Description of changes:
Based on comments from #6 and #7, updating to a common directory structure.
DESIGN.mdfile explains what this sturcutre is, why, and also contains a glossary of terminologies we use in this project. Helps get everyone up to speed.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
