Which issue(s) does this change fix?

N/A

Why is this change necessary?

Getting all our installers onto new python versions helps keep versions updated, performance improvements, etc.

How does it address the issue?

Upgrades Mac to Python3.11 for installers

What side effects does this change have?

None that I know of.

LGTM! PyInstaller is also generated without any issues
