Problem
The shipped .squad/templates/ralph-reference.md contains merge-authority instructions for Ralph, including:
user intent merge PR #N -> gh pr mergeapproved, green PR -> Merge and close related issue
This contradicts the repository-owned Ralph charter rule used by downstream Squad installations: Ralph is monitor-only and must never run gh pr merge; humans merge. A template reader can therefore receive conflicting authority guidance.
Requested change
Update the Ralph reference template to remove merge-authority language for Ralph and describe it as monitor/triage-only. Preserve a clear separation between detection/monitoring, coordinator pre-merge ownership, and human merge authority.
Why not patch downstream?
.squad/templates/ is upgrade-owned, so local downstream edits are overwritten by squad upgrade. The durable fix must be made in the governing Squad template.
