserveUnverified. A continue reuses it without asking, and refuses --reserve-unverified on a run that kept them unverified. Each creating line carries reserved: true when it was, so an adopted user keeps its own create's mode.
  • The checks. Reserved identifiers go through the instance and in-file duplicate checks, and count as a sign-in method for the requirement checks. A reserved address another user holds rejects its user; the prompt and README say so.
  • The phone retry. When Clerk refuses a phone on a create carrying reserved ones, the verified phone is retried alone first, and reserved phones it can't tell apart are attached unverified afterwards, so only a refused one is lost.

The changeset says migrate is still experimental. The final slice drops that sentence when it removes the gate.

Reviewing

After the final slice, the only differences from #479 at 7a820406 are the review fixes the slice PRs made (each also cherry-picked onto #479), --reserve-unverified above, the changes that ship as separate small PRs, and stricter tests (exact flag lists per subcommand).

Tests

  • bun run test covers the unit and integration tests.
  • The E2E suite covers an unverified-only user refused where email is required, and --reserve-unverified creating one reserved.

Walkthrough

The migrate command registers without the experiment gate and adds --reserve-unverified for importing source-unverified emails and phones as reserved. The selected mode affects create requests, identifier checks, and run records. Interactive runs can prompt for the mode, and continued runs reuse recorded state. Phone-refusal retries can defer reserved phones for unverified attachment. Tests and migration documentation cover these behaviors.

@coderabbitai Re the outside-diff comment on import-users.ts:401-404 (recheck sign-in after attachment): leaving this as is. A create goes out without its phones only when it carries an email, verified or reserved, so the user can sign in with it (if (!body.email_address) throw refusal). Where the instance requires a phone, Clerk refuses a create without one, and the user is recorded as failed, not imported. A dropped phone is noted on the user's line either way.

@coderabbitai Re the additional comment on README.md:1386-1390 (duplicate handling): rewritten in 76d2b5f as two outcomes, close to your wording. A reserved identifier another user holds rejects the whole user; without reserving, only that address fails to attach, with a note.

@royanger Understood. I accept your decision to leave this unchanged.

I checked import-users.ts. The phone-free retry requires body.email_address. The retry preserves the email identification statuses. Dropped phones produce a note on the user’s record.

The existing review guidance distinguishes an email’s presence from an enabled email sign-in strategy. The guard alone does not prove sign-in access, but I have not established a concrete failure for this path. I will not press for a post-attachment check.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/import-users.ts uses phone-refusal fallback for both verified and reserved phones. Clerk decides phone acceptance during POST /v1/users. A refused phone is reported in the user's error and counted in the import summary. This reporting does not establish that the remaining identifiers provide an enabled sign-in route; checking that requires post-create access evaluation with the instance's sign-in strategies.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/lib/checks.ts must count reserved emails and phones as alternative sign-in methods when checking Supabase users with disabled providers. Reserved emails support email_code and email_link; reserved phones support phone_code. Reserved identifiers become verified on first successful verification during sign-in. canSignInOtherwise uses sentIdentifiers(user, reservesFor(input)(user)) so adopted users use their recorded reservation state rather than the current run's flag.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/import-users.ts handles ambiguous phone refusals by attaching reserved phones omitted from a successful create retry individually as unverified. This preserves valid phones when several reserved phones were sent or the verified phone was refused alone. If exactly one reserved phone is known to have been refused, it is dropped with a note.

@royanger Thanks. I checked 76d2b5f6c and the current text in packages/cli-core/src/commands/migrate/README.md.

The text now separates the two outcomes:

  • With reservation, a duplicate identifier causes rejection of the whole user.
  • Without reservation, the unverified identifier fails to attach, and the user’s record gets a note.

This matches the existing duplicate-handling review guidance and addresses the documentation finding.

Learning: In clerk/cli migration imports, sentIdentifiers(user, reserveUnverified) defines the identifiers checked by findFileDuplicates and findInstanceDuplicates: the primary email and phone, plus unverified identifiers when reserveUnverified is enabled. Without reservation, unverified identifiers attach after user creation, and an attachment collision produces a note rather than failing user creation.

An email or phone the source never verified is attached unverified: the
user cannot sign in with it, and another user can claim it. That stays
the default. `--reserve-unverified`, or a yes at the prompt a human gets
when the file has any, creates them reserved on POST /v1/users instead:
usable for sign-in and locked to the user. `-y`, `--json` and agent mode
never ask.

A reserved identifier also meets an email or phone requirement, so the
checks let those users through. Both halves are checked live in the E2E
suite against the test app.

…wn mode

A continued run adopts a user whose earlier create got no answer, and
only attaches the rest. Which unverified identifiers were left came from
this run's --reserve-unverified, not the earlier create's, so switching
the flag lost them or attached duplicates. The creating line now records
a reserved create, and an adopted user follows it.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A yes to the reserve or legal-checks prompt only set a local, so the
--allow-partial command printed on a refusal left the flag out, and
running it would reject the users that answer let through.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…vers

With reservation, a user whose only email is unverified meets an email
requirement, but the checks still offered to make email optional. A user
with no email at all still gets that fix.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With --reserve-unverified, `phone_number` carries the verified phone and
the reserved ones. When Clerk refused any of them, the retry dropped
the whole array, so the verified phone went too, and a user with no
email failed outright. The retry now sends the verified phone alone
first, and drops every phone only if Clerk refuses that as well.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With --reserve-unverified, the unverified emails and phones go on the
create, so a clash on one fails the whole create. The duplicate checks
matched only the primary email and phone, so the dry run passed users
the import would then fail. Both checks, in the file and in the
instance, now match what the create sends, reserved identifiers
included, and only when they are reserved.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…d one

A continue without --reserve-unverified checked every user as if
nothing were reserved. An adopted user whose cut-off create had
reserved its only email (the `creating` line says `reserved: true`) was
rejected for a missing required email, and since adopted users are not
recorded as rejects, it stayed unfinished. The checks now treat those
users as reserved, whatever this run's flag says.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… mode

On a continue with --reserve-unverified, the checks treated every
user's unverified identifiers as reserved, adopted users included. An
adopted user whose cut-off create did not reserve them was then
rejected for sharing one with an earlier record, though it would only
be attached after. The checks now take an adopted user's mode from its
`creating` line, and the flag only for everyone else, in the duplicate
checks and the required-identifier check alike.

…a disabled provider

canSignInOtherwise read the user's emails before dropRefusedEmails, so an
email the create would strip (an unroutable domain, say) kept a Supabase user
whose only provider is off. It now reads what the create sends.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… reserved collision rejects the user

The reserve choice came only from the flag or the prompt each time, so a run
a human answered yes for, continued under -y, --json or in agent mode, created
the rest unverified. A run now records reserveUnverified; a continue reuses it
without asking and refuses --reserve-unverified on a run that kept them
unverified. A run from before this asks as it did.

Reserved, an unverified identifier is checked for duplicates, so one another
user holds rejects the whole user. The prompt and the README now say so.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…n a continue adopts the user

Every create attempt wrote `creating` with `reserved: true`, including the
retry after a refused phone that sends without the reserved phones. Cut off
before its answer, a continue adopted the user as reserved and never
attached those phones. Each attempt's `creating` line now lists the
reserved phones its body left out as `pending`, and a continue that adopts
the user attaches them, unverified; the reserved emails aren't sent again.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…led provider, and record a legacy run's reservation answer

- With numeric usernames on, a phone not in E.164 form counted as a way in
for a Supabase user on a disabled provider, though the create strips it.
The user was then created with no way to sign in. The sign-in check now
strips those phones first, as the create does.
- A continue of a run recorded before the reservation choice asked, but
never wrote the answer, so a later `-y` continue created the rest
unverified. The continued record now carries it.
- README: what counts as a way in, the duplicate check's "passes the
checks", a legacy run asking once, and a pending phone Clerk refuses
  again.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…m a --new-run refusal

The refusal's "Drop --new-run" command took --reserve-unverified from the
new run's options. A continue of a run that kept its users unverified
refuses that flag, so the command failed as printed. It now uses the
earlier run's recorded mode.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…no answer

With --reserve-unverified, a create that got a network error or 5xx
wrote a later `creating` line without `reserved` or `pending`. A continue
reads only the latest line, so it adopted the user as unreserved, sent
the email Clerk already held reserved, and never attached the phones the
retried create had left out. The unknown-outcome line now keeps both
from the attempt.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A user whose only email or phone is unverified is rejected where the
instance requires one, and the fixes offered only making it optional.
`--reserve-unverified` imports them, but only the prompt said so, and
`--json` and agents never see it. The reject reason now names the flag
and its tradeoff, as the legal-acceptance reject names
--skip-legal-checks.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The unverified-only reject said --reserve-unverified imports the address
"though never verified", but a reserved identifier becomes verified the
first time the user signs in with it. It now says the source never
verified it, which is the tradeoff. The E2E test still asserted the
reason from before --reserve-unverified was named in it, and failed on
every run; it now asserts this one.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The README said a reserved identifier becomes verified the first time
the user signs in with it. Clerk promotes it only when the sign-in's
first factor proves ownership, a code or link sent to it; signing in
with a password, using the address as the identifier, leaves it
reserved.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The README put both outcomes of a duplicate reserved identifier in one
sentence. It now says them separately: one another user holds rejects
the whole user, and without reserving only that address fails to attach.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The README said production instances have no user limit "by default",
and that an older API leaves a production import unchecked until the
first refusal. A comment in run.ts said a plan can impose one. Clerk
sets `max_allowed_users` to null on every production instance, created
or cloned, and refuses to set one there, so only a development instance
has a limit.

🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Attach a single omitted reserved phone after a successful retry.

When the primary phone succeeds and exactly one reserved phone was omitted, reservedDropped.length > 1 leaves attachLater empty. Reserved mode also excludes that phone from pendingIdentifiers, so the phone is reported as dropped instead of being attached unverified. The README requires omitted reserved phones to be attached individually.
