Saved passwords don't appear in the list, but they work [needs Intl object]

The treeview doesn't populate (it does in other controls).

Disabling Ion doesn't fix it.
Disabling in-content prefs doesn't fix it (they still don't show in the naked 
XUL window).

Passwords do work and autofill.
Window does correctly put up "Remove All."
With debugging on, fetches appear to succeed.

Not sure where this regressed.
