[P0] CDK deploy fails then succeeds with no explanation #165

Description

Stack was in green (UPDATE_COMPLETE) state in the console. When attempting to redeploy, the Publish assets step fails with:

[15:44:05] Error: CDK deploy failed: ❌ AgentCore-LangchainAgentsDos-default failed: InvalidChangeSetStatusException: An operation on this ChangeSet is currently in progress. Please attempt this operation again later.

But then later the deployment succeeds. The logs look strange - there were no logs for 40 seconds and no explanation on why it went from failed status to succeeded.

Is there some retry happening? If the CDKToolkit is retrying, we should indicate that somewhere. Or does this success mean there was a rollback success?
