Describe your changes
This PR migrates create-app to utilize tsdown for new projects instead of the deprecated tsup, while adding a flag,
--bundler, to allow for using tsup.Testing performed
I created 2 new projects using create-app with tsdown and tsup, both worked as expected.
Additional context
This doesn't cl*se #120, since the rest of the library remains on tsup.
