PR 1d of 4 (base migrate/slice-1c). Slice 1 of clerk migrate, ported from #479 at 7a820406 and split into 4 stacked PRs. #514 has the same code as a single PR; we'll keep one of the two shapes. With this PR the stack has the same code as #514, plus 3 empty changesets.

Adds clerk migrate import <file> for Clerk and Supabase exports, behind CLERK_EXPERIMENTAL=migrate.

Try it

CLERK_EXPERIMENTAL=migrate clerk migrate import users.json --source supabase --dry-run
CLERK_EXPERIMENTAL=migrate clerk migrate import users.json --source supabase --yes

Stack

  1. feat(migrate): add the hidden migrate gate and map Clerk and Supabase files #517 gate, schema, sources, transform
  2. feat(migrate): pace API calls, keep every import as a run, and create users #518 throughput, target, run store, importer
  3. feat(migrate): check every user against the instance before writing #519 instance reads, readiness, checks
  4. feat(migrate): add experimental clerk migrate import for Clerk and Supabase files #520 clerk migrate import, README, E2E, changeset 👈 this PR

Reviewing

The port … from #479 commit copies #479's files unchanged. The trim … to slice 1 commit after it shows exactly what slice 1 leaves out. Review the PR diff for the result.

  1. Consent: --yes, the TTY prompt (default no), and --json without --yes, which never prompts and exits 2 with the command to run.
  2. Exit codes: 0, 1 when any user failed, 2 for usage errors and refusals, 130 on Ctrl-C. A dry run exits 2 when the real run would be refused.
  3. The target line prints before the checks, and --json carries the same facts.
  4. JSON output: { target, run, checks, result }, or one of dryRun, refused, consent: "required" or nothingToImport in place of result.
  5. run.ts is orchestration only. Every decision it makes is a tested function from 1a to 1c.

Tests

  • bun run test covers the unit and integration tests.
  • test/e2e/migrate.test.ts imports into a live app and verifies each password.

📝 Walkthrough

Adds the experimental clerk migrate import command for Clerk and Supabase user exports. The command validates inputs and users, applies consent and import rules, creates eligible users, and records run outcomes. It supports interactive prompts and text or JSON output. The change also adds source completion, migration documentation, and unit, integration, and end-to-end tests.

[MEDIUM]

users.filter((user) => !withoutPassword.includes(user)) runs a linear includes scan for every user, so the filter is quadratic. Supabase exports often have many OAuth-only users with no password. With 500k users, about half without one, that is around 10^11 comparisons, and the command appears to hang before any check runs. The README pitches the run store for million-user imports, so this size is realistic. You already know which users have a password, so filter on that directly.

Recommended fix

Partition on user.password instead of looking each user up in withoutPassword.

-        users = users.filter((user) => !withoutPassword.includes(user));
+        users = users.filter((user) => user.password);

Fixed in db91827 (filter --require-password's users with a Set, not a scan). The users without a password go into a Set, so the filter is linear. I used a Set rather than user.password because #515 also leaves adopted users out of that list, and the Set keeps both cases right.

[LOW]

-y, --yes is documented as "Import without prompting", but this confirm only checks canPrompt(options). So clerk migrate import users.json --source clerk --yes at a terminal still stops on the legal-acceptance question whenever the instance requires legal consent. That blocks any TTY-attached script that relies on --yes. If legal consent is meant to need its own flag, skip the prompt when options.yes is set and let the checks reject those users, the same way non-interactive runs already behave. Either way, nothing tests the human-mode legal prompt: run-interactive.test.ts never sets legal_consent_enabled.

Recommended fix

Do not prompt for legal consent when --yes was passed; leave it to --skip-legal-checks.

-      if (!skipLegalChecks && withoutLegal > 0 && !options.dryRun && canPrompt(options)) {
+      if (!skipLegalChecks && withoutLegal > 0 && !options.dryRun && !options.yes && canPrompt(options)) {

Fixed in 607def4 (do not ask about legal acceptance under --yes). Under -y the prompt is skipped, the checks reject those users, and --skip-legal-checks is the way to import them. run-interactive.test.ts now serves settings with legal_consent_enabled, and tests the prompt and the --yes case.

[LOW]

Users without a password are removed before checkImport, and the only report of that is this log.info, which is skipped under --json. As a result, --dry-run --json --require-password (and the refused / consent: "required" previews) report checks.total lower than the number of rows in the file, with no field explaining the gap. Only the final result.skipped accounts for these users, after the import has already run. An agent can't tell from the preview how many users will be left out. Add the count to the preview JSON, for example a withoutPassword field next to checks.

Fixed in 421385d (count --require-password's left-out users in the --json output). The previews (dryRun, refused, consent: "required") and the result now carry withoutPassword, and the README says that checks.total plus it is the file's size. Test added for --dry-run --json --require-password.

[LOW]

createdIds is only filled inside latestLines(), which runs after expect(result.result.created).toBe(2). If the import creates one user and fails the other, or the count is off for any reason, the assertion throws first, so afterAll never deletes the users that were created. Those users stay in the shared test app's development instance, which has a 100-user quota that these same checks enforce. Enough failed runs will fill it, and later E2E runs will start rejecting users for quota reasons. Collect the IDs before asserting.

Recommended fix

Read the run's lines, which registers the created IDs for cleanup, before asserting on the count.

-  expect(result.result.created).toBe(2);
-
-  const lines = latestLines(result.run.id);
+  const lines = latestLines(result.run.id);
+  expect(result.result.created).toBe(2);

Fixed in e76a42c (register the e2e import's users for cleanup before asserting). latestLines() now runs before the created assertion, so a failed run still deletes its users.

[LOW]

The comment says each of these names the instance "with no account ... involved", but --app resolves its key through fetchApplication, a Platform API call that needs a signed-in account. A signed-out human running clerk migrate import users.json --app app_123 skips the interactive sign-in here and gets an auth failure from the key resolution instead. Only short-circuit on --secret-key and CLERK_SECRET_KEY, and let --app go through the hasAccountCredentials branch.

Recommended fix

Drop options.app from the early return so --app users get the sign-in flow when signed out.

Fixed in f6516df (sign in for an --app import instead of failing on the key). Only a secret key skips the account check now. --app goes through the sign-in, though not the keyless short-cut or clerk link, which don't apply when the app is named. Test: a signed-out --app import gets "Not logged in" instead of a key failure.

[LOW]

isAssumeYes() is only called from index.test.ts. Nothing in this PR reads it, and the doc comment justifies it with withInputRetry and export commands that don't exist in the repo. The preAction hook therefore maintains global state that nothing uses, and the comment describes behavior that isn't there. Either move this module and the hook into the slice that adds its readers, or reduce the comment to what is true today.

Fixed in 9c7de0f (describe the -y holder as it is in the import slice). Both comments now say only what holds in this slice. The fuller explanation comes back in #524, where withInputRetry starts reading it.

Its comment described readers (the credential retry, the export
commands) that arrive in a later slice. It now says what holds here.

…ecks

The checks now reject a user without a password when the instance has no
other way in, keep the identifiers Clerk keeps, and print `APP_ID` as
the fix command's placeholder. The run tests' settings get an SSO
sign-in so their passwordless users import, and the README describes
the new rules.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… not sent

A Ctrl-C in a non-TTY or agent run returns the import normally. The
users it never sent have no line, so `finish()` counted only what was
there and wrote `complete` with a `finishedAt`, which hid the
interruption from anything that reads the run later.

After a Ctrl-C the run now releases its lock without finishing, so it
reads as interrupted. When the user quota stops the run instead,
`finish()` is told how many users were never sent and settles on
`partial`, and the summary and `--json` say "Not sent: N".

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
When Clerk refused a phone and the create was retried without it, the
summary said `Failed: 0`, `--json` said `errors: []`, and the
development-instance SMS note never showed, because it read only
failures. The refusal lived only on that user's line.

The summary now lists them under "Imported without their phone", by
Clerk's reason; `--json` carries them as `result.warnings`; and the
error notes read these reasons too. The README says so.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… instance

The E2E covered the dry run and the import but never the consent
boundary. It now runs the import without `--yes` and expects exit 2,
`consent: "required"`, no run folder and no users in Clerk. It also
asserts each exit code, and reads the real import's `run.json` for its
status and counts.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…at all

A plan can set a production user limit, as the code comment beside it
and clerk_go both say. The `explainErrors` comment, its test and the
README now say "none by default".

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With CLERK_SECRET_KEY exported, the import skipped its sign-in check
even when `--app` was passed. `resolveBapiSecretKey` takes `--app`
first, so a signed-out user got a Platform API failure instead of the
sign-in prompt or error. The exported key now ends the check only
without `--app`.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…case

The schema section said a field outside the schema is silently dropped;
the checks warn about each one (`Clerk won't store: …`). Two headings
used title case where the other command READMEs use sentence case.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…head

With every user rejected under `--allow-partial`, or none with a
password under `--require-password`, the prompt asked "Import 0 users?"
and the non-interactive message said it "will create 0 users", though
the run records the rest as skipped. Both now say "Create N users and
skip M" when there are skips.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
"All land in `error`" read as a status, next to the list of statuses.
It is the field on the user's line.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A refused import and a file with nobody to import each print a JSON
preview with `run: null` and their own discriminator, but neither was
tested. Both now are.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…gress bar

The quota stop's reason now comes back from the import rather than
being logged under the progress bar, so the summary prints it once the
bar is done, with what to do next, and `--json` carries it as
`result.stopReason`.

A refusal then suggested `--allow-partial --yes` without --skip-legal-checks,
and that rerun skips the prompt, so it left out the users the yes had let in.
